Zusammenfassung: | The European Union's (EU) Common Foreign and Security Policy (CFSP) stipulates that all member states must unanimously ratify policy proposals through their representatives on the EU Council. Intergovernmentalism, or the need for equal agreement from all member nations, is used by many political scientists and policy analysts to study how the EU achieves its CFSP. However, in European Foreign and Security Policy, Catherine Gegout modifies this theory, arguing instead for analyses based on what she terms 'constrained intergovernmentalism.'Gegout's theory of constrained intergovernmentalism allows for member states, in particular France, Germany, and the United Kingdom, to bargain with one another and to make rational decisions but also takes into account the constraints imposed by the United States, the European Commission, and the precedents set by past decisions. Three in-depth case studies of CFSP decision-making support her argument, as she examines the EU position on China's human rights record, EU sanctions against Serbia, and EU relations with NATO. |

Three in-depth case studies of CFSP decision-making support her argument, as she examines the EU position on China's human rights record, EU sanctions against Serbia, and EU relations with NATO.</subfield></datafield><datafield tag="651" ind1=" " ind2="0"><subfield code="a">European Union countries</subfield><subfield code="x">Foreign relations.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">National security</subfield><subfield code="z">European Union countries.</subfield></datafield><datafield tag="651" ind1=" " ind2="0"><subfield code="a">European Union countries</subfield><subfield code="x">Military policy.</subfield></datafield><datafield tag="651" ind1=" " ind2="6"><subfield code="a">Pays de l'Union européenne</subfield><subfield code="x">Relations économiques extérieures.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Sécurité nationale</subfield><subfield code="z">Pays de l'Union européenne.</subfield></datafield><datafield tag="651" ind1=" " ind2="6"><subfield code="a">Pays de l'Union européenne</subfield><subfield code="x">Politique militaire.</subfield></datafield><datafield tag="651" ind1=" " ind2="6"><subfield code="a">Pays de l'Union européenne</subfield><subfield code="x">Relations extérieures.</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">POLITICAL SCIENCE</subfield><subfield code="x">International Relations</subfield><subfield code="x">General.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">LAW</subfield><subfield code="x">Constitutional.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">LAW</subfield><subfield code="x">Public.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Diplomatic relations</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Military policy</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">National security</subfield><subfield code="2">fast</subfield></datafield><datafield tag="651" ind1=" " ind2="7"><subfield code="a">European Union countries</subfield><subfield code="2">fast</subfield></datafield><datafield tag="758" ind1=" " ind2=" "><subfield code="i">has work:</subfield><subfield code="a">European foreign and security policy (Text)</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39PCG4q3W7PgxT7Y4J9RfVcj3</subfield><subfield code="4">https://id.oclc.org/worldcat/ontology/hasWork</subfield></datafield><datafield tag="776" ind1="0" ind2="8"><subfield code="i">Print version:</subfield><subfield code="a">973-</subfield><subfield code="t">European foreign and security policy.</subfield><subfield code="d">Toronto ; The European Union's (EU) Common Foreign and Security Policy (CFSP) stipulates that all member states must unanimously ratify policy proposals through their representatives on the EU Council.
