SUMMARY Memoirs of Michal Kováč, the first democratically elected President of the Slovak Republic, are an intriguing testimony of one man’s path of life. A path, which started in the Ľubiša village of the Zemplín region, led him to pursue a career of a financier and a bank expert in Cuba and London in a time of the Warsaw Pact armies’ invasion of Czechoslovakia in August 1968. Upon his return to Slovakia, Michal Kováč was expelled from the Communist Party and served as an ordinary bank clerk until the Velvet Revolution of 1989. Only three weeks after the Revolution, however, he be came the Minister of Finance in the Government of National Understand ing, which led Slovakia, then a part of Czechoslovak Federative Republic, to its first democratic elections after 40 years of Communist rule. Following the elections in 1990, Michal Kováč again became the Minister of Finance and two years later he was named the Speaker of the Federal Assembly. He significantly contributed to the peaceful and constitutional partition of the Czecho-Slovak Federation. In February 1993, members of the National Council of the Slovak Republic elected him as the first president of the newly established state, the Slovak Republic, and following his inauguration on March 3rd he launched his five-years-long presidential tenure. His service for the country, however, soon became a struggle for the democratic charac ter of the state and for its democratic future. The struggle continued during his entire term in office and gradually became more intense and dramatic as described in the chapters of his
memoirs The Elections are Over - What we Couldn’t Get Used to; About Unheard Messages and the Stoning ofMessen gers; The Twilight of Integration and the Constitutional Struggle. Despite all personal injustice, the direct threat to his family, which had escalated by the kidnapping of his son to a foreign country and despite continuous attempts to dispose him from the office of the president, Michal Kováč continued his struggle until the end of his term and thus paved the way for the return of democracy in Slovakia following parliamentary elections of 1998 and for entering the NATO and the EU. Summary A significant part of the memoirs is devoted to Slovak foreign policy from the beginning of Michal Kováč’s presidential tenure, his journey to the USA where he took part at the opening ceremony of the United States Hol ocaust Memorial Museum in Washington D.C, and had, for the first time, met President Bill Clinton; to his meetings with Pope John Paul IL; as well as meetings with the Czech President Václav Havel who publicly supported Michal Kováč in his struggle against the authoritarian Slovak Prime Minis ter Vladimír Mečiar. Due to his pursuit of democracy, principles of the rule of law and tolerant solutions to issues associated with national minorities Kováč gained wide international recognition. He, together with the Hungar ian President Arpád Göncz, was awarded the EastWest Institute Prize in New York for contribution to international understanding. Subsequently, Michal Kováč was granted an award for his extraordinary contribution to enforcing the rule of law in Chicago and the city of Nurenberg, Germany granted him the Human Rights Prize. At the opening of the National Czech and Slovak Museum and Library in Cedar Rapids, US President Clinton recognized Michal Kováč’s contribution to building a democratic society in Slovakia by stating the following, “The United States supports your per sonal strong commitment to openness and reform as Slovakia takes its place within the family of democratic nations.” President Kováč has also devoted extraordinary effort to ensuring Slova kia’s accession to the NATO and the EU, held countless meetings with rep
resentatives of the NATO, the US Secretary of State Madeleine Albright, as well as with leading European politicians. In his memoirs, President Kováč explains what, in his opinion, caused Slovakia’s eventual expulsion from the first wave of accession talks in a time when international security and political organizations were opening their doors to post-Communist coun tries of Central Europe. In January 1998, his presidentship was crowned by Slovakia hosting a summit of eleven European presidents. After the end of his presidential tenure, Mr. Kováč devoted his time and energy to the Michal Kováč Foundation and its main purpose: promotion of democratic principles. Michal Kováč’s Memoirs. My Story of a Citizen and a President is a testi mony based on vast historical research and primary documents. It depicts the establishment of the Slovak Republic and describes the character of its first years of existence.
