The potential of such funds has been greatly under-debated in the UK amongst political thinkers, academics or social policy practitioners. Drawing on the evidence from overseas and the historical roots of the idea, the book will discuss how such funds could be introduced and financed in the UK, their likely impact, the elements of a model scheme for the UK drawing on the experience of other schemes, and whether it is possible to build a cross-political consensus for such funds |
