Summary My design of the coat of arms of Świętokrzyskie Voivodeship, formed on 1 January 1999, refers to the historical tradition of the region and land heraldry from the time of the First Commonwealth (14th-16th centuries). The presented coat of arms of this province al so refers to the fact that Poland regained its independence in 1918. The publication contains its iconographie message of the plan unrealized until this day, left by the authorities of the Second Polish Republic. It is a documented, legible political testament of Marshal Józef Piłsudski and the then President Ignacy Mościcki. The case concerned the preparation and introduction of the professional system of national symbols and the Polish state heraldry for common use in the future. In the regulation published in the Official Gazette of the Polish Republic of 13 December 1927 on the emblems and state colours as well as signs, banners and seals, we read: For all authorities and offices of local governments are established signs made up of the coat of arms of the state, a coat of arms of the province to which they belong, and an inscription corresponding to their name. Again, the above provision appeared in the regulation of the President of the Republic of Poland on 24 November 1930. According to them, the coat of arms of the Polish state, the White Eagle, was to be included in the coat of arms of each province in order to emphasize the territorial ties of these administrative units. Until the outbreak of the Second World War, these coats of arms, which were important for the national identity of Poles, were
not designed for the provinces of those times. The approaching centenary of the Independence on 11 November 2018 is a special time for the accomplishment of the above testament in order to integrate the Polish state (as Józef Piłsudski and Ignacy Mościcki wanted) by the coats of arms of the provinces with the White Eagle placed in them.
148 The new design of Świętokrzyskie Voivodeship, as in other provin cial coats of arms, of my authorship, the historic White Eagle is inclu ded in their escutcheons from the time of living heraldry, i.e. from the Middle Ages (as well as their historical emblems), and not currently being in force the iconographie representation of the French origin. It was redrawn in 1927 by Zygmunt Kaminski from a medal devoted to Ignacy Jan Paderewski from 1924 by Elise Beetz-Charpentier. The White Eagle and other emblems in the coat of arms of Świętokrzyskie Voivodeship were placed on the Spanish escutcheon with a spike from the 15th century. This shape of the shield was also referred to as the French modern escutcheon. According to Ottfried Neubecker, it was also used in Hungary, in the seventeenth century; in France, and the Netherlands, in the eighteenth and nineteenth centuries; in Spain in the eighteenth century, and also in the fifteenth century in Poland (its sides are slightly rounded in comparisons to the Spanish escutcheon). It allows for the best placement of the emblem on its surface, especially when the shield has to be divided per fesse and per pale for two or three fields. It has been constructed in appropriate proportions, which are 1.1: 1.0, and its contour is 0.5 mm. However, the width of the escutcheons division and the emblem placed on it is 0.125 mm. In fact, the line does not exist. There is no such thing as a line, because the line is a conventional representation of the coloured boundaries of the surface. The emblems for the coat of arms of Świętokrzyskie
Voivodeship were constructed on the basis of patterns from the Middle Ages (similarly for the other fifteen voivodeships). It should be remembered that in iconographie representations of coats of arms, there is one pattern of animate and inanimate emblem. They are reduced or enlarged in relation to particular representations, such as the lion, eagle, griffin, horseshoe, sword, etc. A correctly construc ted and drawn emblem excludes a free invention of the artist, which has nothing to do with medieval or living heraldry. An example of the correct iconographie representation is the presented coat of arms for Świętokrzyskie Voivodeship (as well as the other fifteen voivodeships in Poland). Their elaboration should be dealt with by the Heraldic Chapter, set up by the President, which would be responsible for their iconographie representations.
149 The role of the President in the awarding of coats of arms should be most important, because Polands accession to the European Union is a historic opportunity to share the traditions of Polish heraldry with other countries. The President, while handing over the documents signed by himself, with coats of arms, to the representa tives of local government units, would also be a continuator of the historical tradition of the first Polish-Lithuanian Commonwealth until 1795. Then the coats of arms were granted by the reigning ruler, as well as in the second Polish Republic, where coats of arms were also granted by President Ignacy Mościcki. The project of ordering the Polish local governmental heraldry is very important, because currently there is a total freedom when creating the coats of arms for local government units. There is also a lack of communication between the emblems (coats of arms) of a given province, and the state emblem (coat of arms). Among other things, when it comes to the current coats of arms of provinces, two of them, Mazowiecki and Wielkopolski, have an identical coat of arms (White Eagle without the crown turned to the right side, on the red field), and Małopolskie Voivodeship uses the coat of arms of the Polish state (the crowned White Eagle turned to the right heraldic side, in the red field). This is not an isolated matter, because in Poland there are many poviats, communes and cities that have identical or similar coats of arms. All this makes it necessary to create from scratch a coherent system of local governmental heraldry for the whole of
Poland. The system, developed in accordance with the rules of the living medieval heraldry, applies to all Polish self-government coats of arms, and its foundation is the crowned White Eagle, the emblem of the Polish state. According to the now developed concept of Polish local governmental heraldry, the crowned White Eagle was placed on the escutcheons of all voivodeships existing in Po land, because its presence in these coats of arms indicates that the region is located in the Polish state, whose emblem is the crowned White Eagle on the red field. It has been combined with emblems re presenting individual voivodeships Hence, on escutcheons parted per pale and per fesse, the crowned White Eagle occupies a field from the head of the shield, as we can see it, among others, in the coat
150 of arms of Świętokrzyskie Voivodeship. At this point it should be re called that in 1928, an attempt was made to create a similar project for the then voivodeships, with the fact that the crowned White Eagle on the red field of the escutcheon was consistently placed over the escutcheon of each province with its historical emblems. Polish heraldic traditions prove that such attempts were more or less deliberately made in the past. We see the first such attempt in the Seym woodcut of Jan Laskis Statute from 1506. Graphic designs of the coats of arms lands and voivodeships presented in it were taken over to other sixteenth-century Polish prints, including those executed by Jost Ludwik Decius in 1521, who placed them with a portrait of King Sigismund I. They can also be found in the prints of Stanisław Hozjusz from 1560, Marcin Bielski in 1564, and Bartosz Paprocki in 1584, who placed on the title page of Herby rycerstwa polskiego (The Coats of Arms of Polish Knighthood). However, in the text of this work, the xylographs concerning the same coats of arms of lands and provinces were graphically presented in a different way. In this case, Bartosz Paprocki proposed his own iconographie representations of these coats of arms, differing from those we can see on the front page of his work and on the woodcut of Jan Laski’s Statute from 1506. Similarly, Marek Ambroży from Nysa attempted to create wo odcuts for land and province coats of arms in the first printed Polish “armorial” entitled Arma Regni Poloniae printed in Antwerp in 1562. He proposed, like Bartosz Paprocki, his own
iconographie compositions of these coats of arms, which were another attempt to overcome the “monopoly” of the ideas in force from 1506. As can be seen from this, in the fifteenth and sixteenth cen turies, there was an awareness of the fact that one must try to introduce order to the iconographie representations of the land and province coats of arms, as well as to define the colours in them. This is confirmed by copies of the Statute from 1506, which have coloured Seym woodcuts, including a copy sent to the Crown Archives with the seal of King Alexander Jagiellończyk, as well as the coloured woodcuts in the Armorial of Marek Am broży from 1562. It means that not all in the 16th century shared the negative view of Stanisław Orzechowski on the role of colour
151 in Polish heraldry. According to him, it played a secondary, irrele vant role in coats of arms. The proposal of the coat of arms design for Świętokrzyskie Voivodeship (and other voivodeships) is closely related to the White Eagle, which is located in the field from the head of the escutcheon parted per fesse or per pale. It represents here the emblem of the Po lish state. This is how its iconographie representations were un derstood in the 15th-18th centuries, when in the offices of the Crown and Lithuania, the granted coats of arms were dignified (charged) with the White Eagle. This is evidenced, among others, by en noblement, including the one issued at Psków on 10 September 1581 to Stanisław Pachołowiecki. On the escutcheon parted per pale (vertically) into two fields, in the dexter heraldic red field, the re was a crowned White Eagle with an open beak and a protru ding tongue. Half of the White Eagle is also seen in the coat of arms of Marceli Bacciarelli, the court painter of King Stanisław August Poniatowski, ennobled in on 29 October 1771. The representation of an eagle per pale or per fesse allows to bet ter present the emblem placed on the escutcheon when it is parted. An example may be the current coat of arms of Lubuskie Voivode ship, where in the right field of the escutcheon parted per pale, we can see half of the White Eagle. In this connection, it should be no ted that, among other things, lack of knowledge about the work of the Crown and Lithuanian offices in the 15th-18th centuries, concerning the privileges of ennoblement and indygenates
resulted in placing the White Eagle in 1928 separately above the escutcheon with the emblem (emblems) of the voivodeships existing then in Poland. In the new designs of contemporary voivodeship coats of arms (including Świętokrzyskie Voivodeship), the historic White Eagle was introduced on their escutcheons. We can see it from the head of the escutcheon parted per fesse and per pale. In the case of emblems where it was possible, I have preserved the emblems currently used. The principle was applied that they represent emblems (coats of arms) from the time of the first Polish-Lithuanian Commonwealth. At the same time, the discussed designs refer to the historic emblems (coats of arms), but only to lands and voivode ships from the 14th-16th centuries.
152 Summing up, it should be stated that the presented volume concerns a series devoted to the coats of arms of all sixteen provin ces currently existing on the territory of the Polish state. They were created as a result of the administrative division on 1 January 1999. The aim of this series is the presentation of coats of arms designed according to the model of living medieval heraldry as well as the inclusion on one shield of the White Eagle, the emblem of the Polish state. As mentioned above, this is the implementation of the “testament” of Marshal Józef Piłsudski and President Ignacy Mościc ki, recorded in the Journal of Laws of the Republic of Poland in 1927 and 1930. Its implementation should take place on 11 November, 2018, on the centenary of Polands regaining of its independence, af-ter one hundred and twenty-three years of the partitions. The se cond very good deadline for executing the Marshals and President’s will is the year 2019, because local governments (including voivodeships) in Poland will celebrate the 20th anniversary of their creation, as a result of the administrative division of the country in 1999. Hence my initiative is to organize and issue a monograph of the coats of arms of all voivodeships currently existing in Poland. They constitute a closed system aimed at implementing the Marshals and the President’s project from 1927 and 1930. It was not realized in the interwar period due to the outbreak of the Second World War. Each of the coats of arms will contain (contains) a rationale for its creation, with a particular emphasis that on its
escutcheon, from its head, the emblem of the Polish state has been placed. It points to the fact that the province is within its administrative borders, as Marshal Józef Piłsudski and President Ignacy Mościcki wished. The occurrence of the White Eagle in these coats of arms symbolizes the unity and indivisibility of the territory of the Polish state. There are currently over three hundred poviats in its area. Hence, as in the case of voivodeships, the emblems of voivodeships have also been placed on their escutcheons, indicating their territorial affiliation. My concept of introducing the emblem representing the voivodeship in the emblems of its poviats in the Polish selfgoverning heraldry appeared in the year 2000, based on the example of Świętokrzyskie Voivodeship established a year earlier. From now
153 on, the yellow double patriarchal cross in the blue field indicates that the poviats are within the administrative borders of this pro vince. Such a solution has its historical justification because in the Old Polish period, in the 16th-18th centuries, poviats used the coats of arms of lands and voivodeships. In the presented designs of poviat coats of arms, we can see historic emblems representing the voivodeship in its poviats. Thus, Warmian-Masurian Voivodeship has the emblem of Prusy Książę ce (Ducal Prussia) (according to the principle pars pro toto), which is located on the right side of the escutcheon, parted per pale and per fesse into three fields. The other emblems representing the voivodeships in their poviats are always located on this heraldic side of the escutcheon. Its parting per pale indicates univocally that we can see the coat of arms of poviats. In the case of voivodeships the escutcheon is parted per fesse and the crowned White Eagle, the emblem of the Polish state, is located on the head of the escutche on, embracing with its wings the emblem of a voivodeship because it is situated within the administrative borders of the Polish state. This differentiation of the escutcheons partition is to indicate univocally that we can see the coat of arms of either a voivodeship (parting per fesse) or its poviats (parting per pale). All coats of arms of poviats were designed in accordance with the rules of living heraldry in force in the Middle Ages.
