Jolanta Klimczak, Dorota Nowalska-Kapuścik Old Age in a Post-Industrial City District A Study on the Example of “Old” Bogucice Summary The dynamisation of demographic processes implies the need for a new urban policy, in cluding social policy, focused on the needs of the elderly. Developing effective solutions neces sary to revitalise elderly communities is only possible through active cooperation between city authorities and neighbourhoods as well as local communities, which seem to understand best the needs of their generation. In Poland, there are no clearly defined activities aimed at both supporting independence in the place where seniors live and informal support networks (within a city district, neighbourhoods or flats). It is therefore important to make public the opinions of residents - elderly people - about the current living conditions in particular cities and districts, to identify social expectations towards local actions aimed at preventing the exclusion of the elderly, and to verify the effectiveness of actions aimed at activation or integration of seniors. Old Age in a Post-Industrial City District. is a publication which was created on the one hand to contribute to the debate on local senior policy, and on the other to give voice to the elderly living in a post-industrial district of a large city. The text presents the results of the evaluation of programmes implemented by senior non governmental organisations in Katowice and the results of research into the social perception of the ongoing infrastructural and institutional changes in the place of
residence of seniors. This is a continuation of the issues taken up in the research report entitled “Old age in the (big) city”, created and published in 2018 in response to the demand raised by local women leaders and by NGOs such as “Moje Osiedle Ścigały” [“My Ścigały Estate”]. However, while in 2018 the focus was on identifying the needs and resources of elderly people in a selected district of the city (“old” Bogucice), this text focuses on presenting the activities undertaken within the framework of senior policy and the programme for the revitalisation of post-industrial areas, as well as the social practices - conditioned by the ageing process - that routinise the lives of the oldest residents of the local community. The publication has been divided into three parts, so as to maintain the distinctiveness of the accounts relating to phenomena of varying degrees of generality. It first addresses the global political project of population ageing and the demographic arguments justifying the importance of selected legislative measures. The ‘Principles for Action on Ageing’, recommended in 1991 by the UN, recognise independence, participation, care, self-realisation and dignity as fundamen tal rights and distinguish three types of public policies: policies towards population ageing, i.e. state actions taken consciously, in many areas and fields (economy, infrastructure, migration), as a response to demographic changes; policies towards older people, i.e. recognising the needs and problems of specific communities of older people and responding to them in a given place and
time; policies towards old age understood as a long-term project of preparing for the last phase of life and recognising it as equally valuable as previous ones, not only by the older genera tion but also by younger generations. Due to the research area, the role of urban and regional policy is particularly emphasised, while the city itself is supposed to be an ageing-friendly space. The city, being a physical, social and symbolic space, sets the framework for participation and
112 Summary subjectivity, while the right to use city resources is an indicator of citizenship of its inhabitants. A city for seniors is also a space that should be free from violence, from functional and spatial exclusions and oppression, from pathologisation based on making the norm e.g. Corbusier’s Modulor; a city is a multitude of configurations and exposures of roles and a multitude and variability of practices accompanying life cycles; a city is finally empowerment of the elderly by including seniors not only in advisory but also in decision-making processes in various areas of urban policy, e.g. revitalisation. Such a perspective on Katowice as a research area has guided the choice of topics in the following chapters. Chapter Two focuses on the evaluation of projects carried out by non governmental organisations and dedicated to senior citizens living and working in the centre of Katowice and in its various districts. Reflection on the evaluation of senior projects from the perspective of districts was dictated by two factors. The first was an obvious appeal to humanistic sociology, which pays attention to the spatial values of the city and the neighbourhood, which is of most interest to us here. The second reason came from a desire to see if the opportunities offered by the use of evaluation, especially where project implementation implies a direct impact on increasing the quality of life of older people, are recognised and used by those responsible for making decisions about the planning of future activities and interventions. The third chapter presents a
description of the lives of seniors in their place of residence. The proposed reflection was based on interviews with elderly men and women living in one of the city’s districts - the “old” Bogucice. The choice of the district as a spatial category provides an insight into the experiences of seniors located in a broader social framework than the indi vidual and family, and allows for the formulation of a preliminary hypothesis on the relation ship between the conceptualised and performed role of the senior citizen and the habitat. The neighbourhood as a city space is inextricably linked to the practices on which the everyday life of elderly people is founded, and as a space it conditions the valorisation of the place of residence itself. Most importantly, however, the neighbourhood is a space that connects the private, the domestic with the public, the urban, and that it is the focal point of individuals’ habitus resources and local socio-economic processes. Its exploration thus gives an insight into the practices that constitute the socio-cultural equipment of the inhabitants, framed by the possibilities and limitations of the local environment and urban policies. Importantly, space does not function by itself, but is generated through social relations. It is the inhabitants who prioritise and valorise space, and at the same time the experienced and perceived space creates the specific conditions for the adaptation and creation of social roles and spatial cultural pat terns, including old age and its distinctions. The main issues addressed in this part of the text are
the question of the perception of physical and institutional changes of the neighbourhood space, the identification of the type and forms of senior activity, as well as the reception of the socio-cultural-educational-spatial offer dedicated to the elderly. In response to demographic trends there is a growing need to take action to adapt senior policy to the needs of an ageing population at global, European, national and regional level. A prerequisite for the correct design and development of methods of action is the correct identification of needs generated in various dimensions of individual and public life and their juxtaposition with the social, health and financial capabilities of elderly people. The collected research material refers to the research carried out in 2017-2018, which makes it possible not only to diagnose the current state, but also - which, according to the authors, is worth empha sising - to compare and evaluate the actions carried out in the last two years. The text is summarised by conclusions with a practical dimension, which can be a starting point for actions for elderly people undertaken by social institutions, NGOs and local com munities. |

Jolanta Klimczak, Dorota Nowalska-Kapuścik Old Age in a Post-Industrial City District A Study on the Example of “Old” Bogucice Summary The dynamisation of demographic processes implies the need for a new urban policy, in cluding social policy, focused on the needs of the elderly. Developing effective solutions neces sary to revitalise elderly communities is only possible through active cooperation between city authorities and neighbourhoods as well as local communities, which seem to understand best the needs of their generation. In Poland, there are no clearly defined activities aimed at both supporting independence in the place where seniors live and informal support networks (within a city district, neighbourhoods or flats). It is therefore important to make public the opinions of residents - elderly people - about the current living conditions in particular cities and districts, to identify social expectations towards local actions aimed at preventing the exclusion of the elderly, and to verify the effectiveness of actions aimed at activation or integration of seniors. Old Age in a Post-Industrial City District. is a publication which was created on the one hand to contribute to the debate on local senior policy, and on the other to give voice to the elderly living in a post-industrial district of a large city. The text presents the results of the evaluation of programmes implemented by senior non governmental organisations in Katowice and the results of research into the social perception of the ongoing infrastructural and institutional changes in the place of
residence of seniors. This is a continuation of the issues taken up in the research report entitled “Old age in the (big) city”, created and published in 2018 in response to the demand raised by local women leaders and by NGOs such as “Moje Osiedle Ścigały” [“My Ścigały Estate”]. However, while in 2018 the focus was on identifying the needs and resources of elderly people in a selected district of the city (“old” Bogucice), this text focuses on presenting the activities undertaken within the framework of senior policy and the programme for the revitalisation of post-industrial areas, as well as the social practices - conditioned by the ageing process - that routinise the lives of the oldest residents of the local community. The publication has been divided into three parts, so as to maintain the distinctiveness of the accounts relating to phenomena of varying degrees of generality. It first addresses the global political project of population ageing and the demographic arguments justifying the importance of selected legislative measures. The ‘Principles for Action on Ageing’, recommended in 1991 by the UN, recognise independence, participation, care, self-realisation and dignity as fundamen tal rights and distinguish three types of public policies: policies towards population ageing, i.e. state actions taken consciously, in many areas and fields (economy, infrastructure, migration), as a response to demographic changes; policies towards older people, i.e. recognising the needs and problems of specific communities of older people and responding to them in a given place and
time; policies towards old age understood as a long-term project of preparing for the last phase of life and recognising it as equally valuable as previous ones, not only by the older genera tion but also by younger generations. Due to the research area, the role of urban and regional policy is particularly emphasised, while the city itself is supposed to be an ageing-friendly space. The city, being a physical, social and symbolic space, sets the framework for participation and
112 Summary subjectivity, while the right to use city resources is an indicator of citizenship of its inhabitants. A city for seniors is also a space that should be free from violence, from functional and spatial exclusions and oppression, from pathologisation based on making the norm e.g. Corbusier’s Modulor; a city is a multitude of configurations and exposures of roles and a multitude and variability of practices accompanying life cycles; a city is finally empowerment of the elderly by including seniors not only in advisory but also in decision-making processes in various areas of urban policy, e.g. revitalisation. Such a perspective on Katowice as a research area has guided the choice of topics in the following chapters. Chapter Two focuses on the evaluation of projects carried out by non governmental organisations and dedicated to senior citizens living and working in the centre of Katowice and in its various districts. Reflection on the evaluation of senior projects from the perspective of districts was dictated by two factors. The first was an obvious appeal to humanistic sociology, which pays attention to the spatial values of the city and the neighbourhood, which is of most interest to us here. The second reason came from a desire to see if the opportunities offered by the use of evaluation, especially where project implementation implies a direct impact on increasing the quality of life of older people, are recognised and used by those responsible for making decisions about the planning of future activities and interventions. The third chapter presents a
description of the lives of seniors in their place of residence. The proposed reflection was based on interviews with elderly men and women living in one of the city’s districts - the “old” Bogucice. The choice of the district as a spatial category provides an insight into the experiences of seniors located in a broader social framework than the indi vidual and family, and allows for the formulation of a preliminary hypothesis on the relation ship between the conceptualised and performed role of the senior citizen and the habitat. The neighbourhood as a city space is inextricably linked to the practices on which the everyday life of elderly people is founded, and as a space it conditions the valorisation of the place of residence itself. Most importantly, however, the neighbourhood is a space that connects the private, the domestic with the public, the urban, and that it is the focal point of individuals’ habitus resources and local socio-economic processes. Its exploration thus gives an insight into the practices that constitute the socio-cultural equipment of the inhabitants, framed by the possibilities and limitations of the local environment and urban policies. Importantly, space does not function by itself, but is generated through social relations. It is the inhabitants who prioritise and valorise space, and at the same time the experienced and perceived space creates the specific conditions for the adaptation and creation of social roles and spatial cultural pat terns, including old age and its distinctions. The main issues addressed in this part of the text are
the question of the perception of physical and institutional changes of the neighbourhood space, the identification of the type and forms of senior activity, as well as the reception of the socio-cultural-educational-spatial offer dedicated to the elderly. In response to demographic trends there is a growing need to take action to adapt senior policy to the needs of an ageing population at global, European, national and regional level. A prerequisite for the correct design and development of methods of action is the correct identification of needs generated in various dimensions of individual and public life and their juxtaposition with the social, health and financial capabilities of elderly people. The collected research material refers to the research carried out in 2017-2018, which makes it possible not only to diagnose the current state, but also - which, according to the authors, is worth empha sising - to compare and evaluate the actions carried out in the last two years. The text is summarised by conclusions with a practical dimension, which can be a starting point for actions for elderly people undertaken by social institutions, NGOs and local com munities. |
