Summary This publication summarizes and chronologically completes a series of publications from three sources dedicated to the restoration and recognition of the Lithuanian state in 1917-1918. Each of those publications has a central theme of discourse. In the first publication (September—Decem ber 1917), it was the Declaration of December 11, in the second (January-February 1918) - the Act of February 16, and in this - the Mandate for the Declaration of Independence of the State of Lithuania. In all three cases, the discourses were divided into levels of discussions between various German institutions; discussions within the Council of Lithuania; and the opposition of the Council of Lithuania to the German authorities. Reconstruction of those discourses would not have been possible without an analysis of all the documents in the Political Archives in Berlin (PAAA RZ201 R21715- R21717). The authors see this as an added value to this three-part study. The main object of the documents analyzed in this publication is the recognition of the Lithu anian state by Germany. The German authorities competed with each other and sought to put pressure on the Council of Lithuania, emphasizing one document - the power of attorney for the declaration of independence of the Lithuanian state. In the long decades after the events, the interpretation that the notification and recognition took place in 1917 by the Council of Lithuania took root on December 11 based on a declaration. A careful reconstruction of the process leads to a completely different conclusion: both that the Council of
Lithuania authorized its delega tes by consensus, and those delegates notified the German authorities of the provisions on the independence of the Lithuanian state as worded literally in the 16 Februaiy Act (see comparative documents in the Political Archives). In Berlin, a version on the cover of this publication was found, as well as Lithuanian publications of both documents (“Lietuvos aidas”); in the text of the notification, the reference to the December declaration was no longer binding on the State of Lithuania. The contribution of the German Reichstag deputy, Matthias Erzberger, was important in the deve lopment of events, and the intervention of the Reichstag majority provided a decisive impetus to recognize Lithuania without delay. It was ultimately demanded to recognize Lithuania (as, by the way, Curonia) as a condition for ratifying the Brasta Treaty'. Chancellor von Hertling promised this in the Reichstag of March 18, 1918. And the situation on the Eastern Front was so favourable to Germany that there was no longer any reason to postpone recognition. Of course, it was neces sary to return Lithuanians to the obligations of the December declaration. The nucleus of events is ambiguous. On the one hand, Lithuania achieved an unequivocal diplo matic victory, declaring the independence of the Lithuanian state following the letter and spirit of February' 16, without any commitments or obligations. On the other hand, despite some informa tion chaos, the Germans used all the propaganda force at their disposal to (successfully) convince the world that Lithuania was
bound by conventions with Germany and was still taking some of the burdens of war. With Germany’s defeat in the war, that trajectory became marginalized. Thus, dual trajectories of discourse can be reconstructed. The purpose of this publication was to highlight the first of them: Lithuanian independence was announced on February 16, 1918, and consolidated on March 23, 1919. 115
Apibendrinimas Šiuo leidiniu apibendrinama ir chronologiškai išbaigiama trijų šaltinių leidinių serija, skirta Lietuvos valstybės atkūrimui ir pripažinimui 1917-1918 m. Kiekvienas iš tų leidinių turi centri nę diskursų temą. Pirmajame leidinyje (1917 m. rugsėjis-gruodis) tai buvo Gruodžio 11-osios deklaracija, antrajame (1918 m. sausis-vasaris) - Vasario 16-osios Aktas, o šiame - Įgaliojimas dėl Lietuvos valstybės nepriklausomybės notifikacijos. Visais trimis atvejais diskursai pa siskirstė lygmenimis - diskusijos tarp įvairių Vokietijos institucijų; diskusijos Lietuvos Tarybos viduje; priešprieša tarp Lietuvos Tarybos ir Vokietijos institucijų. Tų diskursų rekonstrukci ja buvo vargiai įmanoma be Politiniame archyve Berlyne atsiradusių dokumentų visumos (PAAA RZ201R21715 - R21717) analizės. Autoriai laiko tai šios trijų dalių studijos pridėtine verte. Pagrindinis šiame leidinyje analizuojamų dokumentų objektas - Lietuvos valstybės pripaži nimas iš Vokietijos pusės. Vokietijos institucijos, rungdamosi tarpusavyje ir siekdamos da ryti spaudimą Lietuvos Tarybai, itin sureikšmino vieną dokumentą įgaliojimą dėl Lietuvos valstybės nepriklausomybės notifikacijos. Per ilgus dešimtmečius po įvykių įsišaknijo inter pretacija, esą toji notifikacija ir pripažinimas įvyko Lietuvos Tarybos 1917 m. gruodžio 11 d. deklaracijos pagrindu. Kruopšti vyksmo rekonstrukcija leidžia padaryti visai kitokią išvadą: ir Lietuvos Taryba konsensusu įgaliojo savo delegatus, ir tie delegatai notifikavo Vokietijos valdžiai nuostatas dėl Lietuvos valstybės nepriklausomybės taip, kaip jos buvo
suformuluo tos Vasario 16-osios Akte tiesiog paraidžiui (žr. lyginamąjį dokumentų, atsiradusių Politinia me archyve Berlyne, variantą šio leidinio I viršelyje, taip pat lietuviškas abiejų dokumentų publikacijas „Lietuvos aide"); notifikacijos tekste nuoroda į gruodžio deklaraciją niekaip nebesaistė ir neįpareigojo Lietuvos valstybės. Įvykių raidoje svarbus buvo Vokietijos Reichstago deputato Matthiaso Erzbergerio įnašas, o lemtingą postūmį pripažinti Lietuvą to neatidėliojant suteikė Reichstago daugumos in tervencija. Buvo ultimatyviai pareikalauta pripažinti Lietuvą (kaip, beje, ir Kuršą), iškeliant tai kaip sąlygą ratifikuoti Brastos sutartį. Kancleris von Hertlingas tai ir pažadėjo 1918 m. kovo 18 d. Reichstage. O ir padėtis Rytų fronte buvo tokia palanki Vokietijai, kad atidėlioti pripažinimą nebebuvo motyvo. Tik, žinoma, buvo būtina tietuvius vėl sugrąžinti prie gruo džio deklaracijos įsipareigojimų. Įvykių atomazga vertintina nevienaprasmiškai. Viena vertus, Lietuva pasiekė nedviprasmiš ką diplomatinę pergalę, notifikuodama Lietuvos valstybės nepriklausomybę pagal Vasa rio 16-osios raidę ir dvasią, be jokių susisaistymų ir įsipareigojimų. Kita vertus, nors ir tam tikro informacinio chaoso sąlygomis, vokiečiai pasitelkė visą turimą propagandinę jėgą, kad įtikintų pasaulį (ir sėkmingai), jog Lietuva saistosi su Vokietija konvencijomis ir dargi prisii ma dalį karo naštos. Sulig Vokietijos pralaimėjimu kare toji trajektorija tapo marginalizuota. Taigi galima rekonstruoti dvejopas diskursų trajektorijas. Šio leidinio tikslas buvo pabrėžti pirmąją iš jų: Lietuva 1918

Summary This publication summarizes and chronologically completes a series of publications from three sources dedicated to the restoration and recognition of the Lithuanian state in 1917-1918. Each of those publications has a central theme of discourse. In the first publication (September—Decem ber 1917), it was the Declaration of December 11, in the second (January-February 1918) - the Act of February 16, and in this - the Mandate for the Declaration of Independence of the State of Lithuania. In all three cases, the discourses were divided into levels of discussions between various German institutions; discussions within the Council of Lithuania; and the opposition of the Council of Lithuania to the German authorities. Reconstruction of those discourses would not have been possible without an analysis of all the documents in the Political Archives in Berlin (PAAA RZ201 R21715- R21717). The authors see this as an added value to this three-part study. The main object of the documents analyzed in this publication is the recognition of the Lithu anian state by Germany. The German authorities competed with each other and sought to put pressure on the Council of Lithuania, emphasizing one document - the power of attorney for the declaration of independence of the Lithuanian state. In the long decades after the events, the interpretation that the notification and recognition took place in 1917 by the Council of Lithuania took root on December 11 based on a declaration. A careful reconstruction of the process leads to a completely different conclusion: both that the Council of
Lithuania authorized its delega tes by consensus, and those delegates notified the German authorities of the provisions on the independence of the Lithuanian state as worded literally in the 16 Februaiy Act (see comparative documents in the Political Archives). In Berlin, a version on the cover of this publication was found, as well as Lithuanian publications of both documents (“Lietuvos aidas”); in the text of the notification, the reference to the December declaration was no longer binding on the State of Lithuania. The contribution of the German Reichstag deputy, Matthias Erzberger, was important in the deve lopment of events, and the intervention of the Reichstag majority provided a decisive impetus to recognize Lithuania without delay. It was ultimately demanded to recognize Lithuania (as, by the way, Curonia) as a condition for ratifying the Brasta Treaty'. Chancellor von Hertling promised this in the Reichstag of March 18, 1918. And the situation on the Eastern Front was so favourable to Germany that there was no longer any reason to postpone recognition. Of course, it was neces sary to return Lithuanians to the obligations of the December declaration. The nucleus of events is ambiguous. On the one hand, Lithuania achieved an unequivocal diplo matic victory, declaring the independence of the Lithuanian state following the letter and spirit of February' 16, without any commitments or obligations. On the other hand, despite some informa tion chaos, the Germans used all the propaganda force at their disposal to (successfully) convince the world that Lithuania was
bound by conventions with Germany and was still taking some of the burdens of war. With Germany’s defeat in the war, that trajectory became marginalized. Thus, dual trajectories of discourse can be reconstructed. The purpose of this publication was to highlight the first of them: Lithuanian independence was announced on February 16, 1918, and consolidated on March 23, 1919. 115
