Zusammenfassung: | Reforming the African Public Sector: Retrospect and Prospects is an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs). |

It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs).</subfield></datafield><datafield tag="588" ind1="0" ind2=" "><subfield code="a">Print version record.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Civil service reform</subfield><subfield code="z">Africa.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Administrative agencies</subfield><subfield code="z">Africa</subfield><subfield code="x">Management.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Public administration</subfield><subfield code="z">Africa</subfield><subfield code="x">Management.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Fonction publique</subfield><subfield code="x">Réforme</subfield><subfield code="z">Afrique.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Administration publique</subfield><subfield code="z">Afrique</subfield><subfield code="x">Gestion.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Administration publique (Science)</subfield><subfield code="z">Afrique</subfield><subfield code="x">Gestion.</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">POLITICAL SCIENCE</subfield><subfield code="x">Public Affairs & Administration.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Administrative agencies</subfield><subfield code="x">Management</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Civil service reform</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Public administration</subfield><subfield code="x">Management</subfield><subfield code="2">fast</subfield></datafield><datafield tag="651" ind1=" " ind2="7"><subfield code="a">Africa</subfield><subfield code="2">fast</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39PBJkHrMyfHC67yqRTycbrv3</subfield></datafield><datafield tag="710" ind1="2" ind2=" "><subfield code="a">Codesria.</subfield></datafield><datafield tag="758" ind1=" " ind2=" "><subfield code="i">has work:</subfield><subfield code="a">Reforming the African public sector (Text)</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39PCFrk7Mk6vT69HtGtC8gHYP</subfield><subfield code="4">https://id.oclc.org/worldcat/ontology/hasWork</subfield></datafield><datafield tag="776" ind1="0" ind2="8"><subfield code="i">Print version:</subfield><subfield code="a">Ayee, Joseph R.A., 1952-</subfield><subfield code="t">Reforming the African public sector.</subfield><subfield code="d">Dakar, Senegal : Council for the Development of Social Science Research in Africa, ©2008</subfield><subfield code="z">9782869782143</subfield><subfield code="w">(OCoLC)261259618</subfield></datafield><datafield tag="830" ind1=" " ind2="0"><subfield code="a">Green book (Codesria)</subfield><subfield code="0">http://id.loc.gov/authorities/names/no2008186218</subfield></datafield><datafield tag="856" ind1="4" ind2="0"><subfield code="l">FWS01</subfield><subfield code="p">ZDB-4-EBA</subfield><subfield code="q">FWS_PDA_EBA</subfield><subfield code="u">https://search.ebscohost.com/login.aspx?direct=true&scope=site&db=nlebk&AN=410729</subfield><subfield code="3">Volltext</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">EBL - Ebook Library</subfield><subfield code="b">EBLB</subfield><subfield code="n">EBL1135041</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">EBSCOhost</subfield><subfield code="b">EBSC</subfield><subfield code="n">410729</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">ProQuest MyiLibrary Digital eBook Collection</subfield><subfield code="b">IDEB</subfield><subfield code="n">290152</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">Project MUSE</subfield><subfield code="b">MUSE</subfield><subfield code="n">muse21987</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">YBP Library Services</subfield><subfield code="b">YANK</subfield><subfield code="n">7446671</subfield></datafield><datafield tag="994" ind1=" " ind2=" "><subfield code="a">92</subfield><subfield code="b">GEBAY</subfield></datafield><datafield tag="912" ind1=" " ind2=" "><subfield code="a">ZDB-4-EBA</subfield></datafield><datafield tag="049" ind1=" " ind2=" "><subfield code="a">DE-863</subfield></datafield></record></collection> |

Reforming the African Public Sector: Retrospect and Prospects is an in-depth and wide-ranging review of the available literature on African public sector reforms.
