304 SUMMARY NATIONAL SYMBOLS BETWEEN 1938 AND 1945 CZECHO-SLOVAKIA, SLOVAKIA, THE PROTECTORATE OF BOHEMIA AND MORAVIA, SUBCARPATHIAN RUTHENIA Coats of arms are said to be the stenographic records of history. Of course, this applies in relation to all coats of arms, however, it may be added that national coats of arms, em blems or flags, which are expressly political symbols, are not only unique stenographic (from Greek stenos - narrow, graphein - to write) historical records but are also political records. National symbols represent the sovereignty of a state, referring to the historical and legal roots of their existence; they express their power over a certain territory. At the same time, however, the emblems are also used to heraldically express claims over certain territories, which they previously controlled, or that they wish to control in the future, as they are convinced that they have a historical entitlement to them, that the re ality does not correspond to their desired condition is only due to the unfairness of fate. These desires therefore need to be expressed, as a minimum, by placing the emblems of the claimed territories in their national emblems. Obviously, they can only do this until a politically stronger power forces them to remove the emblems of these territories from their national coats of arms. This book presents examples of such changes as reflected in the Czechoslovak na tional symbols with reference to the territorial gains made by the republic after 1918, as well as with reference to the territorial losses in 1938 and again in 1945. Even more
interesting than the changes in national symbols are the designs of their arrangement, as these document the politically motivated considerations concerning the different alternatives for the heraldic expression of the constitutional position of a cer tain country within the republic, or efforts to fulfil a certain political requirement. These changes often only concerned the order of some of the provincial emblems in a coat of arms, which, however, changed the hierarchical significance of the individual countries within the republic in the eyes of the heralds and politicians, thus they became the sub ject of lengthy discussions. It is remarkable that the creation of the symbols for both of the reduced states in the split up of Czechoslovakia - the Protectorate of Bohemia and Moravia and the Slovak
SUMMARY State (later the Slovak Republic) between 1939 and 1945 shared several phe nomena. For example, an attempt to create a large emblem, i.e. not only a shield with a sign but also with heraldic bearings - lions in Bohemia and eagles in Slo vakia, occurred in both the Protectorate and the Slovak State. In Bohemia it was a design by Charles VI. Schwarzenberg, in Slovakia a design by Alexander Húščava and Břetislav Storm and later, by some other designers, on the presi dential standard. The reasons for such attempts can clearly be seen in the efforts to use large emblems to match the pomposity of the large emblem represent ing the Czechoslovakia of 1920. However, contrary to this was the austerity of the national emblem of the German Empire and, especially in the case of the Protectorate, the compositional alignment with the large national emblem of Czechoslovakia, which was hated by Hitler. Another remarkable alignment was an attempt to omit the historical symbols of Bohemia and Slovakia and to replace them with an eagle motif. The eagle of St. Wenceslaus for the Protectorate, and the Tatra eagle for Slovakia. Both initiatives were motivated by an endeavour to make the content most closely resemble the national emblem of the German Empire, thus expressing belong ing and a spiritual affinity . They were not implemented, yet the sign of the eagle was very frequently found in both the Protectorate and Slovakia, and it was perceived as an unofficial national emblem in both countries. In the Pro tectorate it was the sign of the Board of Trustees for the Education
of Youth in Bohemia and Moravia, which was also broadly used outside this organisation, the Honorary Shield of the Protectorate with the eagle of St. Wenceslaus, the Protectorate s award for those who collaborated with the regime, and in Slova kia it was found in the widely used emblem of the ubiquitous Hlinka s Slovak People s Party and the Hlinka Guard. The totalitarian nature of the party was the reason this symbol penetrated all areas of state and public life. Another phenomenon typical of this period is the penetration of totalitarian symbols into the Czech and Slovak national symbols, which after 1938 repre sented the Nazis, and later, after the war and especially after 1960, they were replaced by Communist symbols. In Slovakia this particularly included efforts to place the symbols, inspired by Nazi symbols, especially the Guard s Cross, in the state emblem and flag. This is demonstrated by a design by Alexander Mach, who proposed that a white circle with the cross of the Hlinka Guard be placed in the middle of the Slovak flag. An even more atrocious design was 305
306 ŠTÁTNE SYMBOLY V ROKOCH 1938-1945 developed in the Protectorate, where a group of ministers recommended that a swastika be placed in the blue section of the Czechoslovak flag. Not only was this attempt rejected by Czech patriots, who considered that it dishonoured the flag, but it was also opposed by the Nazis, who considered that it dishonoured the swastika, as the use of the swastika was only granted in exceptional circumstances and only as an award. The Protectorate was not considered to be a state entity; hence it was unacceptable to use symbols of the Protectorate as national symbols. Due to different circumstances historical national symbols without Nazi motifs were finally codified in both the Protectorate and Slovakia (the Guard s Cross was only used in Slovakia as a small sign in the national seal and as a decoration on the edge of the standard of President Tiso). The period between 1938 and 1945 was relatively short, yet full of territorial and constitutional changes in the Czechoslovak Republic. These changes started with the Munich Agreement (30th September 1938) and the Vienna Arbitration (2nd November 1938), and were followed by the loss of the border territories of Bohemia, the south ern parts of Slovakia and the south of Subcarpathian Ruthenia, the formation of the autonomous Slovak Lands (22nd November 1938) and the autonomous Subcarpathian Ruthenia (22nd November 1938), the formation of the Slovak State (14* March 1939), later the Slovak Republic, the formation of the Protectorate of Bohemia and Moravia, and the short statehood of Carpathian Ukraine
(15* March 1939). All these changes also caused activity in the arrangement of national symbols. Domestic and foreign Czechoslovak anti-fascist resistance existed in parallel, supporting the continuity of the Czechoslovak Republic, which was symbolically expressed by the continuity of use of its national sym bols - the emblem and flag. This book presents a picture of how the complex period of 1938 to 1945 was reflected in the designs and arrangement of national symbols, both those that were implemented and those that were not. To provide a more comprehensive perspective of the national symbols between 1938 and 1945 a chapter on the development of Czechoslovak symbols that took place before this period was included in the introduction of the book.

304 SUMMARY NATIONAL SYMBOLS BETWEEN 1938 AND 1945 CZECHO-SLOVAKIA, SLOVAKIA, THE PROTECTORATE OF BOHEMIA AND MORAVIA, SUBCARPATHIAN RUTHENIA Coats of arms are said to be the stenographic records of history. Of course, this applies in relation to all coats of arms, however, it may be added that national coats of arms, em blems or flags, which are expressly political symbols, are not only unique stenographic (from Greek stenos - narrow, graphein - to write) historical records but are also political records. National symbols represent the sovereignty of a state, referring to the historical and legal roots of their existence; they express their power over a certain territory. At the same time, however, the emblems are also used to heraldically express claims over certain territories, which they previously controlled, or that they wish to control in the future, as they are convinced that they have a historical entitlement to them, that the re ality does not correspond to their desired condition is only due to the unfairness of fate. These desires therefore need to be expressed, as a minimum, by placing the emblems of the claimed territories in their national emblems. Obviously, they can only do this until a politically stronger power forces them to remove the emblems of these territories from their national coats of arms. This book presents examples of such changes as reflected in the Czechoslovak na tional symbols with reference to the territorial gains made by the republic after 1918, as well as with reference to the territorial losses in 1938 and again in 1945. Even more
interesting than the changes in national symbols are the designs of their arrangement, as these document the politically motivated considerations concerning the different alternatives for the heraldic expression of the constitutional position of a cer tain country within the republic, or efforts to fulfil a certain political requirement. These changes often only concerned the order of some of the provincial emblems in a coat of arms, which, however, changed the hierarchical significance of the individual countries within the republic in the eyes of the heralds and politicians, thus they became the sub ject of lengthy discussions. It is remarkable that the creation of the symbols for both of the reduced states in the split up of Czechoslovakia - the Protectorate of Bohemia and Moravia and the Slovak
SUMMARY State (later the Slovak Republic) between 1939 and 1945 shared several phe nomena. For example, an attempt to create a large emblem, i.e. not only a shield with a sign but also with heraldic bearings - lions in Bohemia and eagles in Slo vakia, occurred in both the Protectorate and the Slovak State. In Bohemia it was a design by Charles VI. Schwarzenberg, in Slovakia a design by Alexander Húščava and Břetislav Storm and later, by some other designers, on the presi dential standard. The reasons for such attempts can clearly be seen in the efforts to use large emblems to match the pomposity of the large emblem represent ing the Czechoslovakia of 1920. However, contrary to this was the austerity of the national emblem of the German Empire and, especially in the case of the Protectorate, the compositional alignment with the large national emblem of Czechoslovakia, which was hated by Hitler. Another remarkable alignment was an attempt to omit the historical symbols of Bohemia and Slovakia and to replace them with an eagle motif. The eagle of St. Wenceslaus for the Protectorate, and the "Tatra" eagle for Slovakia. Both initiatives were motivated by an endeavour to make the content most closely resemble the national emblem of the German Empire, thus expressing "belong ing" and a "spiritual affinity". They were not implemented, yet the sign of the eagle was very frequently found in both the Protectorate and Slovakia, and it was perceived as an unofficial "national emblem" in both countries. In the Pro tectorate it was the sign of the Board of Trustees for the Education
of Youth in Bohemia and Moravia, which was also broadly used outside this organisation, the Honorary Shield of the Protectorate with the eagle of St. Wenceslaus, the Protectorate's award for those who collaborated with the regime, and in Slova kia it was found in the widely used emblem of the ubiquitous Hlinka's Slovak People's Party and the Hlinka Guard. The totalitarian nature of the party was the reason this symbol penetrated all areas of state and public life. Another phenomenon typical of this period is the penetration of totalitarian symbols into the Czech and Slovak national symbols, which after 1938 repre sented the Nazis, and later, after the war and especially after 1960, they were replaced by Communist symbols. In Slovakia this particularly included efforts to place the symbols, inspired by Nazi symbols, especially the Guard's Cross, in the state emblem and flag. This is demonstrated by a design by Alexander Mach, who proposed that a white circle with the cross of the Hlinka Guard be placed in the middle of the Slovak flag. An even more atrocious design was 305
306 ŠTÁTNE SYMBOLY V ROKOCH 1938-1945 developed in the Protectorate, where a group of ministers recommended that a swastika be placed in the blue section of the Czechoslovak flag. Not only was this attempt rejected by Czech patriots, who considered that it dishonoured the flag, but it was also opposed by the Nazis, who considered that it dishonoured the swastika, as the use of the swastika was only granted in exceptional circumstances and only as an award. The Protectorate was not considered to be a state entity; hence it was unacceptable to use symbols of the Protectorate as national symbols. Due to different circumstances historical national symbols without Nazi motifs were finally codified in both the Protectorate and Slovakia (the Guard's Cross was only used in Slovakia as a small sign in the national seal and as a decoration on the edge of the standard of President Tiso). The period between 1938 and 1945 was relatively short, yet full of territorial and constitutional changes in the Czechoslovak Republic. These changes started with the Munich Agreement (30th September 1938) and the Vienna Arbitration (2nd November 1938), and were followed by the loss of the border territories of Bohemia, the south ern parts of Slovakia and the south of Subcarpathian Ruthenia, the formation of the autonomous Slovak Lands (22nd November 1938) and the autonomous Subcarpathian Ruthenia (22nd November 1938), the formation of the Slovak State (14* March 1939), later the Slovak Republic, the formation of the Protectorate of Bohemia and Moravia, and the short statehood of Carpathian Ukraine
(15* March 1939). All these changes also caused activity in the arrangement of national symbols. Domestic and foreign Czechoslovak anti-fascist resistance existed in parallel, supporting the continuity of the Czechoslovak Republic, which was symbolically expressed by the continuity of use of its national sym bols - the emblem and flag. This book presents a picture of how the complex period of 1938 to 1945 was reflected in the designs and arrangement of national symbols, both those that were implemented and those that were not. To provide a more comprehensive perspective of the national symbols between 1938 and 1945 a chapter on the development of Czechoslovak symbols that took place before this period was included in the introduction of the book. |
