Commonwealth of Massachusetts: In the House of Representatives--February 6, 1811. Ordered, that the justices of the Supreme Judicial Court be requested as soon as may be, to give their opinion on the following questions: Whether aliens are rateable polls ... and whether the towns in this commonwealth, in ascertaining their number of rateable polls, in order to determine the number of representatives they are entitled to send to this House, can constitutionally include in that number aliens resident in said towns
