ANNOTATION LysytsiaLG. Functioning ofspecial children’s institutions of the USSR in 1943-1950: monograph / L. G. Lysytsia. ֊ Cherkasy ; Chabanenko Y, 2021. -252 p. : Tab. The monograph is devoted to a little-researched and topical scientific problem. On the basis of a wide range of mainly archival sources, a significant part of which is introduced into scientific circulation for the first time, an attempt is made to comprehensively and comprehensively analyze the functioning of special children’s institutions of the USSR in wartime and postwar. The thesis is substantiated that the need for the fastest possible deployment and functioning of special children’s institutions was due to the severe consequences of the war: mass orphanhood, child homelessness and neglect, disability, dangerous diseases, deviant behavior. The policy of the authorities in the field of assistance to children with special social status was characterized by legislative and administrative and organizational activity, but in practice not everything outlined in the policy documents was implemented. For the first time in modern Ukrainian historiography, the author typologizes special educational institutions according to their functional purpose, departmental subordination, contingent, specifics of activity, peculiarities of material and technical support. In particular, the following types of special children’s institutions are distinguished: orphanages of general and special type of the People’s Commissariat (Ministry) of Education; children’s homes, medical and sanatorium orphanages of the People’s
Commissariat (Ministry of Health); orphanages for the disabled of the People’s Commissariat (Ministry) of Social Security; children’s rooms of militia, children’s receiversdistributors, children’s labor and labor-educational colonies of the People’s Commissariat (Ministry) of internal affairs, and also collective farm orphanages and orphanages which were created at the industrial enterprises with application of a branch principle of financing. The role of special children’s institutions in the social rehabilitation of minors of the Ukrainian SSR who had a special social status is revealed. The conditions of keeping pupils of children’s institutions are comprehensively 247
described, the objective difficulties of their functioning are marked. The peculiarities of the organization of the educational process and staffing of these institutions are clarified. The appendices contain statistical tables and diagrams that significantly supplement and illustrate the information presented in the monograph. In order to optimize the orientation of the reader in the text there is a geographical index. The monograph is addressed to scientists, all subjects of the educational process of educational institutions of different levels and types, as well as all those interested in learning about the Ukrainian history of war and postwar. 248

On the basis of a wide range of mainly archival sources, a significant part of which is introduced into scientific circulation for the first time, an attempt is made to comprehensively and comprehensively analyze the functioning of special children’s institutions of the USSR in wartime and postwar. The thesis is substantiated that the need for the fastest possible deployment and functioning of special children’s institutions was due to the severe consequences of the war: mass orphanhood, child homelessness and neglect, disability, dangerous diseases, deviant behavior. The policy of the authorities in the field of assistance to children with special social status was characterized by legislative and administrative and organizational activity, but in practice not everything outlined in the policy documents was implemented. For the first time in modern Ukrainian historiography, the author typologizes special educational institutions according to their functional purpose, departmental subordination, contingent, specifics of activity, peculiarities of material and technical support. In particular, the following types of special children’s institutions are distinguished: orphanages of general and special type of the People’s Commissariat (Ministry) of Education; children’s homes, medical and sanatorium orphanages of the People’s
Commissariat (Ministry of Health); orphanages for the disabled of the People’s Commissariat (Ministry) of Social Security; children’s rooms of militia, children’s receiversdistributors, children’s labor and labor-educational colonies of the People’s Commissariat (Ministry) of internal affairs, and also collective farm orphanages and orphanages which were created at the industrial enterprises with application of a branch principle of financing. The role of special children’s institutions in the social rehabilitation of minors of the Ukrainian SSR who had a special social status is revealed. The conditions of keeping pupils of children’s institutions are comprehensively 247
described, the objective difficulties of their functioning are marked. The peculiarities of the organization of the educational process and staffing of these institutions are clarified. The appendices contain statistical tables and diagrams that significantly supplement and illustrate the information presented in the monograph. In order to optimize the orientation of the reader in the text there is a geographical index. The monograph is addressed to scientists, all subjects of the educational process of educational institutions of different levels and types, as well as all those interested in learning about the Ukrainian history of war and postwar. 248
