POLITICAL PROCESSES IN RAZGRAD BETWEEN SEPTEMBER 1944 AND JANUARY 1959: A MICROHISTORY — Dimitar Petkov Summary This book examines the political situation in Razgrad and its administrative area between September 1944 and January 1959. There are four chapters, with an introduction and a conclusion. The thesis of the study is that the development of the political processes in Razgrad during this period is a reflection of the political picture of the whole country. During this time the Communist Party, which came to power on 9 September 1944 through a coup as part of a coalition named the “Fatherland Front”, imposed a totalitarian Communist dictatorship in Bulgaria. From the very beginning, Communists took the leading political role in this coalition. The book’s starting point is Razgrad’s occupation by Soviet troops and the September 1944 coup in Razgrad and in its administrative area. We show that the occupation by Soviet troops stimulated and made possible the coup in Bulgaria and specifically in Razgrad. The closing point is the transformation of Razgrad into a regional centre in January 1959. Up until 1959, Razgrad was a district. Between September 1944 and January 1959, Razgrad and its administrative area became a concrete example of how the Communist Party organized, created and developed a provincial or local form of totalitarian dictatorship. Priority was given to the repressive structures of local power - the People’s Militia and the state security. Their goal was to guarantee the new power structure, which meant the pursuit of people who were unwanted by those in
power and who were seen to be against it. The so-called People’s Court, which was established in Bulgaria after the Second World War, was one of the mechanisms for removing political and ideological opponents in Razgrad. 395
In fact, there were two types of opposition against local power in Razgrad and its administration. The first one was “legal opposition”. It was represented by opposition parties, which existed from 1945 until 1947, after which they were completely eliminated. The relationship between opposition parties and the Communists, including other parties that formed part of the ruling coalition, Fatherland Front, was marked by permanent confrontation. The second type of opposition against the structures of local power was the so-called “illegal opposition”. Forms of illegal opposition started immediately after the coup, but they were quickly suppressed and destroyed. When legal opposition ended, local state security and People’s Militia pursued the armed illegal opposition, which was part of what was called “the Goryani movement”. This movement was an armed resistance against the Bulgarian Communist regime. Because of their activities, leading figures of this illegal opposition in Razgrad were given harsh prison sentences. Some were condemned to death. Archives record cases in which important figures from the illegal opposition were killed in fighting Communist rule. Documents also reveal a form of organization among young people (principally school students) in Razgrad with the purpose of creating a resistance movement against Communist rule. Young people in Razgrad resisted the repressive structures of local power. During the whole period under examination, especially after March 1948, these repressive structures recorded and scrutinized the people living in Razgrad and in its
administrative area. The goal was control over everything that was happening here. One important aspect of Communist policy in Razgrad at this time was with regard to the Turkish population. From a solely demographical perspective, Turks constituted a huge percentage of the total population in this area. Consequently, the Communists wanted to introduce measures regarding the ideological frameworks of the Turkish community and to impose total control and influence over the life of the Turks in Razgrad and in its administrative area. With this purpose in mind, the Communists 396
established a group of Turks who became members of the Communist Party and propagandists of Communist power among the Turkish population. However, the communist policy with its goal towards the Turkish population was not a huge success. Propaganda from Turkey exerted a great influence over the Turks in this area and the community were more successfully swayed by the policy of the Turkish government, which wanted to exercise its influence and fulfil its aims after the Second World War over the Turks, not only in this area, but also over the Turks in the whole of Bulgaria. Many Turks moved to Turkey. And the final results is that the Turkish population was wedged between communist rule and Turkish propaganda. And that is the drama. The Turks were used by both sides and the Turkish population in Razgrad became an ethnic symbol of the contradictions between Bulgaria and Turkey. Since 1959, when Razgrad became a regional centre, the whole population, not only the Turks, had been deep in the “womb” of a totalitarian Communist state. And they will remain there for the next 30 years. 397 |
