216 I Rozdeľuj a panu] SUMMARY So-called pork-barrel politics represents politically biased public spending, that is, when money flows to localities based not on economic, social or environmental grounds but following the in terests of political parties. In so doing, parties provide funds to their members and allies while punishing their rivals. The prima ry motivation of such behaviour is to give an electoral advantage to selected political representatives who - if the incoming public resources please the voters - obtain an unjustified advantage over their challengers. This book focuses on the distribution of public money in Slova kia and its impact on local elections, pursuing two main aims. First, it analyses the allocation of intergovernmental grants from the cen tral to the local levels by three national funding programmes. It covers a long time period between 2003 and 2018 during which five different cabinets (led by three different Prime Ministers) governed the country. In sum, the study works with a large dataset of more than 15,000 grants given to municipalities. I find that the distribu tion of public money in Slovakia is severely skewed by the interests of political parties who primarily support their partisans. The second aim of the book is to link public spending with the outcomes of electoral competition. The text concentrates on mayoral elections between 2006 and 2018 and investigates whether lo cal incumbents benefit from specific distribution strategies. The analysis includes more than seven thousand cases of competitive elections in municipalities.
The results show that the number of grants and their timing relative to elections can provide an advan tage to mayors seeking re-election. However, a crucial finding is that the positive impact of public spending on the electoral pros pects of local incumbents works only for smaller municipalities.

It uncovers the bond between public money allocation and poli tics and shows how political interests combined with the possibil ities resulting from vague formal rules can influence elections, the most critical arena for a democratic country. The book is helpful not just for academics, but also journalists, economists, and political practitioners.

216 I Rozdeľuj a panu] SUMMARY So-called pork-barrel politics represents politically biased public spending, that is, when money flows to localities based not on economic, social or environmental grounds but following the in terests of political parties. In so doing, parties provide funds to their members and allies while punishing their rivals. The prima ry motivation of such behaviour is to give an electoral advantage to selected political representatives who - if the incoming public resources please the voters - obtain an unjustified advantage over their challengers. This book focuses on the distribution of public money in Slova kia and its impact on local elections, pursuing two main aims. First, it analyses the allocation of intergovernmental grants from the cen tral to the local levels by three national funding programmes. It covers a long time period between 2003 and 2018 during which five different cabinets (led by three different Prime Ministers) governed the country. In sum, the study works with a large dataset of more than 15,000 grants given to municipalities. I find that the distribu tion of public money in Slovakia is severely skewed by the interests of political parties who primarily support their partisans. The second aim of the book is to link public spending with the outcomes of electoral competition. The text concentrates on mayoral elections between 2006 and 2018 and investigates whether lo cal incumbents benefit from specific distribution strategies. The analysis includes more than seven thousand cases of competitive elections in municipalities.
The results show that the number of grants and their timing relative to elections can provide an advan tage to mayors seeking re-election. However, a crucial finding is that the positive impact of public spending on the electoral pros pects of local incumbents works only for smaller municipalities.

Altogether, this book provides the most comprehensive study of pork-barrel politics and its impact on local elections in Slovakia. It uncovers the bond between public money allocation and poli tics and shows how political interests combined with the possibil ities resulting from vague formal rules can influence elections, the most critical arena for a democratic country. The book is helpful not just for academics, but also journalists, economists, and political practitioners. |
