THIS PAPER COMPRISES TWO SEPARATE PARTS. IN PART I, THE TWO FIRST
MENTIONED AUTHORS, EXAMINE THE WAY IN WHICH MODERN INFORMATION EXCHANGE
CAN BE USED TO IMPROVE THE OPERATION OF A MODEM CANAL.
IN PART II, THE LAST MENTIONED AUTHOR MAKES AN ANALYSIS OF THE MARGINAL
CONGESTION TOLL TO BE CHARGED TO USERS OF A WATERWAY IN ORDER TO REACH
THE MAXIMUM UTILITY FROM ITS RESOURCES.
PART I
THE ALBERT CANAL SERVES AS A NAVIGATION LINK BETWEEN THE MEUSE IN LIEGE
AND THE SCHELDT IN ANTWERP. THE LENGTH IS 130 KM; THERE ARE SIX TWIN
LOCKS, WITH CHAMBERS OF 136 M X 16 M, FIVE OF THE LOCKS HAVING A FALL OF
10 METERS. IN TERMS OF TONKILOMETERS THE CANAL TRAFFIC HAS INCREASED
FROM 665 MILLION T/KM IN 1949 TO 2,179 MILLION T/KM IN 1971. THE LARGEST
PART OF THE TONNAGE CARRIED ON THE ALBERT CANAL (37,941,700 T IN 1971)
IS LOADED AND/OR UNLOADED ALONG THE BANKS OF THE CANAL ITSELF
(15,980,994 T IN 1971) OR HAS BEEN TRANSPORTED ON THE CAMPINE CANAL
SYSTEM (17,657,105 T IN 1971). THIS SYSTEM OF CANALS FOR 600-TON BARGES
IS SITUATED NORTH OF THE ALBERT CANAL AND UP TO THE DUTCH FRONTIER,
WHICH IS CROSSED AT THREE POINTS. THE TOTAL LENGTH OF THE SYSTEM IS 330
KM, THE ALBERT CANAL INCLUDED.
THE ALBERT CANAL, TOGETHER WITH THE CANALS OF THE CAMPINE SYSTEM, IS
MANAGED BY THE OFFICE DE LA NAVIGATION - DIENST DER SCHEEPVAART »
(INLAND NAVIGATION BOARD). EXTENSIVE MODERNISATION OF THE ALBERT CANAL
IS BEING CARRIED OUT AND IS
PLANNED FOR COMPLETION IN 1976 : THE CANAL ITSELF IS BEING WIDENED TO
MORE THAN 100 M AND FIVE LOCK CHAMBERS OF 200 M X 24 M ARE UNDER
CONSTRUCTION ALONGSIDE THE EXISTING DOUBLE LOCKS; THESE NEW LOCKS WILL
PASS PUSHTOW CONVOYS OF 9,000 TONS.
