The Political Economy of Social Welfare Policy in Africa: Transforming policy through practice is a groundbreaking text that uses a political economy and human rights lens to analyse and critique social welfare policy in selected countries in Africa. Tracing the political transformation of South Africa and other sub-Saharan countries, it provides the reader with critical insight into how social welfare policy evolved during periods of colonial and post-colonial governance regimes and the contemporary period characterised by neoliberal globalisation. The text focuses on the interdependence of economic and social development policies and processes to advance human development and protect the basic human rights of all, especially the poorest and most marginalised. The editors Prof. Viviene Taylor is a specialist in comparative social policy, development planning and social and economic development and currently serves as a Commissioner on the National Planning Commission in South Africa. Using a transformative and developmental social welfare approach, the text: • analyses how policies are formed and how they change over time; Prof. Jean D. Triegaardt is Senior • illustrates how policy works in practice or where there may be policy gaps through the use of case studies from South Africa and other African countries; • critiques and redefines policy for African contexts; Research Associate at the Centre for Social Development in Africa (CSDA), University of Johannesburg, South Africa. • analyses critically the historical, political, social and economic trends and impulses that
influence policy; • uses evidence to explain how demographic, social and economic trends of poverty, unemployment and social inequalities make people vulnerable and increase the risks faced by women, children, elder persons, people living with disabilities, refugees, displaced persons, and others; • demonstrates the evaluation and monitoring of policy implementation using benchmarks that focus on equity and achieving human development; • elaborates on how a transformative approach can change the colonial and post colonial legacies embedded in traditional social welfare responses to enhance the development and implementation of social welfare policy for social justice; • provides theoretical and analytical frameworks that can be used to analyse and formulate transformative social welfare policy and responses. The contributors Prof. Ndangwa Noyoo is the Head of the Department of Social Development at the University of Cape Town. Prof. Rinie Schenck is the DST/ NRF/CSIR Chair in Waste and Society at the University of the Western Cape.
