United States and Montenegro: Mission of American Red Cross in Montenegro (1919-1922) This monograph examines United States Monte negrin relations during the period 1919-1922 and illustrates the importance American aid played in alleviating human sufferings after Great War. It also outlines the development of diplomatic relations and reviews contacts during the reigns of Petar II Petro vič Njegoš and King Nikola and includes an account of Montenegrin offer to the United States to build a military base at the bay of Valdanos close to Ulcinj in 1909. American involvement in both World War I and World War II were decisive for European peace, sta bility and democracy. While the Marshall plan, after the second World War, is widely known and recog nized as essentia! for European recovery and demo cratic integration, the similar American effort to Eu rope in the aftermath of the First World War, and in particular to Montenegro, is less known and largely forgotten part of history. The Kingdom of Montenegro fought with the al lies in the First World War; was occupied by Aus tro-Hungarian Empire in 1915 and unlike all other allied countries was denied its territorial sovereignty 219
after the peace talks of 1919. However, United States demonstrated their commitment to the people of Montenegro by deploying the American National Red Cross (ARC) to provide needed support and as sistance. This commission was part of a larger effort known as the Balkan Commission to provide post war relief to the various Balkan states. Montenegro had few medical personal, lacking in physicians or surgeons, and when the Red Cross arrived there were no hospitals available for the civilian population. American assistance was concrete, comprehensive and essential. During its three year mandate, the ARC opened a hospital in Podgorica, in the former royal palace-located behind the current American Embas sy as well as hospitals in Kolasin and Nikšić. Two or phanages with schools were opened in Podgorica and Danilovgrad. ARC delivered vast quantities of food and clothing and trained the first Montenegrin nurs es and drivers. ARC supported the refurbishment of damaged infrastructure from the war, including re pairing the old Viziers bridge in Podgorica. of his stay in Podgorica in his autobiography: “Warm ing both hands”. Other mission members left reports, memoirs and photographs. An extensive photo graphic record that was made by the ARC in situ that not only documents the distribution of American hu manitarian assistance but also depicts the daily life in Montenegro between 1919 1922. These photos, never displayed before, significantly change the perception of Montenegrin social and political history. This monograph is based on research at the Hoover Institution,
University of Virginia at Charlottesville, Library of Congress, University of Maryland and the National Archives in Washington DC. The Head of Mission, Stanford University professor Henry Rushton Fairclough wrote a detailed account 220
Dr Nebojsa Čagorović is political scientist and former Montenegrin diplomat, served in Washington and Brussels. Prior to being a diplomat, he was the USAID/ ОТІ representative to Montenegro and was awarded the Foreign Service National Award (1999). During the academic year 2016-2017 he was a lecturer in Foreign Policy and EU Foreign Policy at School ofPolitical Sci ence of University of Montenegro. f Bayerische Λ J Staatsbibliothek І V München J 221 Dr Slavko Burzanović is historian at Historical Insti tute, the oldest domestic academic institution that is part of University ofMontenegro. He published or edit ed several books on the topics from WWI and WWII. He is specialist in Montenegrin history at the beginning of XX century. He lectured history at School of Philos ophy in Niksic.
