Summary The vision of a united Europe and the balance of power was the principal topic of diplomatic negotiations during the Napoleonic wars. The Emperor of France and King of Italy Napoleon I dreamed of a “great European family” but never precisely specified his “European project”. He took the vision of “forming Europe” in his own way and in the way he had known so far from the period “between times”, i.e. as the power superiority over the others. His concept was not inherently modem. It remained based on power, not on cooperation, and it was reflecting the principles of pre-revolutionary times. However, his European project, willingly or unwillingly, set a mirror to European nations. Discovery and revival of national traditions were seen as a major patriotic task in warring Europe where bloody battles, making agreements and moving borders were commonplace. The Congress of Vienna of 1814-1815 was an attempt to ensure security and peace within the system of European states. This goal was to be achieved by clearly defined legal obligations and mutual willingness to settle international disputes in a peaceful way. However, a considerable number of Europeans felt during the so-called Rhine Crisis of 1840 that the heritage of the Congress was being disrupted and that the world was becoming increasingly insecure. In order to preserve the political-legal legacy of the Congress of Vienna, the Austrian Chancellor Metternich proposed a project of the league to preserve peace in Europe. Its aim was to strengthen the legal pillars of the order of 1815 and to ensure the preservation of
peace through more binding rules for the coexistence of European countries. In his endeavour, Metternich adopted a highly normative approach to the security of Europe, which was already widespread among the generation of the Congress of Vienna, at the time when Europeans increasingly inclined to realism in international affairs. 313
Moderní Evropan první poíovíny 19. století However, the European Great Powers Concert, based on the system of balance and collective security, began to collapse around the middle of the century. The expansion of nationalism, the revolutionary wave of1848 and the Crimean War contributed to this. The current integration processes in Europe are, with a few exceptions, associated with the period after the Second World War. Nevertheless the truth is that we can see their signs in the early Middle Ages already, that they have been continually reoccurring since the late 18th century and reached their highest intensity in the first half of the 19th century. At that time, the desire for human and civil equality, freedom and constitutional regimes intensified. At the same time, the national sensitivity and thinking grew stronger. Many scholars, entrepreneurs and politicians believed that after the liquidation of the estates society and the power of the aristocracy, the old conflicts would disappear and the time of harmony and peace would come. This optimistic but naive belief led significant romantic thinkers to the conclusion that a “free” Europe would unite politically. Most of them left their idea of European union, federation or confederation. These concepts and considerations can be divided into five groups. The first one incorporated violent unification of Europe and was embodied by the French Emperor Napoleon I. The second group included those concepts that conditioned the unity of Europe by solving the social issue, and the third group included concepts that associated it
with the right of all the nations to live in liberty. The fourth group of proposals consisted of those that wanted to grant freedom in the future united Europe only to so-called large historical nations. The last group included concepts that suggested a picture of political formations of large European regions 314
Summary (for example the Slavs, the Balkans, etc.). The intensity of this type of thinking decreased since the 1860 s and came to life again after 1918 and especially after 1945. The period of the first half of the 19th century was the time when the process of modernity in Europe was maturing. It was the time when eveiything was changing and was characterised by new and unprecedented dynamics. Man was also changing as well as his life, his view of the world and his behaviour. The process of modernisation seen from this angle can be described as a real revolution, a major turning point in the life of society as well as of an individual. In the course of the 19th century, there was a general acceleration that could be noticed not only in transport and means of communication but also in the movement of the whole society. The increased mobility reflected in public life, economy, trade, state administration and military. The society was a witness to ongoing secularisation and general civilisation, spread of general education and the advancing urbanisation that was the result of industrialisation and technology, i.e. of what we denote industrial revolution. The new political generation came with new impulses and opposed bravely and uncompromisingly the restoration arrangements established by the Vienna Congress. These men asked questions that had been impossible to be answered before. This was the question of participation of bourgeoisie in constitutional life, which means in political life in general, and the question of national emancipation and national self-determination. The
social issue raised by the turbulent expansion of industrialisation and urbanisation soon accompanied the two former questions. These three issues intertwined mutually, became increasingly more important, and became major issues of politics before 1848. 315
Moderní Evropan první poloviny 19. století History is not black-and-white and will always raise a number of questions. To find clear answers to them is often not easy. The ambition of this publication is to describe the profile of a “modem” European and the image of a “modem” Europe as it appeared to the generations in the first decades of the “long” century as well as it appears to us with the benefit of hindsight. The contemporary Europe finds itself at a crossroads, arouses a number of moods and emotions and causes considerations regarding the best direction to go. Europe, Europeanism and the life of a modem European were subjects of interest of not only politicians or intellectuals during the Enlightenment and in the first half of the 19th century already. At that time, a new “modem” Europe was being bom and, during the process of its transformation, it found itself at the crossroads several times. The period picture of that Europe is depicted not only by the great political history but also by a broad spectmm of everydayness that encourages interdisciplinarity and invites to overcome the traditional frameworks or borders. In addition to the analysis of selected topics and retrospectives at the political or international-political level, it is also important to explore the aspects from different areas of life of the European society in the observed period - history of mentalities, history of science and technology, cultural and social history or art history. This way, the essence of the observed issue can be better understood in all its vividness. 316
