Resumé Prior to the First World War, Czechoslovakia was the world leader in the export of hops, beet sugar, footwear, glassware and probably also in the number of motorist organisations in proportion to the amount of motor vehicles on the road. Automobile clubs founded before the First World War including the Czechoslovak Republic Auto Club (Autoklub republiky Československé—AKRČs), with a few exceptions, claimed a special status compared to younger motorist organisations. They were very careful in selecting new members through the ritual of a secret ballot, and they protected their exclusive status through high membership and registration fees. The large number ofyounger democratic motorist organisations being set up pointedly described these older associations as “feudal clubs” which instead of looking to the future had turned their gaze to the heroic period of the beginning of motoring. This huge wave of newly founded organisations in the 1920s naturally went hand in hand with the further development of motor vehicles, and in particular their greater accessibility, although rivalry and the fight for prestige also placed a role in the founding process. It was also not inconsiderably influenced by the “unique living dynamics of the urban environment of the time, which enabled, or accelerated, the crystallisation of different interest groups which in publicfreely demonstrated a sense of belonging and differencefrom others.’”* Representatives of these modern clubs measured their strength together at various races, which became like pilgrimage sites of the time. During the
First Czechoslovak Republic, there were a large number of these associations within the country, numbered at two-hundred and fifty in 1937- There were traditional automobile clubs which had been founded in pioneering times, which were difficult to infiltrate. Modern motorist clubs sought better conditions for transport in the country and economic benefits fortheir members. Clubs were also set up whose members perceived their clubs as sports organisations, professional, party or brand clubs. The marked ethnic aspect of organised motoring also made a single approach towards the state from Czechoslovak motorists much easier. After the end of the Second World War, Czechoslovak motoring found itself in a similar situation as it had in 1918. Fuel was rationed, and so were oil, tyres and other essentials. In building the people’s democracy of Czechoslovakia, the automobile continued to be considered a luxury, and motoring entertainment for the elite. As such, the AKRČs began to transform itself in the new climate into a “uniform, people’s and democratic organisation” in line with the Soviet model. The reinvention of the autonomous representative of Czechoslovak motorists as a state-controlled institute did not suit everyone, however. A number of other clubs resumed their activities after the war alongside the Czechoslovak Republic Auto Club, deciding to build on their activities from before 1939. This diverging tendency, however, was not in line with the ideas of the increasingly strong Communist Party of Czechoslovakia, which strived for the creation of single organisations
within the state. In summer 1951, the Czechoslovak Republic Auto Club ceased to be, replaced by the Voluntary Union of People’s Motorism (Dobrovolný svaz lidového motorismu—DSLM), whose task was the “political, professional, sports and military education of members, driver training, motoring promotion, teaching discipline in road usage and supporting peace and friendship between nations”. AKRČs continued to represent Czechoslovakia within international motoring organisations, however (e.g. FIA, FIM, AIT etc.), and so it could not be completely eliminated, but at least its name was changed to the “Central Automobile Club” (Ústřední automotoklub —ÚAMK). On 2 November 1951, Svazarm was set up on the basis of Act 68/1951 Coll, on military training, and through the declaration of action committees, DSLM, the People’s Militia (Lidové milice), the Czechoslovak Sokol Association (Československá obec sokolská), the People’s Aviation Voluntary Union (Dobrovolný svaz lidového letectví) and others signed up “voluntarily” as collective members. Following a brief restoration of automobile club activities after the Second World War, clubs closed down again in the 1950s. The activities of associations were thoroughly centralised and could only be undertaken within the state organisation, Svazarm.
