32Ó I Summary Community centres are important institutions in civil society because they contribute to the formation and reinforcement of social ties. They inspire citizens to take matters into their own hands by pursuing initiatives to raise the quality of life. Community centres do much more than just run cultural and educational activities. They form a vibrant part of the social fabric because they participate in local life, address local needs, launch various events and instigate processes of social change. They impart a sense of community and responsibility for shared concerns, including culture, while endowing people with a sense of agency and building the skills they need to participate in civil society. In our 2019 study we started with the hypothesis that various micro, mezzo and mac ro factors, invisible from a single perspective, were in play, which could only be brought into focus, like a kaleidoscope, by combining and intermingling them into a coherent por trait. In this endeavour our main research window is the local perspective, which we analyse in detail. Nevertheless, in our analytical work we do not disregard or overlook his torical context, legal and organisational conditions and their ramifications that transcend the field of culture and are of significance to society s well-being. Our findings demonstrate that community centres function because they derive their strength from being local in nature. Most of them have been organised by local govern ments, mostly rural and urban municipalities. They are firmly rooted in their local geo graphical
area and draw upon local resources and potential in the form of history, tradi tion and the institutional landscape as well as the skills and expectations of their residents. That is why they frequently stimulate and inspire people to engage in activities to integrate the community and encourage it to take action. This topic is extensively covered in the chapter dealing with co-operation between community centres and local institutions (such as local governments, schools, non-governmental organisations and parishes) with atten tion given to what tends to build bonds between them and what can evince antagonism in their relations. Naturally, it goes without saying that these institutions are not the only partners to co-operate with cultural institutions in Polish towns and cities. For instance, in teractions with local business owners are vital. The formal and informal leaders and organ isers of cultural activities also play no small role. Thus, it would be difficult not to arrive at the conclusion that cultural life in Polish towns and cities, often co-organised by community centres, is a synergic blend of a host of activities with varying degrees of visibility taken by different formal and informal actors. These activities assume different forms in specific com munities as we have attempted to depict in chapter seven, which analyses local context. After 1989, community centres set up by֊ local governments, for the most part in accordance with the trend towards self-governance, launched their activity employ ing highly-divergent strategies as embodied in their
operating models. These strategies are grouped in five different clusters distinguished by the mean values obtained from our research to help gain a grasp as to the extent of diversity and internal inconsistency

In the process of developing this typol ogy, we became acutely aware of the need for more in-depth study info the identity of community centres and their significance in Poland s cultural policy. It should be empha sised that community centres, even though they are present in large numbers across the country, unlike many other cultural institutions such as libraries and museums, have not yet been the subject of any separate legislation in the Third Republic of Poland to define their role, rights and powers in the overall structure of local and national institutions. Our re spondents frequently cited a need to draft and enact such legislation. Enacting legislation is seen as something that could contribute to community centres in Poland (which are cur rently lumped together with libraries and various entities responsible for sports, leisure and tourism) gaining clarity of purpose, as opposed to continuing to function under some kind of fuzzy notion of their insufficiently defined rights and powers. Ultimately, this would give them the recognition they deserve in line with the scale and magnitude of their activity. 327
