"After months of wrangling agreement had finally been reached. Article 1 of its Statute stated the purpose of the new organisation: "to achieve a greater unity between its members for the purpose of safeguarding and realising the ideals and principles which are their common heritage and facilitating their economic and social progress." According to the preamble, its focus was to be broader than the merely economic or social. The new organisation was to "bring European States into closer association" and serve first and foremost "the pursuit of peace". And they plainly meant it seriously: the text speaks of "closer unity", "closer association" and "greater unity"."
