Some problematic moments of realization of voting rights by citizens who are permanently or temporarily outside Ukraine are outlined. Prospects, risks and warnings about piloting information and communication technologies of voting in the near future are considered. It was stressed that such a pilot project is possible with acceptable risks for voting of Ukrainian citizens abroad, as the percentage of votes cast in a foreign constituency does not significantly affect the results of national elections.
