54 Indonesia: State and Society in Transition development. It was not long before an anti-corruption team, led by for mer prime minister Wilopo and including Hatta, reported that corruption was rife throughout the military and bureaucracy. The president’s own family was suspected of corruption, as investigations of the business activities of Suharto’s wife, Ibu Tien Suharto, had raised suspicions. The team’s report elicited no response from the government. As well as courting ethnic Chinese business conglomerates for assistance with his economic agenda, Suharto’s government had what it called a “Chinese Problem.” Indonesia’s relationship with China was fraught because of the government’s strong anti-communist stance and because of China’s response to the mass killings and suspected geno cide of ethnic Chinese. The Indonesian government was torn on this issue but eventually implemented a raft of discriminatory laws against ethnic Chinese, which forced a program of assimilation and erasure of their ethnicity while also highlighting their difference and keeping this group of economic middlemen structurally vulnerable and dependent on the regime (Heryanto, 2006; Purdey 2006, pp. 20-21). When he assumed power, Suharto had promised elections in 1968, but these were delayed in the interests of ensuring political stability as the economic programs were rolled out. Indonesia’s second general elections were held on July 3, 1971, in what was a watershed occasion for the future of Suharto’s regime. With these elections, the New Order regime “abandoned the rhetoric of popular
democracy” once and for all (Cribb and Kahin 2004, p. 298), after which the strong role of the mil itary and political repression were cemented within a patrimonial sys tem. Before the election, the government mandated that all government employees, including the military, must be fully loyal to the govern ment and have no affiliations with any political party. They were strongly encouraged to join Golkar (Golongan Karya [Functional Groups]), formed in October 1964 by army leaders as a coordinating body that became a federation of anti-communist social organizations. In 1967, the government announced that Golkar would become the regime’s parliamentary party (Cribb and Kahin 2004, p. 1616) and thus would “serve as the electoral vehicle of the authoritarian regime” (Tomsa 2007, p. 77). The outcome of the 1971 election reflected the political repression following the decimation of the PKI and pro-Sukarno parties. Golkar won 65.6 percent of the seats in parliament, NU 18.7 percent, and PNI only 6.9 percent (Ward 1974). The government took these results as con firmation of its plan to do away with the old parties altogether and restricted the number of parties to three, forcing all Islamic parties to The Slide into Authoritarianism 55 amalgamate within the Pattai Persatuan Pembangunan (Development Unity Party [PPP]) and all nationalist, secular, and Christian parties in Pattai Demokrasi Indonesia (Indonesian Democratic Party [PDI]). Golkar was the third party and would remain the largest party throughout the New Order, winning every general election between 1977 and 1997.
Over the next decade, the Suharto government continued to restrict political freedoms and silence its critics as it progressed through its development agenda. The oil boom of the early 1970s, precipitated by the Arab-Israeli war of October 1973, saw the oil price jump 430 per cent between 1972 and 1974, causing the percentage of oil in the total value of Indonesia’s exports to increase from 30 percent in 1966 to 74 percent in 1974. The boom in the oil price was timely, as public concern about the growth in foreign investment, particularly among indigenous (pribumi) businesses, grew. The oil boom meant that the government no longer needed to rely so much on foreign investment to fund its second Five Year Development Plan (1974-1979) and to implement programs to assist pribumi entrepreneurs, subsidies, and social programs. Total foreign investment approved between 1967 and 1972 was just over $2 billion, with a significant percentage of this coming in the last two years of this period. Compared with neighboring countries, this level of foreign direct investment was not particularly high, but the speed with which it was appearing, particularly in Jakarta, was noted by analysts at the time; Jakarta was “taking on the appearance of a trans formed city. Multistory hotels are reaching into the sky, new markets and wider roads are being built” (Survey 1972). In January 1974, a visit by Prime Minister Kakuei Tanaka of Japan incited large demonstrations dubbed Malapetaka Januari (January Dis aster). Led mostly by students, the demonstrators were protesting the dominance of foreign
investment in the Indonesian economy, but more generally, they were also against corruption within the bureaucracy, the military, and the government. The government responded with mass arrests and a further crackdown on freedoms of speech, the press, and association as it shut down media organizations and detained their edi tors and the student leaders of the protests. The effect of the crackdown was to reduce critical comment in the publications that survived to its lowest level since Sukarno’s last years.
