SUMMARY In 2022, India celebrates the 75th anniversary of particularly significant events concerning the Struggle for Independence. They are the achievement of political independence, the Transfer of Power, the Partition of British India into the Indian Union and Pakistan, and the establishment of diplomatic relations between India and the Soviet Union/the Russian Federation. The achievement of political independence, which happened at midnight on 14— 15th August 1947, is a historic victory of the people of Hindustan and the longexpected result of the Struggle for Independence. Due to the political compromise between the colonial administration and the leaders of the main Indian political parties, the power was transferred from the British Crown to the legitimately elected government lead by Jawaharlal Nehru. The proclaiming of the Indian Independence happened at the same time with the Partition, which was carried out according to the religious-communal principle of the ‘Mountbatten Plan’. According to the Plan, two states with dominion rights, the Indian Union and Pakistan, were to replace the former British colony. Their birth was marked with violence, riots, and fights between the Hindus, the Muslims and the Sikhs causing death of countless victims, social and political disturbances. Meanwhile, the Partition of British India helped to raise national awareness and international integration in India and Pakistan. Together with solving of crucial internal political problems, the government of India was making its first steps in the international arena. In 1946 — 1947 Nehru
took the initiative to establish diplomatic relations with a few leading foreign countries, including the Soviet Union. Symbolically, the diplomatic relations between India and the Soviet Union/Russia were established on 13th April 1947, four months before the official announcement of India’s independence. Russian-Indian relations have a longhistoryandthe level oftheexclusive privileged strategic partnership. Neither the coronavirus pandemic nor the unprecedented pressure on India from the USA and their allies connected with the Russian special military campaign in Ukraine could destroy our relations or alter them. Valeriy P. Kashin, PhD (History) is a leading researcher of Centre for Indian Studies, Institute of Oriental Studies, Russian Academy of Sciences, Moscow. Dr V.P Kashin is the author of 150 scientific works, including the book ‘Narendra 192
Summary Modi — the Leader of Modern India’. The new monography ‘India: Independence, Partition and Dialogue with Russia’ is based on Dr Kashin’s articles, published in Russia and India. The first chapter of the book is dedicated to the achievement of Independence, the Transfer of Power, and the Partition of British India. According to the author, in 1946 — 1947 India was balancing on the edge of chaos and a religious war. The colonial administration lost control over the political situation. The Partition of British India, being a forced reaction, was organized within an extremely short period of time. The first months of the existence of the dominions of the Indian Union and Pakistan were marked with numerous riots, with Punjab being the main center of confrontation. More than 1 million people (2 to 4 million accordingto some sources) lost their lives there. 14.63 million people, or 5.3 % of the population of the former colony, were involved into migration processes. Nobody counted the refugees. The ‘14.63 million’ number is a result of some calculation. The data of the census in British India, 1941 and the ones of the censuses in the Republic of India and Pakistan, 1951 were compared. The partition lead to the break in economic and trade relations and was marked with an unequal distribution of resources. The announcement of Independence changed the destiny of the people of the subcontinent dramatically and let them leave the political dead-end. Two different types of political cultures started forming in the dominions, the secularistic one in India, and the Islamic one in
Pakistan. Jawaharlal Nehru was eager to establish diplomatic relations with Russia. The first attempts faced the opposition from the colonial administration and distrust of Moscow. Nevertheless, Nehru’s persistence achieved success, as described in the second chapter of the monography. The first Indian ambassador in the USSR was Vijaya Lakshmi Pandit, while the first Soviet ambassador in India was Kirill Novikov. Novikov helped to establish the first trade relations between India and the Soviet Union. When Mahatma Gandhi was assassinated, Novikov was courageous and wise to express condolences from the Soviet government to Nehru. The official condolences from the Ministry of External Affairs of the USSR were expressed only few days later. Russian-Indian relations are unique, trustful and mutually beneficial. They concern different spheres of partnership, including politics, strategic planning, economics, energetics, military affairs and defense, science and technology, cultural and humanitarian cooperation.
