SUMMARY “Children of the Nineties” in the Russian Arctic EUSP Press, 2020,432 pp., ill. ֊ ISBN 978-5-94380-311-6. This book presents the results of anthropological fieldwork made by a collective of researchers who work at the Centre for Arctic Social Stu dies, European University at St. Petersburg. The research was carried out as part of the project “Children of the nineties in the Russian Arctic today: assessing the present and imagining the future” (Russian National Fund grant No. 14-18-02136,2014-2016). The writing of the book was support ed by a grant from the Severstal Company (2019). This book focusses on young people who were living in the northern regions of Russia at the time of our research. These people, born in the mid-1980s to mid-1990s, are, in essence, “the first post-Soviet generation of Arctic inhabitants” as they were born shortly before or soon after the dissolution of the Soviet Union, the breakdown of the command economy and the end of state paternalistic policy. Their childhoodswere framed by the crisis of the 1990s; they were pioneers in planning their life trajectories and making their life choices as they were unable to recreate their parents’ life experiences, neither as examples to follow nor as behavioural principles from which to break. On the one hand, their parents’ biographies and val ues appeared to be of no use under the new conditions; on the other hand, their parents still raised many of them in the spirit of the values that had been shaped during Soviet times. In short, the first post-Soviet generation found itself at a unique
crossroads from which they had to find their own ways between different ideas, values, opportunities, and threats. This book is not about the North inhabited by people, but about people inhabiting the North. Mobility, emplacement, social ties and networks are

The main objective of the book is to reveal and analyse the factors influencing the spa tial agency and behaviour of the group in question, whom we have labelled “children of the nineties”, their creative engagement with place and the im pact of real and potential socio-economic change on their life strategies. Originlly, we formulated the main research question of the project as: “Staying in the North or leaving?” This seemed to be one of the key prob lems for the Russian Arctic for several reasons. First of all, one could ob serve the process of depopulation of the Russian Arctic since the late 1980s, a process that the federal government has perceived as one of the main ob stacles to the further “industrial development” of the Arctic. Secondly, ac ademic discussions in Arctic social sciences focus very much on migration from and to the North. Thirdly, inhabitants of the northern regions of Rus sia discuss this topic frequently among themselves. The answer, however, turned out to be more difficult than imagined as other closely associated issues interfered, related to the structural dynamics of social ties and the mobility of the population; the latter, in turn, complexly entangled with the assessment of infrastructure(s) and infrastructural deficits in the Rus sian Arctic. It became clear that it was by far not only socio-economic fac tors at the level of major social groups that determine the life trajectories, hopes and fears of the
“children of the nineties”. The fieldwork for this book was conducted in 2015 and 2016 in several regions of the Russian North: Murmansk region, the Yamal-Nenets auton omous district, the Taimyr Peninsula, southern Sakha-Yakutia, Magadan region and Kamchatka. On the whole, data was collected from 21 com munities. Such a broad geographical scope allowed for a comparative ap proach to the population group in question in different regions and within a variety of different settlement types. Consequently, the book is structured thematically: most chapters are written by several authors and comprise material from different regions. This volume starts with a Foreword and Introduction (Nikolai Vakhtin and Stephan Dudeck) followed by a “Basic information about the regions” section compiled by all authors of the book. The first chapter, “To leave and to stay: social mechanics of northern migrations” (Elena Liarskaya, Valeria Vasilyeva, Anastassia Karaseva), is devoted to the functioning of the social and institutional infrastructure of migration. Chapter 2, “Mobility, infra structure and perception of place” ( Valeria Vasilyeva, Anastassia Karase va, Alla Bolotova), follows the topic of mobility and the attitudes of young people towards their place of living. The third chapter, “The ‘appropriat ed space’ and ‘unrealised dream’ as factors of outmigration from southern Yakutia” ( Veronika Simonova), is devoted to the “desired future” as a mo-

Chapter 4, “Creative Kamchatka: life sce narios of‘active’ youth and the development of place” (Ksenia Gavrilova), looks upon the phenomenon of creative entrepreneurship as an element of life scenarios of some young Northerners. Chapter 5, “Developing the Far North-East: tourism imaginaries in the Magadan and Kamchatka regions” (Anastassia Karaseva, Ksenia Gavrilova), discusses the regional politics of tourism and its connection with young people’s perception of their place of living. Chapter 6, “Young people who will stay: size matters?” (Ksenya Gavrilova, Elena Liarskaya) presents the relationship of young people’s life plans to the level of security, the size of settlement and the sufficiency of infrastructure. Chapter 7, “Northern talks: between representation and reality” (Nikolai Vakhtin), is devoted to the methodological problem of the relationship of narratives to the real-life behaviour of participants. The book is united by a common topic and a collective of authors and yet each chapter represents an independent research perspective and a dif ferent aspect of the life of today’s “Arctic Youth”, with its own theoretical framework, field data, conclusions, and a separate bibliography.
