SUMMARY WITH A DIPLOMAT IN THE ORIENT Miroslav Schubert: Five Years at the Peacock Throne (1927-1932) The book describes the life of the Czechoslovak diplomat Miroslav Schubert and focuses on the period when he worked as the consul and later the ambassador in Tehran, Persia (Tran). The introductory papers deal with Schubert s work on estab lishing political and economic contacts between Czechoslovakia and Persia. The edition Pét let и Pávího trůnu (Five Уеатѕ at the Peacock Throne) is a manuscript which Miroslav Schubert wrote after his return from Теһтап. In his work, Schubert descubes the everyday life of a European diplomatin Persia, as well as his political and economic work. Miroslav Schubert (1895-1991) belonged to the generation of Czechoslovak diplomats who contributed to creating a network of foreign diplomatic missions of the newly formed Republic of Czechoslovakia. After the formation of the repub lic in 1918, he started to work at the Ministry of Foreign Affairs and in the following year he participated in building a network of consulates in Germany. The consu lates’ main task was to take care of Czechoslovak citizens in the difficult post-waT circumstances. Tn 1920, Schubert moved to New York, and then Washington and Chicago, where he worked as a deputy consul. After almost a year there, he was appointed to a post at the Czechoslovak embassy in Rio de Janeiro in Втагіі. He made direct business contacts between Brazilian and Czechoslovak companies and managed to eliminate the disadvantageous re-exportation of goods through department stores in Vienna or
Hamburg. In 1925 he returned to the ministry in Prague and within two years was appointed to a post in Persia, where he had a similar task asin Brazil, but complicated by the fact that he was the first Czecho slovak diplomat in the country and thus had to start the diplomatic mission. From the summer of 1927, he was a consul in Tehran, Persia, and it took al most three years before the consulate turned into an embassy. During one of his visits to Prague, Schubert married Eva Matoušková. They bad a son Miroslav, bom in Tehran and a daughter Daria, bom in Prague after their return from Persia. The family had to come back to the Czech Republic due to Schubert s health issues. He returned to the Ministry of Foreign Affairs, where he worked until 1934. After that, he was appointed a member of the diplomatic staff at the embassy in Berlin, where he represented the ambassador Vojtěch Mastný. He worked in Berlin until March 1939. In May ofthat year he moved briefly to the Office of the President of the Republic and from July 1939 he was on a mandatory leave. During the Second World War, he worked at the company Bata as a business and political assistant, 209

AfteT the war, he returned to the Ministry of Foreign Affairs and from 1947 he ran the con sulate general in Munich. Ffe was called off from that post immediately after the events of February 1948 and was let go in the summer of the same year. After that, the Schuberts did not return to Czechoslovakia. They left for Aus tria and then emigrated to the USA. They settled in New York, where Miroslav Schubert unsuccessfully applied for government administration jobs and finally accepted a position of an accountant in a factory in Bridgeport. In 1960 the family moved to California and from 1967 they lived in a retirement community Leisure World near Los Angeles. Schubert’s book Pět let и Pávího trůnu is a great insight into a diplomat’s work in an oriental country. Persia was unique because, while it was neither a colony от a mandate of the European great powers, it was still an arena for strong influences of two main political and economic players in the area - the Soviet Union, impor tant as it bordered with the northern Persian provinces, and the United Kingdom. Miroslav Schubert faced a difficult task of building political and economic re lations with a country that Czechoslovakia had no political or economic agree ments with. The main responsibility of the Czechoslovak diplomatic mission was to establish and support trade contacts between Czechoslovakia and Persia and negotiate the signing of the contracts that would
provide a legal and economic framework foT the cooperation - a trading agreement important for economic presence in Iran, a friendship agreement, which determined the rights of the dip lomatic mission, and the settlement agreement, which described the conditions for Czechoslovak citizens residency in Persia. Miroslav Schubert was the person who facilitated all these agreements. In the early 1930s, after a complicated three-year-long negotiation process be tween Prague and Tehran, Miroslav Schubert finally became a representative of a country which was legally settled in Persia and he could start developing his most important role: introducing Czechoslovak products to the Persian market. Czechoslovak export to Persia in the 1920s was very low and included mainly the products of light industry, such as rare large orders from textile factories, sugar ex port and export of glass and matches. Tn the late 1920s and early 1930s even these exports were threatened by import quotas, contingent contracts etc. In the 1930s, Persia was one of the countries fitting the thesis of the Czechoslo vak Export Institute about the necessity for the reorientation of the Czechoslovak export regarding geography and type of goods. By means of government commis sions, Czechoslovak companies took part in building of Persian industry ֊ supply of the construction equipment and construction of industrial facilities (including electrification, construction of power plants and power lines), modernisation of the Persian army - supply of rifles, machine guns, howitzers and tanks, and build ing of
Iran s transportation infrastructure - construction of tunnels, bridges, roads and several sections of the trans-Iranian railway. Miroslav Schubert contributed not only to the opening of the Persian market to Czechoslovakia, but also to the first deliveries of supplies for the construction of the sugar industry and of the army equipment and machinery. 210

SUMMARY WITH A DIPLOMAT IN THE ORIENT Miroslav Schubert: Five Years at the Peacock Throne (1927-1932) The book describes the life of the Czechoslovak diplomat Miroslav Schubert and focuses on the period when he worked as the consul and later the ambassador in Tehran, Persia (Tran). The introductory papers deal with Schubert's work on estab lishing political and economic contacts between Czechoslovakia and Persia. The edition Pét let и Pávího trůnu (Five Уеатѕ at the Peacock Throne) is a manuscript which Miroslav Schubert wrote after his return from Теһтап. In his work, Schubert descubes the everyday life of a European diplomatin Persia, as well as his political and economic work. Miroslav Schubert (1895-1991) belonged to the generation of Czechoslovak diplomats who contributed to creating a network of foreign diplomatic missions of the newly formed Republic of Czechoslovakia. After the formation of the repub lic in 1918, he started to work at the Ministry of Foreign Affairs and in the following year he participated in building a network of consulates in Germany. The consu lates’ main task was to take care of Czechoslovak citizens in the difficult post-waT circumstances. Tn 1920, Schubert moved to New York, and then Washington and Chicago, where he worked as a deputy consul. After almost a year there, he was appointed to a post at the Czechoslovak embassy in Rio de Janeiro in Втагіі. He made direct business contacts between Brazilian and Czechoslovak companies and managed to eliminate the disadvantageous re-exportation of goods through department stores in Vienna or
Hamburg. In 1925 he returned to the ministry in Prague and within two years was appointed to a post in Persia, where he had a similar task asin Brazil, but complicated by the fact that he was the first Czecho slovak diplomat in the country and thus had to start the diplomatic mission. From the summer of 1927, he was a consul in Tehran, Persia, and it took al most three years before the consulate turned into an embassy. During one of his visits to Prague, Schubert married Eva Matoušková. They bad a son Miroslav, bom in Tehran and a daughter Daria, bom in Prague after their return from Persia. The family had to come back to the Czech Republic due to Schubert's health issues. He returned to the Ministry of Foreign Affairs, where he worked until 1934. After that, he was appointed a member of the diplomatic staff at the embassy in Berlin, where he represented the ambassador Vojtěch Mastný. He worked in Berlin until March 1939. In May ofthat year he moved briefly to the Office of the President of the Republic and from July 1939 he was on a mandatory leave. During the Second World War, he worked at the company Bata as a business and political assistant, 209

AfteT the war, he returned to the Ministry of Foreign Affairs and from 1947 he ran the con sulate general in Munich. Ffe was called off from that post immediately after the events of February 1948 and was let go in the summer of the same year. After that, the Schuberts did not return to Czechoslovakia. They left for Aus tria and then emigrated to the USA. They settled in New York, where Miroslav Schubert unsuccessfully applied for government administration jobs and finally accepted a position of an accountant in a factory in Bridgeport. In 1960 the family moved to California and from 1967 they lived in a retirement community Leisure World near Los Angeles. Schubert’s book Pět let и Pávího trůnu is a great insight into a diplomat’s work in an oriental country. Persia was unique because, while it was neither a colony от a mandate of the European great powers, it was still an arena for strong influences of two main political and economic players in the area - the Soviet Union, impor tant as it bordered with the northern Persian provinces, and the United Kingdom. Miroslav Schubert faced a difficult task of building political and economic re lations with a country that Czechoslovakia had no political or economic agree ments with. The main responsibility of the Czechoslovak diplomatic mission was to establish and support trade contacts between Czechoslovakia and Persia and negotiate the signing of the contracts that would
provide a legal and economic framework foT the cooperation - a trading agreement important for economic presence in Iran, a friendship agreement, which determined the rights of the dip lomatic mission, and the settlement agreement, which described the conditions for Czechoslovak citizens' residency in Persia. Miroslav Schubert was the person who facilitated all these agreements. In the early 1930s, after a complicated three-year-long negotiation process be tween Prague and Tehran, Miroslav Schubert finally became a representative of a country which was legally settled in Persia and he could start developing his most important role: introducing Czechoslovak products to the Persian market. Czechoslovak export to Persia in the 1920s was very low and included mainly the products of light industry, such as rare large orders from textile factories, sugar ex port and export of glass and matches. Tn the late 1920s and early 1930s even these exports were threatened by import quotas, contingent contracts etc. In the 1930s, Persia was one of the countries fitting the thesis of the Czechoslo vak Export Institute about the necessity for the reorientation of the Czechoslovak export regarding geography and type of goods. By means of government commis sions, Czechoslovak companies took part in building of Persian industry ֊ supply of the construction equipment and construction of industrial facilities (including electrification, construction of power plants and power lines), modernisation of the Persian army - supply of rifles, machine guns, howitzers and tanks, and build ing of
Iran's transportation infrastructure - construction of tunnels, bridges, roads and several sections of the trans-Iranian railway.
