Zusammenfassung: | Civil wars pose some of the most difficult problems in the world today and the United Nations is the organization generally called upon to bring and sustain peace. Lise Morjé Howard studies the sources of success and failure in UN peacekeeping. Her in-depth analysis of some of the most complex UN peacekeeping missions debunks the conventional wisdom that they habitually fail, showing that the UN record actually includes a number of important, though understudied, success stories. Using systematic comparative analysis, Howard argues that UN peacekeeping succeeds when field missions establish significant autonomy from UN headquarters, allowing civilian and military staff to adjust to the post-civil war environment. In contrast, failure frequently results from operational directives originating in UN headquarters, often devised in relation to higher-level political disputes with little relevance to the civil war in question. Howard recommends future reforms be oriented toward devolving decision-making power to the field missions.--Publisher description. |

Lise Morjé Howard studies the sources of success and failure in UN peacekeeping. Her in-depth analysis of some of the most complex UN peacekeeping missions debunks the conventional wisdom that they habitually fail, showing that the UN record actually includes a number of important, though understudied, success stories. Using systematic comparative analysis, Howard argues that UN peacekeeping succeeds when field missions establish significant autonomy from UN headquarters, allowing civilian and military staff to adjust to the post-civil war environment. In contrast, failure frequently results from operational directives originating in UN headquarters, often devised in relation to higher-level political disputes with little relevance to the civil war in question. Howard recommends future reforms be oriented toward devolving decision-making power to the field missions.--Publisher description.</subfield></datafield><datafield tag="546" ind1=" " ind2=" "><subfield code="a">English.</subfield></datafield><datafield tag="610" ind1="2" ind2="0"><subfield code="a">United Nations</subfield><subfield code="x">Peacekeeping forces.</subfield><subfield code="0">http://id.loc.gov/authorities/subjects/sh99002397</subfield></datafield><datafield tag="610" ind1="2" ind2="6"><subfield code="a">Nations Unies</subfield><subfield code="x">Forces de maintien de la paix.</subfield></datafield><datafield tag="610" ind1="2" ind2="7"><subfield code="a">United Nations</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Intervention (International law)</subfield><subfield code="0">http://id.loc.gov/authorities/subjects/sh85067543</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Civil war</subfield><subfield code="x">Protection of civilians.</subfield><subfield code="0">http://id.loc.gov/authorities/subjects/sh2001007505</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Civil war.</subfield><subfield code="0">http://id.loc.gov/authorities/subjects/sh85026421</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Intervention (Droit international)</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Guerre civile</subfield><subfield code="x">Protection des civils.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Guerre civile.</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">civil wars.</subfield><subfield code="2">aat</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">POLITICAL SCIENCE</subfield><subfield code="x">Peace.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Civil war</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Civil war</subfield><subfield code="x">Protection of civilians</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Intervention (International law)</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Peacekeeping forces</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1="1" ind2="7"><subfield code="a">Verenigde Naties.</subfield><subfield code="2">gtt</subfield></datafield><datafield tag="650" ind1="1" ind2="7"><subfield code="a">Vredesoperaties.</subfield><subfield code="2">gtt</subfield></datafield><datafield tag="650" ind1="1" ind2="7"><subfield code="a">Burgeroorlogen.</subfield><subfield code="2">gtt</subfield></datafield><datafield tag="655" ind1=" " ind2="0"><subfield code="a">Electronic books.</subfield></datafield><datafield tag="655" ind1=" " ind2="4"><subfield code="a">Electronic books.</subfield></datafield><datafield tag="758" ind1=" " ind2=" "><subfield code="i">has work:</subfield><subfield code="a">UN peacekeeping in civil wars (Text)</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39PCGMPwbJYQcXX9DXjj4bYWC</subfield><subfield code="4">https://id.oclc.org/worldcat/ontology/hasWork</subfield></datafield><datafield tag="776" ind1="0" ind2="8"><subfield code="i">Print version:</subfield><subfield code="a">Howard, Lise Morjé.</subfield><subfield code="t">UN peacekeeping in civil wars.</subfield><subfield code="d">Cambridge ;
