SUMMARY HISTORICAL RECORDS PUBLISHING IN LATVIA The monograph is dedicated to the problems of scholarly representation and publishing of historical sources, first and foremost - archival records -, in Latvia. These spheres of scholarly work have always been and still are directly and closely related to archival science and historical research. However, records publishing is not purely academic field or activity of erudites, the results of which are intended for a narrow group of specialists. Editing of the Latvian historical sources can be considered to be a factor of intellectual environment development and phenomenon of culture: both archivists and historians popularise national documentary heritage, ensure use of archival documents in study process and public education, satisfy interest about the past, thereby impacting the national identity directly and indirectly, sometimes delaying, but mostly facilitating its development. The cultural environment, along with political and social processes, to a great extent, determine the course of scholarly representation and publishing of historical sources, meanwhile, professionals, one way or another, comply with the public expectations and interests. In certain phases, political intentions had a direct impact on their work, determined priority topics of editions, as well as content and their general direction. However, the significance of political factors should not be overestimated, as this field of scholarly work has always retained its relative independence. Moreover, the direction and methods of scholarly representation of
the Latvian national documentary heritage complied and still complies with more significant trends in the publishing of historical sources abroad. From this point of view, the monograph examines the course of publishing of Latvian documentary heritage from the second half of the 18th century to nowadays. Although a rather wide range of papers has been dedicated to the document publishing in Latvia, the conclusions drawn by researchers are mainly fragmentary and this does not allow creating a systematic and comprehensive overview about the phenomenon. The author of the monograph has proposed a conceptual overview of the course of scholarly representation and publishing of the Latvian documentary heritage, focusing on its continuity that is considered one of the key pre-conditions for further growth of the Latvian national tradition in document publishing. The monograph has been structured chronologically, showing the key phases in the course of editing of Latvian documentary heritage. In each chapter the following aspects have been viewed consecutively: “infrastructure” of publishing work - archives, scholarly research institutions and organisations, specialised periodicals and series publications, introduction of archival documents into scholarly circulation and preparation of overviews of sources; priority (demanded) topics of published collections of historical sources and evaluation of key publications; methodological aspects of scholarly representation of historical sources and editorial “technique”. The periods of scholarly representation of the Latvian documentary
heritage comply with the periods of the history of Latvia, as well as the development of historiography and archives. The 342- -
first chapter of the book, “Publishing of the Latvian National Documentary Heritage from the 18th Century to the Beginning of the 20th Century”, is dedicated to the “pre-history” of the Latvian national tradition (school) in records publishing, when mainly German and Baltic German historians, lawyers, and archivists, and, to a lesser extent, Russian historians and philologists, were engaged in research and publishing of historical sources related to the history of Latvia. This concise chapter shows a general context where the development of the Latvian national tradition in document publishing started. More attention is paid to the documents publishing in the Republic of Latvia, as during the inter-war period, the national tradition (school) in scholarly representation of historical sources formed. The second chapter, “Emergence and Formation of Latvian National Tradition in Historical Records Editing, 1920s- 1930s”, reveals that formation and strengthening of the Latvian national statehood determined the interest of the Latvian society and state institutions in the past and cultural heritage of Latvia and its people, especially careful attention towards cultural values, language, and historical sources. This created a generally favourable social environment for the publishing of historical sources, ensured demand for editions of archival documents, historical sources in Latvian, and memoirs. The sources published during the inter-war period provide a rather comprehensive overview of the Early Modern history of Latvia. Medieval history and history of the 19th - 20th
centuries were, however, represented scarcely in editions: only some groups of sources were published; many other sources were not in the focus of attention. In the 1920s and 1930s, the intensity of records publishing increased rapidly. It was determined by the fast development pace of the Latvian national historiography, as well as expansion of the publishing work infrastructure. Latvian archivists played a significant role in this process. In the 1920s and in the beginning of the 1930, they prepared valuable editions of archival documents, thus laying basis for the Latvian national tradition in publishing of historical sources. Work on archival document publications developed especially fast in the second half of the 1930s, when the Institute of Latvian History became a significant publishing centre. Unfortunately, the national tradition in representation of documentary heritage did not manage to strengthen its position completely, as due to the Soviet occupation in the 1940s the historical sources publishing work was changed based on the model established in the Soviet Union. In the third chapter, “Publishing of Historical Records in Latvia in the 1940s-1980s”, generally controversial trends of publishing work during the Soviet rule have been revealed. It should be noted that in the Soviet Union, records publishing and popularising were directly linked to history research that, in its turn, was completely subjected to the ideological control of the Communist Party and used for political purposes. Therefore, both historiography and records publishing performed the
ideological and propaganda functions related to illustrating the Soviet concept of history and indoctrination of Latvian society in line with the Marxism-Leninism doctrine. Ideological control was strengthened by organisational control: history research and publishing of historical sources were performed under continuous supervision of state institutions, including scholarly research organisations, universities, archives management institutions, state publishing houses, etc. It was not possible to publish historical sources outside these institutions. During the Soviet period, historical sources publishing field retained a small number of domains where this work was not overly ideologised and politicised. For example, publishing of sources of Medieval and Early Modern period was not under ideological supervision, since publishing of these sources was not considered priority. Therefore, the number of such publications was small. The work of Latvians in exile in the field of publishing of Latvian historical sources has been viewed in the monograph as an alternative to the Soviet model: the émigrés retained the traditions, priorities, and approaches established in the inter war period. 343- -
SUMMARY The fourth chapter, “Historical Records Publishing in Latvia Nowadays (Since 1990s)”, of the monograph is especially voluminous. This chapter characterises documents publishing work after restoration of Latvian independence, emphasising quantitative indices (never before Latvian historical sources had been published in such amounts), as well as the significance of publications for the Latvian historiography and society in general. Since the beginning of the 1990s, the number of published sources increased rapidly, and this trend has remained until nowadays. This has been possible, on the one hand, due to the public interest in history, wish to obtain information from primary sources about developments significant for the nation, especially in the 20th century. To meet this social demand, Latvian historians and archivists worked intensively “filling the gaps” in the corpus of sources of Latvian historiography that occurred in the Soviet period and at the same time creating a new intellectual environment where people have an opportunity to obtain retrospective information from highly qualitative publications of sources. Moreover, the growth of publishing work is facilitated by cancellation of its strict control that increased the number of people involved in this work, both specialists and amateurs. As a result, the records publishing itself has become a factor of social and political life, without limiting itself to its “traditional” function, i.e., provision of information for research and learning. Nowadays, publishing of historical sources, as well as
historiography can be considered a factor shaping the historical conscience of a nation. This determined the priority topics of published collections of documents, methodological level of editing work, circle of specialists and amateurs involved in the work, as well as weak and strong points of these scholarly activities. In this context, the Latvian national tradition in publishing of historical sources has strengthened. It should be noted that this tradition continue the national tradition of source publishing formed during the inter-war period in the Republic of Latvia. Unfortunately, the continuous topicality of the most significant and painful historical events of the 20th century in Latvia caused certain deviations in the documents publishing, namely, underrepresentation of certain historical periods in the editions of historical sources: in the set of publications, particular attention has been paid to the historical sources of the 20th century. Hopefully, these are only short-time deviations, as in recent years the proportion of publications of historical sources from Early Modern period increases, along with their quality. Evaluating the methodological level of recent publications, it has been concluded that their quality complies only partially with the standards of the scholarly editing. On the one hand, perfect technique of the publications of archival records, comprehensive representation of “organic” complexes of historical sources, preparation of quality overviews of documents, and digital publications of archival documents should be noted. However, this
observation applies only to the best editions, majority of which is made up by the publications of Latvian archives. On the other hand, in the field of publishing of sources, several significant deficiencies can be noted: the content of published collections of historical sources is often determined by the illustrative approach; the editing technique often does not comply with the scholarly standards and traditions; the Medieval and Early Modern historical sources are not represented systematically in publications, overviews, and research papers; the documents publishing work lacks regularity; the reliability of published documentary and narrative historical sources is not verified comprehensively, etc. In the monograph, an idea has been expressed that these issues can be overcome by setting clear priorities in the field of research and scholarly representation of Latvian documentary heritage. To increase the methodological level of published document collections, the methods and techniques of internal and external source criticism, as well as textual criticism have to be applied for “processing” the sources to be published. At the same time, it can be concluded that improvement of methods and technique of editing work is a complicated task, as this work is based on the national tradition that 344- -
is rather persistent and naturally “opposes” radical changes. Therefore, in the improvement of editing work, model (exemplary) publications are of importance. In these publications, a fine editing technique is flexibly joined with traditional and innovative approaches to the representation of historical sources. It is no coincidence, that most of these publications are prepared by archives, structural units of the Latvian National Archives (firstly, Latvian State Historical Archives), as popularising of national documentary heritage is the goal of archives. Therefore, in every chapter of the book, the contribution of the Latvian archives in document publishing has been emphasised. Vast empirical material has been represented and analysed in the monograph, including published collections of documents, as well as selections of sources in the collections of articles, conference proceedings, and scholarly periodicals. Most likely not all the significant publications of documents have been mentioned in the book, as the selection of publications inevitably represents authors subjective pre-conceptions of the main direction of document publishing in Latvia. The author of the monograph has also referred to and described other publications where the results of in-depth research into archival collections conducted by archives and research centres have been represented: publications of the summaries/abstracts (regesta) of archival records, overviews of historical sources and some analytical articles, biographical dictionaries based on broad groups of archival records, as well as
archival guides, exhibition catalogues, digital publications of historical sources, etc. Publications prepared mainly by Latvian specialists have been evaluated; however, some foreign editions have been mentioned since, in the author’s opinion, they might have a lasting methodological impact on representation of Latvian documentary heritage. All publications of sources referred to and described in the monograph, as well as other materials related to the representation of documentary heritage are included in the Bibliography. The monograph is of explicitly evaluating nature. The author is aware that evaluation of publications is a complicated task because of their different quality and methodological level. The quality has been determined applying several criteria related to the key aspects of editing work: dominating type of publications, proportion of critical and diplomatic editions, methodology of selection of archive documents, comprehensive representation of “natural” groups of historical sources, editing technique, scope of critical apparatus (textual notes, variant readings, comments, indices, etc.) and its compliance with the goal of a publication, and composition of published collections of sources. Methodological guidance, “Methods of Editing of Historical Sources”, published in the annex to the monograph, provides general recommendations for representation of historical sources (archival documents) both in critical and diplomatic editions.
