ABSTRACT According to the Plan ofthe main anniversaries and commemorations ofyear ig 74 drawn up in Bucharest by the Romanian Communist Party in July 1973, the county and municipal Party and state bodies of Cluj had the task to organize the anniversary of 1850 years since the attribution of the rank of municipality to the settlement of Napoca. Because the President of Socialist Republic of Romania, Nicolae Ceauşescu was expected to take part in this event, the Party activists from enterprises mobilized the labour men for the “fulfilment of the five-year plan before deadline”, trees were planted and streets were repaired by “patriotic work”, the organizations of Communist Youth Union collected metallic wastes and the Municipal Council of pioneers controlled the schools and trolley buses “for the purpose of influencing the citizens to keep cleanli ness”. In fact, by Communist Youth Union they coordinated and had social control of the unique Party among the youth and the Communist Students Union of Romania handled the communist education of students. In the morning of 16 October 1974, Nicolae Ceauşescu began his visit in Cluj, a city “transformed from its foundations in the light years of socialism, raising it among the first scientific centres of the country”, by inauguration of a jubilee exhibition: Napoca-Cluj on the steps of history. Here the president of Republic is presented with the achievements of the labour people of Cluj across the history of “almost two millennia of municipality”, although the first document which mentioned the name Clus (Thomas comes Clusiensis),
goes back to 1173, which was well-known by the official historians of the Party. The local newspaper „Făclia” headlined that in Cluj “the valuable guidance” of Nicolae Ceauşescu “consistently fulfilled”, and a great number of poets dedi cated verses to the “great founder of our days”. Although the historians had not agreed to the year when the emperor Hadrian awarded this vicus dacic the status of municipium (117-119 or 124) and the name of the new municipality was not known (Municipium Aelium Hadrianum, Municipium Aelium Hadrianum Napoca, Municipium Aelium Napócense or Municipium Aelium Hadrianum Napócense), the vice-rector of Babeş-Bolyai University, the academician Ştefan Péterfi expressed though in
206 Zoltán Györke the name of the whole teaching body of Cluj, “feelings of gratitude” towards the party and the beloved comrade general secretary and added that this festiv ity “enlivened” the university professors of Cluj for “the fulfilment of teach ing, scientific and educational tasks” in the spirit of the “valuable instruc tions” received. The great surprise delivered to inhabitants of Cluj was different. Just a few hours before the take-off of the president Nicolae Ceauşescu’s aircraft he had convinced the other members of the Executive Committee of the Central Committee of Romanian Communist Party to “agree” to the “addition” of the name Napoca to the municipality of Cluj, claiming that the people “wanted if. Then, “in order to render etemal the glorious and great past of the munici pality”, before the crowd gathered in Mihai Viteazu Square, the President of the Socialist Republic of Romania made the big announcement and signed the Decree of the State Council. The propaganda section of County Committee Cluj of Romanian Communist Party mentioned that “to this act of historical refer ence” which took place in the “biggest urban centre of Transylvania” “the whole country assisted” by the radio and television stations and the “whole national being shared the infinite joy of citizens of this millenary Romanian settlement’. After Cluj, Nicolae Ceauşescu continued his electoral tour in other counties, being assured everywhere that his reelection in the position of general secretary of the Party represented the “sincere expression of the whole working class”. The re-
baptising of Clujului took place after the foundation in 1970, of the Social and Political Academy of R.S.R. led by Nicolae Ceausescu him self and which had the objective “to study and valorise the historical past of the Romanian people”. Then, following the theses of July 1971, the curricula and syllabuses of social sciences from schools and faculties will be approved in advance by the Party, because it is necessary that the youth knows the “fighting past of the Party and the people”. At the express request of Nicolae Ceauşescu the teaching staff who taught social sciences, but also the students of the Faculties of History and Philosophy were to be selected and recom mended by the Party bodies, in order to become activists of the Communist Party. Therefore, the Institute of History and Archaeology of Cluj became a "solid citadel of the front of Marxist historiography”, and the history research ers of Cluj will “bring to the light important moments of the glorious past of fight of our people”. Because no Member of Parliament of Cluj initiated the repealing of the Ceausescu’s for return to the name of Cluj, on is։ March 2014 we proposed in public the foundation of the initiative committee which should start the legal procedures for the repealing of the law. According to the Constitution of Romania and the special law, the legislative initiation of citizens had to be supported by minimum 100,000 signatures from at least a quarter of counties
Napoca - o istorie recentă a Clujului 207 of the country, after the deployment of a local referendum. In just a few days, the initiative committee was founded, but the procedure did not continue because of refusal of authorities of local public administration. The mayor of municipality and the Local Council drastically rejected the organization of a local referendum claiming that the return to the name of Cluj was not oppor tune and the financial resources had to be invested in the infrastructure of the municipality. Many local historians, former ideologists of the Communist regime had also rejected such a remedy. This is how this book was bom, out of the need to identify the origins of the resistance to change manifested by the local leaders and some intellectu als of Cluj. In order to understand the present, we resorted to a little bit of history. We tried to find the answer to the question: what are the springs of supporting an abusive act of Nicolae Ceauşescu staged before the inhabitants of Cluj almost half a century ago, while the local bodies of the Party and the state did not show too much enthusiasm after the addition. The work has rather a role of information, is addressed mainly to the youth and is founded mainly on original sources detected after the archivist research, bringing to the light unknown aspects of the Social and post-Socialist past of Clujului. One of the conclusions of the book would be that the populist objective of Nicolae Ceauşescu for the “eternization of the name of this ancient settle ment” is getting near with fast steps to a total
success. After more than a quar ter of a century from the conviction and execution of the former leader for genocide, the undermining of the state power, diversion acts and undermin ing of the national economy, he would be happy to see today the neo-Stalinist acts embraced on the banks of Someşul Mic River with more warmth than on 16 October 1974. After a period when the history of Clujului remained under the seal of nationalism, today the past of the city on Someşul Mic River contin ues to be treated exclusively in consonance with the electoral interests of the local Post-Socialist aristocracy. Including the commemorative historiographi cal speech continues after the Anti-Communist Revolution of 1989, by the same former ideological activists, and almost without exception, all the local history texts were published at command and with the financial support of the local public authorities, for the purpose of Romanising Cluj, concomitantly with the respects paid to the town’s leaders. The patriotic theses of a local offi cial history received the force of identity postulates and are embraced today without any hesitation by many inhabitants of the municipality, although the historical knowledge, in 1974, and even now, did not allow for the equivalence of Napoca with Clujul. Since this year (2017), at the entrances in Cluj-Napoca municipality, above the road indicator there is a Latin inscription, as if the municipality had been baptized again. |

ABSTRACT According to the Plan ofthe main anniversaries and commemorations ofyear ig 74 drawn up in Bucharest by the Romanian Communist Party in July 1973, the county and municipal Party and state bodies of Cluj had the task to organize the anniversary of 1850 years since the attribution of the rank of municipality to the settlement of Napoca. Because the President of Socialist Republic of Romania, Nicolae Ceauşescu was expected to take part in this event, the Party activists from enterprises mobilized the labour men for the “fulfilment of the five-year plan before deadline”, trees were planted and streets were repaired by “patriotic work”, the organizations of Communist Youth Union collected metallic wastes and the Municipal Council of pioneers controlled the schools and trolley buses “for the purpose of influencing the citizens to keep cleanli ness”. In fact, by Communist Youth Union they coordinated and had social control of the unique Party among the youth and the Communist Students Union of Romania handled the communist education of students. In the morning of 16 October 1974, Nicolae Ceauşescu began his visit in Cluj, a city “transformed from its foundations in the light years of socialism, raising it among the first scientific centres of the country”, by inauguration of a jubilee exhibition: Napoca-Cluj on the steps of history. Here the president of Republic is presented with the achievements of the labour people of Cluj across the history of “almost two millennia of municipality”, although the first document which mentioned the name Clus (Thomas comes Clusiensis),
goes back to 1173, which was well-known by the official historians of the Party. The great surprise delivered to inhabitants of Cluj was different. Just a few hours before the take-off of the president Nicolae Ceauşescu’s aircraft he had convinced the other members of the Executive Committee of the Central Committee of Romanian Communist Party to “agree” to the “addition” of the name Napoca to the municipality of Cluj, claiming that the people “wanted if. Then, “in order to render etemal the glorious and great past of the munici pality”, before the crowd gathered in Mihai Viteazu Square, the President of the Socialist Republic of Romania made the big announcement and signed the Decree of the State Council. The propaganda section of County Committee Cluj of Romanian Communist Party mentioned that “to this act of historical refer ence” which took place in the “biggest urban centre of Transylvania” “the whole country assisted” by the radio and television stations and the “whole national being shared the infinite joy of citizens of this millenary Romanian settlement’. After Cluj, Nicolae Ceauşescu continued his electoral tour in other counties, being assured everywhere that his reelection in the position of general secretary of the Party represented the “sincere expression of the whole working class”. The re-
baptising of Clujului took place after the foundation in 1970, of the Social and Political Academy of R.S.R. led by Nicolae Ceausescu him self and which had the objective “to study and valorise the historical past of the Romanian people”. Then, following the theses of July 1971, the curricula and syllabuses of social sciences from schools and faculties will be approved in advance by the Party, because it is necessary that the youth knows the “fighting past of the Party and the people”. At the express request of Nicolae Ceauşescu the teaching staff who taught social sciences, but also the students of the Faculties of History and Philosophy were to be selected and recom mended by the Party bodies, in order to become activists of the Communist Party. Therefore, the Institute of History and Archaeology of Cluj became a "solid citadel of the front of Marxist historiography”, and the history research ers of Cluj will “bring to the light important moments of the glorious past of fight of our people”. Because no Member of Parliament of Cluj initiated the repealing of the Ceausescu’s for return to the name of Cluj, on is։ March 2014 we proposed in public the foundation of the initiative committee which should start the legal procedures for the repealing of the law. According to the Constitution of Romania and the special law, the legislative initiation of citizens had to be supported by minimum 100,000 signatures from at least a quarter of counties
Napoca - o istorie recentă a Clujului 207 of the country, after the deployment of a local referendum. In just a few days, the initiative committee was founded, but the procedure did not continue because of refusal of authorities of local public administration. The mayor of municipality and the Local Council drastically rejected the organization of a local referendum claiming that the return to the name of Cluj was not oppor tune and the financial resources had to be invested in the infrastructure of the municipality. Many local historians, former ideologists of the Communist regime had also rejected such a remedy. This is how this book was bom, out of the need to identify the origins of the resistance to change manifested by the local leaders and some intellectu als of Cluj. In order to understand the present, we resorted to a little bit of history. We tried to find the answer to the question: what are the springs of supporting an abusive act of Nicolae Ceauşescu staged before the inhabitants of Cluj almost half a century ago, while the local bodies of the Party and the state did not show too much enthusiasm after the addition. The work has rather a role of information, is addressed mainly to the youth and is founded mainly on original sources detected after the archivist research, bringing to the light unknown aspects of the Social and post-Socialist past of Clujului. One of the conclusions of the book would be that the populist objective of Nicolae Ceauşescu for the “eternization of the name of this ancient settle ment” is getting near with fast steps to a total
success. After more than a quar ter of a century from the conviction and execution of the former leader for genocide, the undermining of the state power, diversion acts and undermin ing of the national economy, he would be happy to see today the neo-Stalinist acts embraced on the banks of Someşul Mic River with more warmth than on 16 October 1974. After a period when the history of Clujului remained under the seal of nationalism, today the past of the city on Someşul Mic River contin ues to be treated exclusively in consonance with the electoral interests of the local Post-Socialist aristocracy. Including the commemorative historiographi cal speech continues after the Anti-Communist Revolution of 1989, by the same former ideological activists, and almost without exception, all the local history texts were published at command and with the financial support of the local public authorities, for the purpose of Romanising Cluj, concomitantly with the respects paid to the town’s leaders. The patriotic theses of a local offi cial history received the force of identity postulates and are embraced today without any hesitation by many inhabitants of the municipality, although the historical knowledge, in 1974, and even now, did not allow for the equivalence of Napoca with Clujul. Since this year (2017), at the entrances in Cluj-Napoca municipality, above the road indicator there is a Latin inscription, as if the municipality had been baptized again. |
