PROGRESSORS OF THE STEPPES OR SOVIET EXPERTS IN MONGOLIA: HISTORICAL MEMORY ABOUT ONE POLITICAL PROJECT About the author: Mikhalev Aleksey Viktorovich, PhD in Polit ical Science, Head of the Department for Political Transformations Studies, Buryatsky State University, Ulaan-Ude. E-mail: mihalew80@mail.ru This part of the collective monograph is devoted to an analysis of the main political concepts which appear in the his toric memory of those Soviet citizens who worked in Mongolia in the second half of the XX-էհ century. Thousands of them were influenced by their experience in Mongolia - this country was the most visited by Soviet specialists. For a long time, the Mongolian People's Republic was the most available foreign country for Soviet citizens - the so-called 16-th republic of the USSR. Both everyday practices and attitude to Mongolia in the present time are a result of this perception. We focus on the concept of "progress" as the main ideological idiom of that time. It was "progress" that was seen as the foundation of Mongolia's transition from feudalism to capitalism. Some ele ments of this ideology can be found in contemporary historic and political literature devoted to Mongolia. Besides, an anal ysis of the concept of Soviet presence in this part of Asia is im portant for introspection of "Soviet colonialism". The author supposes that the Soviet idea of "progress" is in direct opposi tion to colonialism

RUSSIAN FELLOW CITIZENS IN ISRAEL About the author: Semenchenko Nina Abramovna, PhD in His tory, Senior Research Fellow at the Department of Israel and Jewish Communities, Institute of Oriental Studies, Russian Academy of Sciences. E-mail: semnina2008@yandex. ru The author sums up a research on the main ethnic communities that bring together various Russian and former Soviet fellow citizens in Israel. Based on theoretical definitions of «Russian diaspora» and «fellow citizens» the article pro vides characteristics of the ins and outs of «Jewish emigration» from the Russian Federation and post-Soviet republics. It at tends to evolution of relationship between Israeli communities and corresponding republics. Author considers fellow citizens to be representatives of certain Caucasian ethnic groups, for instance the Circassians, who historically settled down in Isra el. This research paper provides analysis of some aspects of the Circassia lifestyle which helped them preserve their ethnic identity. paper examines the moods of military officers and sailors on the ships of Russian squadron in Bizerta at the beginning of the 1920s. It is based on the materials of journal "Morskoy sbornik" published by Monastyrev. Studying materials of this journal we can note three main periods of the history of Russian diaspora in Tunisia. During the first period (summer - early autumn 1921) the most popular idea was that life abroad would be temporary, Russian military officers and 279

Therefore, they paid main attention to maintaining material-technical base of the squadron and to preserving high military spirit among officers and sailors. But all these hopes were illusory. During the second period (autumn 1921 - spring 1922) the main part of military officers and sailors turned into refugees and tried to organize their life in Tunisia. The majority of articles in "Morskoy sborník" was devoted to social and cultural life of Russian refugees in Tunisia. During the final period (since spring 1922) the majority of refugees tried to leave Tunisia for European countries. Some of them used so called "Russian auction" organized by Czechoslovak government and resettled to this state as students. As a result, by the middle of 1920s Tunisia stopped being an important center of Russian diaspora. "Morskoy sborník" is a significant historical source on the moral-psychological atmosphere in Russian diaspora in Tunisia. Keywords: Russian squadron, Bizerta, "Morskoy sborník", N.A. The article is devoted to the analysis of the historical transformation of the Cossack estate associated with the wellknown tragic events in Russia in the early 20th century. In the beginning, the authors consider the origins of the Cossacks phenomenon and a historical retrospective of the formation of a unique estate. Next, the authors examine the complex and tragic fate of the Cossacks after the 1917 revolution and the Civil War, as well as the socio-economic stratification in the ranks of the Cossacks: some of the Cossacks joined the White Guard army, some could not decide on the Soviets and waited, some supported the "Red". The struggle of the Cossacks for their rights and way of life with the Soviet power and the in fluence on the life of the Cossacks of the White movement are described. The article is devoted to the origin and development of Russian-Chinese ethnopolitical relations in the period from the XVII cen. till the beginning of the new time. The author exam ines historical and political causes and consequences of the emergence and extinction of the Russian diaspora in China, the peculiarities of its social composition, analyzes the numer ical composition in correlation with historical events. E-mail: elenanazz@mail.ru. The article considers the problem oí the number of Russian post-revolutionary emigration in China in the studies of modern Russian researchers. The author analyzes the data on the number of Russians in China from the studies of both Soviet and modem authors. The main problems of determin ing the
number of Russian refugees are identified: lack of nec essary sources, permanent migration processes on the SovietChinese border, caused by political and economic reasons, fragmented and unreliable documentary data, researchers' mistakes. In addition, the author gives previously unknown archival sources about the number of Russian emigrants in various centers of resettlement in China. However, the prob- 282

E-mail: larisa-che@mail.ru. The paper is devoted to the problem of the language barrier, which made communication between the two peoples difficult. However, in our opinion, it was the language barrier that became the factor that helped Russian emigrants get adapted to a foreign language with alternative way of writing (hieroglyphs), because the difference in cultures due to the language barrier was not realized as quickly as it were in any other countries of European culture. It is the uniqueness of China (its dependence on the Europeans) and its culture helped Russian outsiders, through hardships but with everincreasing success adapt in this eastern country. Moreover, they did it much more successfully than in the process of simi lar adaptation carried out by Russian emigrants in European countries. ВОСТОЧНЫЕ ВЕТВИ РОССИЙСКОЙ ДИАСПОРЫ В ПРОШЛОМ И НАСТОЯЩЕМ In late 19th - early 20th century Russian Empire maintained active relations with China promoting its military and political, trade and economic interests. While deepening the bilateral ties the Chinese authorities established in the various cities schools to train specialists with Russian language knowledge to secure interstates relations. Despite good conditions that had been created in the Qing Empire to promote Russian language and knowledge about Russia our authorities were not able to avail it - build additional education infrastructure, invite Russian teachers, design and adapt new school books for local students. The main reason was inadequate financing of humanitarian policy of Russia in the Chinese direction that limited our opportunity to control new staff training for modern factories and involve Chinese intelligentsia forming at that time into Russia's sphere of influence. The main sources of the research are various Anglophone published and archival ma terials. On this base the author creates an objective picture of life a specific group of Russian immigrants had in New Zea land. The majority were brought there from China and the Philippines during the years 1963-1975 as humanitarian refu gees. All of them were elderly, ill and very poor people who left Russia after the October Revolution (1917) and the Civil War. New Zealand rest home for Russian elderly refugees was named after Dr. F. Nansen. The author describes the activities of Nansen Home sponsors, quantity of the refugees and socio professional structure of the residents. East European Studies University of Toronto, edited by Professor Olga Bakich and collected on its pages not only the works of Russian poets and writers, but also researches about their life and work. E-mail: mihalew80@mail.ru This part of the collective monograph is devoted to an analysis of the main political concepts which appear in the his toric memory of those Soviet citizens who worked in Mongolia in the second half of the XX-էհ century. Thousands of them were influenced by their experience in Mongolia - this country was the most visited by Soviet specialists. For a long time, the Mongolian People's Republic was the most available foreign country for Soviet citizens - the so-called 16-th republic of the USSR. Both everyday practices and attitude to Mongolia in the present time are a result of this perception. We focus on the concept of "progress" as the main ideological idiom of that time. It was "progress" that was seen as the foundation of Mongolia's transition from feudalism to capitalism. Some ele ments of this ideology can be found in contemporary historic and political literature devoted to Mongolia. Besides, an anal ysis of the concept of Soviet presence in this part of Asia is im portant for introspection of "Soviet colonialism". The author supposes that the Soviet idea of "progress" is in direct opposi tion to colonialism

It at tends to evolution of relationship between Israeli communities and corresponding republics. paper examines the moods of military officers and sailors on the ships of Russian squadron in Bizerta at the beginning of the 1920s. It is based on the materials of journal "Morskoy sbornik" published by Monastyrev. Studying materials of this journal we can note three main periods of the history of Russian diaspora in Tunisia. During the first period (summer - early autumn 1921) the most popular idea was that life abroad would be temporary, Russian military officers and 279

Therefore, they paid main attention to maintaining material-technical base of the squadron and to preserving high military spirit among officers and sailors. But all these hopes were illusory. During the second period (autumn 1921 - spring 1922) the main part of military officers and sailors turned into refugees and tried to organize their life in Tunisia. The majority of articles in "Morskoy sborník" was devoted to social and cultural life of Russian refugees in Tunisia. During the final period (since spring 1922) the majority of refugees tried to leave Tunisia for European countries. Some of them used so called "Russian auction" organized by Czechoslovak government and resettled to this state as students. As a result, by the middle of 1920s Tunisia stopped being an important center of Russian diaspora. Next, the authors examine the complex and tragic fate of the Cossacks after the 1917 revolution and the Civil War, as well as the socio-economic stratification in the ranks of the Cossacks: some of the Cossacks joined the White Guard army, some could not decide on the Soviets and waited, some supported the "Red". The struggle of the Cossacks for their rights and way of life with the Soviet power and the in fluence on the life of the Cossacks of the White movement are described. However, in our opinion, it was the language barrier that became the factor that helped Russian emigrants get adapted to a foreign language with alternative way of writing (hieroglyphs), because the difference in cultures due to the language barrier was not realized as quickly as it were in any other countries of European culture. It is the uniqueness of China (its dependence on the Europeans) and its culture helped Russian outsiders, through hardships but with everincreasing success adapt in this eastern country. Moreover, they did it much more successfully than in the process of simi lar adaptation carried out by Russian emigrants in European countries. While deepening the bilateral ties the Chinese authorities established in the various cities schools to train specialists with Russian language knowledge to secure interstates relations. Despite good conditions that had been created in the Qing Empire to promote Russian language and knowledge about Russia our authorities were not able to avail it - build additional education infrastructure, invite Russian teachers, design and adapt new school books for local students. The main reason was inadequate financing of humanitarian policy of Russia in the Chinese direction that limited our opportunity to control new staff training for modern factories and involve Chinese intelligentsia forming at that time into Russia's sphere of influence. The culture of the Far Eastern branch of the Russian em igration for a long time remained a poorly examined issue of Russian emigrant studies. An annual "Russians in Asia" was one of the first issues that introduced the readers to the literary creativity of the representatives of the Far East abroad. The annual was published in 1994-2000 at the Center of Russian and
East European Studies University of Toronto, edited by Professor Olga Bakich and collected on its pages not only the works of Russian poets and writers, but also researches about their life and work. The publication has returned to the treas ury of Russian literature many names that remained unknown at home.
