Zusammenfassung: | Personnel management is a critical but oft neglected function of police organizations. While much attention is given to recruiting and retention, these are only tools for accomplishing a larger goal: achieving and maintaining the profile of officers by experience and rank that satisfies agency needs and officer career aspirations. Police agencies often have little ability to assess their organization and environment, and they receive little guidance on how best to build and maintain their workforces. In this monograph, the authors seek to fill the gap of information available to police agencies through a survey on their recruitment and retention practices. The survey, sent to every U.S. police agency with at least 300 sworn officers, sought to document such characteristics as authorized and actual strength by rank, officer work and qualifications, compensation, and recruiting efforts. The authors used these data to provide an overview of current recruitment and retention practices, to describe how they affected police recruitment and personnel profiles, and to identify future research needs. Findings include that police compensation, city size, and crime rates had statistically significant effects on police recruiting. Advertising and recruiting incentives had little effect on the number of recruits. Cohort sizes and structures highlighted current and future personnel management challenges. To facilitate comparative and longitudinal analyses of police staffing, the authors recommend ongoing national data collection. |

To facilitate comparative and longitudinal analyses of police staffing, the authors recommend ongoing national data collection.</subfield></datafield><datafield tag="588" ind1="0" ind2=" "><subfield code="a">Print version record.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Police</subfield><subfield code="x">Recruiting</subfield><subfield code="z">United States.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Police</subfield><subfield code="z">United States</subfield><subfield code="x">Personnel management.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Policiers</subfield><subfield code="x">Recrutement</subfield><subfield code="z">États-Unis.</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">SOCIAL SCIENCE</subfield><subfield code="x">General.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">BUSINESS & ECONOMICS</subfield><subfield code="x">Infrastructure.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">POLITICAL SCIENCE</subfield><subfield code="x">Law Enforcement.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Police</subfield><subfield code="x">Personnel management</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Police</subfield><subfield code="x">Recruiting</subfield><subfield code="2">fast</subfield></datafield><datafield tag="651" ind1=" " ind2="7"><subfield code="a">United States</subfield><subfield code="2">fast</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39PBJtxgQXMWqmjMjjwXRHgrq</subfield></datafield><datafield tag="700" ind1="1" ind2=" "><subfield code="a">Rostker, Bernard.</subfield></datafield><datafield tag="700" ind1="1" ind2=" "><subfield code="a">Fan, Cha-Chi.</subfield></datafield><datafield tag="710" ind1="2" ind2=" "><subfield code="a">Rand Center on Quality Policing.</subfield><subfield code="0">http://id.loc.gov/authorities/names/no2008101270</subfield></datafield><datafield tag="758" ind1=" " ind2=" "><subfield code="i">has work:</subfield><subfield code="a">Recruiting and retaining America's finest (Text)</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39PCFBMpRByBT4XWDwKYwrdYq</subfield><subfield code="4">https://id.oclc.org/worldcat/ontology/hasWork</subfield></datafield><datafield tag="773" ind1="0" ind2=" "><subfield code="t">Books at JSTOR: Open Access</subfield><subfield code="d">JSTOR</subfield></datafield><datafield tag="776" ind1="0" ind2="8"><subfield code="i">Print version:</subfield><subfield code="a">Wilson, Jeremy M., 1974-</subfield><subfield code="t">Recruiting and retaining America's finest.</subfield><subfield code="d">Santa Monica, CA : RAND, 2010</subfield><subfield code="z">9780833050687</subfield><subfield code="w">(DLC) 2010037247</subfield><subfield code="w">(OCoLC)660088197</subfield></datafield><datafield tag="830" ind1=" " ind2="0"><subfield code="a">Rand Corporation monograph series.</subfield><subfield code="0">http://id.loc.gov/authorities/names/no2008057654</subfield></datafield><datafield tag="856" ind1="4" ind2="0"><subfield code="l">FWS01</subfield><subfield code="p">ZDB-4-EBA</subfield><subfield code="q">FWS_PDA_EBA</subfield><subfield code="u">https://search.ebscohost.com/login.aspx?direct=true&scope=site&db=nlebk&AN=355367</subfield><subfield code="3">Volltext</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">EBL - Ebook Library</subfield><subfield code="b">EBLB</subfield><subfield code="n">EBL669767</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">ebrary</subfield><subfield code="b">EBRY</subfield><subfield code="n">ebr10440621</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">EBSCOhost</subfield><subfield code="b">EBSC</subfield><subfield code="n">355367</subfield></datafield><datafield tag="938" ind1=" " ind2=" "><subfield code="a">YBP Library Services</subfield><subfield code="b">YANK</subfield><subfield code="n">3596289</subfield></datafield><datafield tag="994" ind1=" " ind2=" "><subfield code="a">92</subfield><subfield code="b">GEBAY</subfield></datafield><datafield tag="912" ind1=" " ind2=" "><subfield code="a">ZDB-4-EBA</subfield></datafield><datafield tag="049" ind1=" " ind2=" "><subfield code="a">DE-863</subfield></datafield></record></collection> |

Personnel management is a critical but oft neglected function of police organizations.
