Summary Ukrainian democracy is young. In contrast to OECD countries that have already performed decentralization reform, Ukraine is only at the beginning of the path. 75 years of Soviet regime with vertical management, with the system of state economic planning without a free market, where private property did not exist, left a mark on the system of governance. Historically, absence of the institute of private property in the Soviet Union deprived managers of a sense of responsibility. Communists political regime did not provide for independent decision-making. After the proclamation of independence in 1991, the regional system of government in Ukraine did not change. Moreover, privatisation, the process of transferring collective property to private with the absence of independent and effective judicial system gave rise to corruption. Only after the “Revolution of Dignity” and escape the pro-Russian president Yanukovich in 2014, new Ukrainian Government highlighted the decentralization reform as a key priority in political agenda. The ambitious reform is aimed to change the system. It should lead to enhanced transparency, accountability and ensure a greater focus on needs of citizens and business. The level of corruption should decrease. Decentralisation is a kind of revolution. First of all, it is revolution in minds, culture and way of thinking. And only after a füll rethinking, administrative reform could be successfully performed. It needs time for the society to accept new rules, to get used that local inhabitants are now involved in decision making process and
improving of life standards is in direct interdependence from their activity. Hromadas for the first time in Ukrainian history gain significance. The public administration reform is the engine of democracy. Democracy evolved on the lowest level and than as a snowball spreads to the state as whole. Democracy implies involving citizens in the political decision making. Therefore, it is important to build a mutual dialog-frame between active population and the politicians in hromadas. History shows, that costs of the of not properly provided reform could be very high.
