Rezumat Vizitele şefilor de stat în cadrul relaţiilor bilaterale dintre Polonia şi România în perioada interbelică Relaţiile polono-române, în perioada interbelică, au evoluat sub semnul alianţei care asigura ambele ţări împotriva pericolului din partea Uniunii Sovietice. Un rol deosebit în formarea relaţiilor de alianţă l-au avut vizitele şefilor de stat. Acestea au contribuit la crearea condiţiilor pentru soluţionarea problemelor care îngreunau funcţionarea alianţei, au impulsionat cola borarea dintre cele două ţări pe mai multe planuri, au creat oportunităţi de a forţa modificări în alianţă pentru a o plasa într-un cadru mai larg decât relaţiile bilaterale. Vizitele reciproce ale şefilor de stat au constituit ocazii de a stabili legături personale între reprezentanţii elitelor şi datorită publicităţii în presă, iar în ani 30 şi la radio, au creat condiţiile mai întâi pentru a cunoaşte ambele societăţi şi ulterior pentru a-şi îmbogăţi cunoştinţe despre ei înşişi şi des pre ţara aliată. Alianţa Poloniei şi României, constituind o forţă de stimulare a dezvoltării relaţiilor dintre cele două ţări, a fost finalizată în martie 1921. Lucrările de stabilire a unor legături strânse între cele două ţări au fost întreprinse de la sfârşitul primului război mondial şi au fost necesari doi ani de eforturi, în principal din partea Poloniei, pentru ca alianta să devină un fapt real în politica central-europeană. Semnarea ei nu a însemnat încă stabilirea unei strânse cooperări între cele două ţări. Din acest punct de vedere sfera militară era foarte im portantă, întrucât constituia
fundamentul existenţei alianţei. Pentru a o activa şi a elimina inconsecvenţele dintre convenţia politică şi cea militară în septembrie 1922, Şeful Statului, Józef Piłsudski a plecat în România. Rezultatul vizitei a fost semnarea unei noi convenţii militare complet armonizate cu sistemul politic şi a fost imediat urmată de o conferinţă a personalului Statelor majore dedicată analizei posibilelor variante ale acţiunilor ambelor armate în situaţia unei agresiuni a Rusiei sovietice. De acum înainte, a început să domnească o înţelegere tot mai bună atât în privinţa relaţiilor politice, cât şi a celor militare.
334 ļ Rezumat Se aştepta consolidarea acestora în timpul revizitei în Polonia a cuplului regal românesc: Ferdinand şi Maria. în Polonia se discuta despre planurile de extindere a alianţei militare şi cooptarea Franţei, aşadar extinzând formula acesteia şi în privinţa uneia agresiuni a Ger maniei. Atât la Varşovia, cât şi la Bucureşti era luată în calcul includerea Poloniei în Mica înţelegere şi transformarea acesteia într-o Cvadruplă Alianţă orientată nu numai pentru apărarea prevederilor tratatelor de la Trianon şi Neuilly, dar şi pentru protejarea ţărilor din Europa CentrahEstică împotriva pericolelor din partea Reich-ul german şi a Uniunii Sovieti ce. însă niciunul dintre aceste proiecte ambiţioase nu s-au aflat pe agenda de lucru în timpul vizitei cuplului regal în vara anului 1923. întrucât România se simţea mai puţin ameninţată din partea URSS, manifesta un interes mai scăzut pentru aprofundarea legăturilor militare. Retragerea din viaţa politică a Mareşalului Pilsudki şi renunţarea acestuia la funcţiile sale militare au determinat faptul că nici Polonia nu mai constituia un partener pentru astfel de discuţii. în pofida aşteptărilor românilor, Varşovia nu era dispusă să înceapă convorbirile pentru intrarea Poloniei în Mica înţelegere. Tot în această perioadă a avut loc şi schimbarea guvernului şi plecarea din Ministerul Afacerilor Străine a lui Aleksander Skrzyński, care era promotorul acestei concepţii. Ca urmare vizita hit Ferdinand şi a Măriei, deşi a avut un cadru deosebit (de-altfel pregătit de guvernul anterior) şi era o dovadă promiţătoare despre noua
statalitate poloneză, a avut efecte politice destul de slabe. însă datorită numeroaselor manifestări de prietenie polono-română, în care rolul principal a fost jucat de cuplul regal, în Polonia a crescut interesul pentru ţara aliată şi acest fapt trebuie considerat ca fiind una dintre realizările vizitei. După o perioadă de stagnare, urmată de o oarecare revigorare, un nou spirit în alianţa cu România a fost insuflat de Mareşalul Piłsudski care a revenit la putere în mai 1926. Pentru testarea şi pregătirea terenului pentru noul curs, Piłsudski şi-a contopit planurile sale de concediu cu proiectele politice, plecând în august 1928 pentru 6 săptămâni în România, în timpul întâlnirilor cu oamenii politici români a subliniat necesitatea îmbogăţirii coo perării de până atunci, care se referea în mare parte la politică şi armată, cu chestiuni legate de ştiinţă, cultură şi economie. La dezvoltarea alianţei ar fi trebuit să contribuie şi lichida rea conflictelor care influenţau relaţiile bilaterale (lipsa plăţii pentru confiscarea de către autorităţile române a bunurilor care aparţinuseră polonezilor din Basarabia şi Bucovina, şicanele faţă de învăţământul polonez). Mareşalul nu a pierdut nicio clipă din vedere scopul său principal care era consolidarea alianţei. Tocmai de aceea a încercat să-i facă pe români să conştientizeze necesitatea de a-şi întări armata, de a trata cu seriozitate ameninţarea unei agresiuni sovietice, de a renunţa la exagerarea pericolului maghiar precum şi de a abandona iluziile legate de sprijinul puterilor occidentale. Mareşalul era adeptul încrederii în
forţele proprii. Consolidarea stabilităţii politice şi teritoriale în Europa Central-Estică era menită să creeze un sistem bazat pe Polonia, România şi Ungaria. De aici şi acţiunile întreprinse de Piłsudski pentru pacificarea conflictelor şi apropierea dintre Bucureşti şi Budapesta. Programul mareşalului nu a primit un răspuns constructiv din partea României. Pił sudski a luat notă de acesta, constatând că în cazul unei agresiuni a URSS asupra Poloniei,
Rezumat ļ 335 valoarea României ca aliat va fi nesemnificativă. însă nu vedea o altă alternativă pentru alianţa cu Bucureştiul. Prin urmare a continuat cursul de consolidare a colaborării militare şi de mărire a nivelului de securitate a ambelor ţări faţă de pericolul sovietic. Din această poli tică face parte şi chestiunea încheierii de către Polonia, România şi statele baltice a unor pae tun de neagresiune cu URSS. Piłsudski a dedicat acestei probleme două vizite în România, în 1931 şi 1932. Insă acestea nu au avut efectele scontate. Nu numai că nu s-a ajuns la sem narea de către România a pactului de neagresiune, dar, datorită noului ministru de externe român Nicolae Titulescu, alianţa polono-română s-a deteriorat treptat, devenind între anii 1934-1936 aproape inexistentă. Şeful diplomaţiei româneşti dorea să construiască securitatea ţării sale pe baza altor puteri, printre care şi Uniunea Sovietică, ţară cu care în iunie 1934 România a stabilit relaţii diplomatice. Titulescu nu intenţiona să se oprească aici, dorind să includă România într-un sistem de sprijin reciproc existent din mai 1935 cu participarea URSS, Franţei şi a Ce hoslovaciei. Această pleiadă, împreună cu marginalizarea alianţei polono-române, erau în contradicţie cu linia politicii externe poloneze. De asemenea a stârnit opoziţia multor oame ni politici români, care la fel ca şi cei polonezi, se temeau de creşterea influenţelor sovietice în Europa Central-Estică. Ca urmare a acţiunii acestora Titulescu a fost demis, iar la Bucureşti şi Varşovia au apărut tendinţe puternice de reconstrucţie a
alianţei. Manifestarea acestui obiectiv a fost făcută printr-o serie de vizite reciproce la nivelul şefilor de stat, cara au avut loc între sfârşitul lunii mai şi începutul lui iulie 1937. Mai întâi Principele Moştenitor Mi liai a vizitat Varşovia, prilej cu care i-a înmânat preşedintelui Mos cicki invitaţia de a vizita România. Ulterior, după vizita la Bucureşti a şefului statului polonez, regele Carol al II-lea a plecat împreună cu fiul său în Polonia. Fiecare dintre aceste vizite s-a bucurat de o deosebită atenţie din partea presei şi a radiolui şi au fost organizate cu mare fast şi amploare. Alături de publicul larg au participat la acestea un număr mare de organizaţii de tineret, culturale, sportive şi formaţiuni militare. Punctul culminant al acestor evenimente a avut loc în timpul vizitei lui Carol al II-lea, când s-a hotărât ridicarea reprezentatelor diplomatice ale ambelor ţări la rangul de ambasade. în timpul convorbirilor politice purtate în ambele capitale în iunie-iulie 1937, alături de tendinţele comune de consolidare a alianţei au putut fi observate diferenţele în privinţa atitudinii fată de Liga Naţiunilor şi a Cehoslovaciei. Spre deosebire de şeful diplomaţiei româneşti, Victor Antonescu, Beck critica instituţia de la Geneva, văzând lipsa ei de efica citate şi rigiditatea acesteia. Tot el considera că Cehoslovacia orbitează în jurul Kremlinului şi privea cu scepticism încrederea ministrului român în posibilitatea de a o distrage de la cooperarea cu Uniunea Sovietică. Diferenţele dintre poziţiile Poloniei şi României faţă de Cehoslovacia au devenit şi mai
evidente în timpul crizei cehoslovace din 1938. Destrămarea tot mai vizibilă a ordinii euro pene care a avut loc în lunile următoare au făcut ca alianţa celor două ţări să conteze tot mai puţin în politica lor curentă. Pentru Polonia atacată de Uniunea Sovietică pe 17 septembrie si care lupta de peste două săptămâni cu Al III-lea Reich, activarea alianţei cu România, în
336 ļ Rezumat acest moment de încercare, nu avea o valoare prea mare, datorită slăbiciunii acesteia. Pe de altă parte pentru România, văzând soarta tragică a Poloniei, alianţa cu aceasta devenise un balast, de care ar fi vrut să se debaraseze. Aflându-se într-o situaţie extrem de dificilă s-a hotărât să aplice măsuri deloc lăudabile faţă de autorităţile cele mai înalte ale Repub licii Polone, pregătindu-le pe teritoriul său ultima internare. In pofida acestui final tragic al alianţei polono-române, o mică parte din ea a funcţionat în timpul războiului. Datorită colaborării de 18 ani, îmbinată cu vizitele reciproce la şefilor de stat, România a avut în general o atitudine favorabilă faţă de alianţii polonezi - refugiaţi şi militari. Aceştia fie au găsit în România un refugiu sigur fie s-au putut evacua în Occident, pentru a continua lupta începută pe 1 septembrie.
Summary Visits of the state heads as part of the mutual relations between Poland and Romania in the interwar period Polish-Romanian relations in the interwar period developed under the covenant securing both countries against the dangers of the Soviet Union. A fundamental role in the formation of allied relations was played by the visits of the heads of state. They were the means of creat ing conditions for solving problems that had hindered the functioning of the Alliance, they activated the cooperation of both countries in various fields, they provided an opportunity to push for changes in the alliance and situate it in a wider dimension going beyond bilat eral relations. Mutual visits of the heads of state were an opportunity to establish personal contacts between representatives of the elites. Moreover, thanks to press publicity and in the thirties, also radio, they created conditions first for getting to know both societies and later enriching their knowledge about themselves and the country of the ally. The alliance between Poland and Romania, constituting a force that stimulated the de velopment of relations between the two countries, was finally formed in March 1921. Work on establishing close contacts between the two countries had been undertaken at the end of World War I and it took two years of efforts, mainly on the part of Poland, that the covenant would become a fact in Central European politics. However, its conclusion did not mean establishing close cooperation between the two countries. The military side, which was the foundation of the existence of the
alliance, was particularly important in this respect. In or der to activate it and eliminate the inconsistency between the political and military conven tion in September 1922, the Head of State Józef Piłsudski went to Romania. The result of the visit was the signing of a new military convention fully harmonized with the political system, and immediately followed by a conference of staffs dedicated to the study of possible variants of actions of both armies in case of aggression from the Soviet Russia. From now on, there had been a growing understanding of both political and military relations.
338 ļ Summary It was expected to strengthen the relationship during the return visit to Poland of the Romanian royal couple Ferdinand and Maria. In Poland, plans were also envisaged to extend military cooperation to Paris and, consequently, to expand its formula for a safeguard against Germany. Both in Warsaw and in Bucharest, there was a scheme considered to introduce the Republic of Poland to the Little Entente, transform it into quadruple alliance and target it not only to defend the provisions of the treaties of Trianon and Neuilly, but also to protect the countries of Central and Eastern Europe against the dangers of the German Reich and the Soviet Union. None of those ambitious projects were, however, included in the agenda of matters discussed during the royal couple’s visit in the summer of 1923. The fact that the Romanians felt less threat from the USSR at that time meant that they did not find it neces sary to deepen military ties. The removal from political life and the submission of military functions by Marshal Piłsudski resulted in the fact that there was also no partner for this type of talk on the part of the Republic of Poland. Despite the expectations of the Romani ans, Warsaw was also not inclined to exchange opinions about Poland’s entry into the Little Entente. At that time, Aleksander Skrzyński, who was the promoter of this concept, left the Ministry of Foreign Affairs. As a result, the visit of Ferdinand and Maria, although it had a unique setting (prepared by the previous government), which testifies well to the young Polish statehood, the
political effects were rather poor. However, thanks to the numerous manifestations of Polish-Romanian friendship, in which the royal couple played a major role, interest in the allied country increased considerably in Poland, and this should be included in the assets of the visit. After a period of stagnation, and then a certain revival, Marshal Piłsudski, who re turned to power in May 1926, decided to breathe new life into the alliance with Romania. To explore and prepare the ground for this new course, Piłsudski combined his vacation plans with political projects, leaving in August 1928 for a six-week stay in Romania. Dur ing the meetings with Romanian politicians, he pointed out that the existing cooperation, mainly concerning politics and the army, should be enriched with matters of science, culture and economy. The development of the covenant was also intended to liquidate conflictrelated issues affecting the relations between the two countries (failure to pay compensation for the property owned by Poles in Bessarabia, taken over by the Romanian authorities, and harassment to Polish education). The Marshal did not lose sight of his fundamental purpose of strengthening the covenant. That is why he tried to make Romanians aware of the neces sity to improve the state of their army, of seriously treating the threat of Soviet aggression, of renouncing the exaggeration of the Hungarian danger, and of abandoning the illusions as sociated with the hope of the Western powers’ support. The Marshal appeared as a supporter of faith in the allies’ internal strength.
Strengthening of political and territorial stability in Central and Eastern Europe was to serve the creation of a combination of which Poland, Romania and Hungary would be the main elements. Pilsudski’s efforts were therefore un dertaken to pacify conflicts and bring Romania closer to Budapest.
Summary 339 The Marshal’s program did not meet in Romania with a constructive response. Piłsudski acknowledged this, stating that in the event of the possible aggression of the USSR against Poland, the value of Romania as an ally would be negligible. However, he did not see an alternative to the covenant with Bucharest. Therefore, he continued the course on strength ening military cooperation and raising the level of security of both countries against the Soviet threat. This policy included the conclusion of non-aggression pacts with the USSR by Poland and Romania, as well as the Baltic States. Piłsudski devoted mainly to this issue two visits to Romania in 1931 and 1932. However, they did not produce the expected results. Not only did Romania fail to sign a non-aggression pact, but thanks to the new Foreign Minister Nicolae Titulescu, the Polish-Romanian alliance began to gradually loosen, reaching almost complete stagnation in 1934—1936. The head of Romanian diplomacy wanted to base his country’s security on the super powers, including the Soviet Union; with the latter Romania established diplomatic relations in June 1934. Titulescu did not intend to stop there - he took steps to incorporate Bucharest into the mutual assistance system with the participation of the Soviet Union, France and Czechoslovakia which was formed in May 1935. This constellation in combination with the marginalization of the Polish-Romanian alliance collided with the course of the Pol ish foreign policy. It also aroused opposition among many Romanian politicians who, just like Poles, were
afraid of the growth of Soviet influence in Central and Eastern Europe. As a result of their actions, Titulescu was dismissed, while in Bucharest and Warsaw strong tendencies to rebuild the alliance were revealed. The manifestation of this objective was a se ries of reciprocal visits by the heads of state, which took place between the end of May and the beginning of July 1937. First, the Romanian heir to the throne, Prince Michael visited Warsaw and brought President Mościcki an invitation to visit Romania. Then, after the stay of the Polish head of state in Bucharest, the King of Romania, Carol II, came with his son to Poland. Each of these visits, widely reported by the press and the radio, was organized with great splendour and panache. A large number of youth, cultural and sports organizations as well as military formations participated in them. The culmination was the visit of Carol II, during which it was decided, among others, on raising the representations of both countries to the rank of embassies. During the political talks held in both capitals in June-July 1937, apart from joint efforts to deepen the alliance, differences in attitude towards the League of Nations and Czechoslovakia could be noticed. Beck, in contrast to Victor Antonescu, the head of Ro manian diplomacy, criticized the Geneva institution, seeing its ineffectiveness and ossifica tion. In turn, he considered CSR to be within the Kremlin’s influence and with scepticism referred to the belief of the Romanian minister in the possibility of distracting it from coop eration with the Soviet Union.
Differences in the attitude of Poland and Romania towards Prague showed themselves clearly during the Czechoslovak crisis in 1938. The ever more evident dismantling of the Eu ropean order that followed caused the alliance of both countries to be less and less important
340 I Summary in their current politics. For Poland attacked by the Soviet Union on September 17 and fight ing for over two weeks with the Third Reich, the activation of the alliance with Romania in the trial hour was not of great value because of its weakness. For Romania, in turn, seeing the tragic fate of the Republic of Poland, the alliance was becoming a ballast from which it wanted to disengage. Being in an extremely difficult situation, the Romanians decided to ap ply little praiseworthy measures towards the authorities of the Republic of Poland, preparing for them a place of internment on their territory. Despite such a dramatic end of the PolishRomanian covenant, some of its substitute functioned during the war. Thanks to 18-year cooperation interspersed with mutual visits of the heads of state, Romania generally took a friendly attitude towards former Polish allies - refugees and soldiers. They found a safe haven there where they could live or they could evacuate to the West to continue the battle begun on September 1.
