THE DOCTRINE OF CREATIVE MODERNITY The new culture of the global structure of power Summary: Today, mankind possesses more power than ever before and feels more insecu re than ever before. This dissonance between feelings of power and insecurity creates a “new culture of the global power structure” with new philosophical and cultural authenticity, ideological and political transparency, and new legal and moral flexibility, which requires a new doctrine and strategy for human survival. The rise of authoritarian populism and the COVID-19 pandemic, followed by the Russian invasion of Ukraine, have plunged humanity into a deep crisis of uncertainty and fear of poverty, opening the door to a significant economic, financial, political and moral crisis at the very beginning of the 21st century. The way out of this multiplied crisis is difficult to determine and pre dict in which direction humanity will move until the end of this millennium. What can be considered quite sure is that new technological processes based on the development of new technologies, biotechnology, nanotechnology, new materials, IT technologies, new microprocessor, artificial intelligence (AI) and computer algorithms, will produce a unique dramatic ability to design a new global structure of production, with new factors of production and new cultural, social, moral and political standards. Creating control networks through high-speed internet connections with cen tralized crisis management centers, creating “smart networks” that include control of high technologies and energy sources, energy internet (EI),
and internet of things (loT), requires a “new key to technological development”, a new concept of “public policy” and a new “creative attraction” strategy. These processes create internal compatibility of interests between the state, society, and the market making a model of “RESPONSIBLE AND ADVANCED CA PITALISM” which articulates the “DOCTRINE OF CREATIVE MODERNI TY” opening a new vision of humanity in this millennium. By shifting the fo cus in international relations from “common threats” to “common interests”, the “Doctrine of Creative Modernity” definitely opens up opportunities to get out of this crisis. The attractiveness and power of the “Doctrine of creative modernity” in the mo del of “responsible and progressive capitalism” stems from the “attractiveness” 265
Nedžad Basic DOKTRINA KREATIVNE MODERNOSTI of the achieved technological and economic development and the transparency of the political system of a democratic state. This power manifests itself as the attractiveness of the achieved level of technological development, the stability of the economic and financial market, the achieved level of ecological preserva tion of the environment, the social security of the population, and the achieved protection of human rights and minority groups, and intellectual property, is growing into a central focus of “the new cultures of the global structure of po wer” in the 21st century. The attractiveness of the “new culture of the global structure of power” in the concept of “responsible and progressive capitalism” stems from the achieved internal compatibility of interests between the state (elite), society (citizens), and the market (corporations). This internal compatibility of interests con stitutes the decisive cohesive force of the “new global structure of power “, from which grows the “global culture of cooperation” as the new global pu blic policy. The doctrine of creative modernity leads society towards a new internal dynamization that opens a new space for creative global cooperation of the public and private sectors and for creative internal cooperation between state and society, where there is not much room for authoritarian geopolitics, rivalry, and conflicts in the 21st century. Today, the global value system of the illiberal world is shaken. China has ceased to be the atmosphere of the Confucian philosophy of peace and
tole rance. Russia, not so long ago the “reform world”, today modelled on the Nazi theory of “lebensraum” destroys cities and kills entire nations, causing fear of a global nuclear catastrophe. Islamic authoritarian regimes have unquesti oningly sided with the destructive politics of the “Russian world”, rejecting any possibility of internal democratic transformation of the “Islamic world”. India’s authoritarian populist regime is destroying the fabric of civil liberties in one of the oldest civilizations in the world, which has been a democratic beacon of humanity for centuries. Today, the US is closer to civil war than to peaceful and progressive democratic development. Authoritarian populist regimes in some EU countries, which have recently entered the atmosphere of Western liberal democracy, are cynically destroying the democratic fabric of the community of European nations with unbearable arrogance and insolence.
