Summary Versailles 1919. New Security Culture for Europe and the World The book analyses the Versailles peace settlement of 1919 while refering to term „security culture”. The latter encompasses perceptions of chances and threats with regard to building up a stable political order, as well as institutions which aim is to en force a long duration of peaceful, international relations. Therefore security culture is closely linked to political culture of powers most responsible for shaping international political order. The first chapter deals with American approach to problems of war and peace dur ing the progressive era. It is stressed that Woodrow Wilsons vision of „new diplomacy” derived from intelectual climate typical for progressive political elites in the USA. This political culture envisioned the crucial role of state as regulator of social and economi cal processes but also combined this vision with „manifest American destiny” ideo logy. ’lhe latter was contrasted with European „old diplomacy” typified by the Vienna congress of 1814/1815. The author points to religious background of Wilson’s political visions. It was not only a matter of political propaganda but it reflected a sincere opinion of the American president that his „new diplomacy” brings a new moral quality into the world domi nated by „old diplomacy”. The second chapter analyses visions of post-war international order presented during the First World War by the German political and intelectual elites. Although the German Reich was depicted in the allies’ war propaganda as the incarnation of evil
(„new Hunes”, „German beasts” etc.), there were visible similarities between Ameri can and German visions of new political settlement after the Great War, Both reflected
208 Summary idea of cultural superiority. The German strategy of Mitteleuropa in its core was an endeavour to creat a „new, middle European type of man” shaped by dominant Ger man culture. It resembled the American idea of „manifest destiny” which with regard to political matter took shape of Wilsonian „new diplomacy”. However, the German plans to build a „new empire” in the Middle and Eastern Europe could not be compared with Wilsons Fourteen Points of January 1918, as far as aspirations of Poles and other nations of the regions to build independent states were concerned. The German Reich strived to create political order with Berlins full politi cal and economical control over territories conquered by the German army. The Brest peace settlements with Ukraine (February 1918) and bolshevik Russia (March 1918) perfectly exemplified this imperial approach of the German political elites. „The new type state” (Lenin) which was being created in Russia since October 1917 put forward its own vision of peace. Bolshevik revolution ֊ as the third chapter demonstrates - anounced its own version of „new diplomacy” severing any ties with the „old diplomacy” based on secret agreements. At the same time the bolshevik re gime stressed - even before Wilson - „self-determination rights” of nations that had been oppressed by the Tzarist Russia. It was part of bolsheviks’ political propaganda aiming at destabilizing internal situation in foreign powers and prepairing ground for „exporting” communist revolution abroad. As early as in November 1918 the bolshevik government viewed a resurgence
of the independent Polish state as the main obstacle for revolutions march westwards. Analysis of the Holy Sees approach to problems of peace is presented in the fourth chapter. Benedict XV described the Great War as „suicide of European civilisation”. From the very beginning of his pontificate he concentrated his efforts on bringing ma terial relief to victims of war. At the same time Vatican diplomacy took pains to find a way to political settlement which could end the war. The popes peace inititative of August 1917 built a climax of these efforts. It was, however, rejected by both sides of the conflict. As the fifth and sixth chapters demonstrate during the Paris peace conference opened in January 1919 there occured a confrontation between high expectations of world public opinion towards „new diplomacy” and hard geopolitical and economic realities. Wilson who was welcomed in Europe as a „new prophet” was confronted with the French security demands defined in terms of „old diplomacy” and with the British insistence on preservation of Empire as „embodiment of League of Nations” (D. Lloyd George). It turned out that starting a „new diplomacy” while at the same time abandoning the Vienna congress tradition was much more difficult that one could have imagined. The Versailles peace treaty in terms of international law ratified the existence of independent Polish state. In the seventh chapter there is analysis of this problem closely
Summary connected with the demarcation of Polands borders. The aim of Polish delegation at the Paris peace conference was to avoid the status of „small country manor” (R. Dmowski) and to ensure Poland’s role as a stabilizing element of new European security architec ture. Although Polish demands were not fully met, the Polish - German border estab lished in the Versailles treaty offered a new Polish Republic real chances to survive as independent state. From the German point of view the outcome of the Paris peace conference was a disaster not only as a political consequence of military defeat but also as a humilia tion of „national honour”. As the two last chapters of the book show, „the ideas of 1919” meant as an unequivocal rejection of the Versailles peace treaty shaped the polical cul ture of the Weimar Republic, not only in conservative or nationalist circles. The rejec tion of the Versailles treaty was in Germany after 1919 a common political denomina tor for all main political parties. The essential part of such „ideas of 1919” was also a rejection of existence of indpenedent Poland. The latter was also viewed as part of German nations „humiliation”. This anti-Polish stance dominated German political culture in the Weimar Republic, long before Hitler took power. Nazi regime took full advantage of „nationalisation of hatred” that occured in Germany during the Great War and due to the Germans’ perception of the Versailles peace treaty settlement. 209
