Viri slikovnega gradiva 4,5 ČakS Orač 2014; The Power(lessness) of Cultural Politics in Protecting Immovable Cultural Heritage Summary The contribution examines the complicated relation between the deterioration of culturally significant immovable cultural heritage and existing contemporary cultural politics. In a narrower sense, the concept of cultural politics Is explained as an endeavour to regulate the circumstances In the field of cultural heritage protection, more specifically, the protection of im movable cultural heritage In both war- and peacetime. In the framework of cultural politics, regulating the circumstances and deciding on the protection of Immovable cultural heritage is related to national law (ratified International legal acts, laws, regulations) and international law (conventions, acts, agreements, declarations) - so to the rules formed and adopt ed at the national and international level In the 20th and 21st century. With the development of contemporary international law, interest in cultural heritage certainly Increased, and protection measures were consolidated in all the signatory states of international agreements, but the number of derelict and in some way devastated and desolated buildings and areas of heritage value shows that the formed and adopted provisions have not been followed as planned or Intended. The adopted provisions (Hague 1954) proved to be Ineffective in wartime. The great destruction of immovable cultural heritage is characteristic not only of World War Two, but also
of all subseguent and current regional wars. In addition, the increase In the number of derelict, demolished or In some other way degraded structures or areas of Immovable cultural heritage (the situation differs from country to country) shows that the rules of Immovable cultural heritage protection are also poorly observed in peacetime (Convention for the Protection of the Architectural Heritage of Europe, Granada, 1985; and other documents and legal acts). Larger-scale examples of destruction relate to changes In the social system and the double standards of people in public service, which of course Includes cultural politics, and people directly responsible for protecting Immovable heritage. In Europe, there are many historical examples of cultural heritage being destroyed after the overthrow of power or the change of the social system, but in contemporary times, we can hardly overlook Ceausescu's architectural transformation of Bucharest, destroying a large part of the old town. Although the powerlessness of cultural politics In the field of Immovable cultural heritage protection In the territory of the Republic of Slovenia after the change in the political system immediately after World War Two and in the 1990s (in both cases, with the desire to completely erase the previous system) is not comparable to the Intervention In Bucharest, despite the losses of Immovable cultural heritage, the growing number of destroyed or degraded Items of Immovable cultural heritage shows that the influence and power of cultural politics today are undermined by the split or the double
standards of both politicians (politics is turning into unprincipled politicking) and those who professionally arrange or Inter vene In space. This is why, in order to further consolidate cultural politics, manage the dangers, traps and problems re lated to the protection of immovable cultural heritage, to genuinely observe and Implement international law, it is crucial to broadly raise awareness of morals and ethics. A destroyed artwork (which, in the case of immovable cultural heritage, means "demolished"), such as a perfectly designed settlement or building, Is lost forever! 139
