Summary A HERITAGE, NEVERTHELESS /Epprai PATRIMONIUM/ In a small country like Montenegro the historian of medieval art is often compelled to coneetn himself with medieval archeoligy, and even with the protection of localities, museums and of entire cu Uural heritages, generally. Prior to the disastrous earthquake of 1979, this heritage was threatened by unplanned building out of line with the law as well as by the construction of large hotels along the Montenegrin coast, usurping, for their needs, large areas on which old urban structures and monuments exist (ancient Butua Budva and ancient Rizmium ֊ Risan, for instance). In view of the many centuries of turbulent history, virtually none of the antique nor medieval urban or monumental entities were preserved which served as a pretext to those erecting new buildings while experts who had discovered, studied and conserved them were duty-bound to save them. In the yearl97Q, I published a book of essays and articles entitled "Infamous Heritage' addressing precisely this issue. It was withdrawn from distribution although it had not been banned by a court decision. Following the above-mentioned earth-quake, the question of investigating old art and its preservation has been placed in a different dimension. State and social organizations offered their assistance and even UNESCO responded. Yet, cultural heritage continued to be the target of attack, at times evenmore so than in thhe past. As Montenegro did not dispose with its own team of experts, it was forced to engage them from other repupllcs, and most of all from Serbia. In
discovering and studying cultural monuments İn Montenegro, some of these experts tended to "make them Serbian*. There is the notorious case of Saint Luke’s church in Kotor, from 1185, which was transformed from Roman style into "Raška being the name of medieval Serbia). Entire medieval Montenegrin art, literature and hestory are being alienated from the Montenegrin people and taken possession the task in adition to preserving cultural property from destruction or neglect to also defend the Montenegrin national heritage. This is the subject of my book. The essays and articles which have come into existence over a longer period of time have been grouped into different subject areas: monuments and museums in the endangered human environment; Lake Skadar (Scutari) 272
ils natural wealth and beauty: Cultural richess and tourism threatened by "planned economy" and bureaucracy; "Do we need a science on cultural heritage", Books on treasure and "The Montenegrin Goddess Tiha* fon the endangered urban cores/. In other words, the problem of the entire cultural heritage being exposed to physical destruction and that of uncivilmtional acts and attitudes to it have been dealt with. Unlike the issue of preserving individual monuments of culture, here the problem has been placed in a much broader framework - as the preservation of the overall material and spiritual culture of an entire republic and of its people. Some of the articles and essays published in magazines are accompanied by summaries in one of the leading world languages. In this way, the questions addressed in thes book willbecome, in some measure, closer to the foreign reader who is interested in material and spiritual culture. The Montenegrin PEN Center has decided to deal with these topics as literary ones. The reasons for this are the same as in the case of the historian of culture who in a small country must become interested in the complex issues of heritage, I hope the readers will understand this. And, finally, another comment. In answer to the reader’s question why we have started our library with books pertaining to cultural heritage, our reply is; out of necessity! We need more time to compose an anthology of poetry prose and essays and translate them into foreign languages /which is our primary task/ than to act in the manner of a journalist to defend the endangered national
