SUMMARY Kytsak B. Y. Medicine in Reichskommissariat Ukraine in the years 1941-1944. Monograph. The monograph contains systematic and comprehensive study of the features of medical provision in the conditions of Nazi occupation on the territories included in Reichskommissariat Ukraine in the years 1941-1944. The scientific novelty of the research constitutes stating and systematic analysis of a topical problem, which has not received a proper interpretation in history. The research results include the following: - the process of medical sector evacuation of the UkrSSR is reconstructed; - the Soviet history statement on the absence of organized medical care in the years of UkrSSR occupation is refhted at the scientific level; - a comprehensive historical research of the Nazi occupation policy in the field of medical service for the population is conducted; - the system of medical care management on the territory of RKU is examined; - the main point is substantiated that evacuation of the property and staff of the UkrSSR health care system had a negative impact on medical service for the residential population during the first months of the Nazi occupation; - specificity of the Nazi occupation policy concerning medical service for the residential population is characterized and the main point is stated and substantiated that the Nazis strove to maintain the minimal health level among the population and to control the sanitary and epidemiological situation in the occupation zone; - health care departments activity aiming at restoring the medical institutions network is shown; -
functioning of the humanitarian organizations regarding medical care of socially disadvantaged categories of people is highlighted; - sanitary and epidemiological situation on the RKU territory and the German occupation authorities actions aiming at its standardizing are examined. At the beginning of the German-Soviet War in the summer of 1941 there began evacuation of the republic medical and sanitary network from the territory of Ukrainian SSR far inland of the USSR. In general, the process of relocation should be characterized as incomplete and largely unprepared, since in evacuation military industrial complex was primarily emphasized. This, in its turn, resulted in great losses in the Ukrainian SSR medical sector. Medical higher education institutions, valuable property of hospitals, polyclinics, clinics, pharmacies, as well as medicines, reagents and vaccines were subject to 3
evacuation. Due to organizational difficulties, a significant number of establishments, institutions and healthcare staff were not evacuated. It was a serious negligence on the part of the soviet leaders. However, for the sake of fairness, evacuation should also be assessed from the point of view of the residential population which remained under the Nazi occupation. In general, ineffective evacuation had a positive shade, because a significant amount of property and number of medical staff remained on the territory of Ukraine and worked in favor of the RKU residents. This enabled the restored medical institutions to begin their active work on setting up activities and preventing a health emergency at the beginning of occupation. At the beginning of occupation the activities of the Nazis and the Ukrainian auxiliary administration in the field of medical care for the population took place in several areas. The focus was on the opening of medical institutions (hospitals, polyclinics, ambulances, pharmacies, sanitary-epidemic stations, etc.). The Nazi administration inventoried all the property of the medical network on the RKU territory in order to comprehend the realistic state of affairs in this field. It should be mentioned that a large number of medical institutions opened without proper material and technical equipment (medicines, bandaging materials, instruments, fuel, vehicles), which directly influenced the quality of medical services and efficiency of emergency care. Particular attention was paid to the record of medical staff of the higher and middle level. The
Germans used doctors with great professional experience in their own medical institutions. A part of the medical staff was sent by the Nazis to Reich to take care of the Ostarbeiters. Owing to the military time and minor importance of the medical care for the RKU residents to the Nazis, during the years of occupation the issue of medical institutions financing was acute. At the beginning of the occupation, all medical institutions were on the town and village boards balance. In the middle of 1942, the German leadership transferred almost all medical institutions on a selfsupporting basis, previously having purposely fixed a fee for medical services. Taking this into account, a significant number of the RKU residents were not able to receive high-quality medical care. For the functioning of the medical sector it was important to have available medicines. During the Nazi occupation, the issue of medicines remained extremely acute. Medical provision of the medical institutions and pharmacies, where the population could buy the necessary medications according to prescriptions, was originally settled through closing and redistributing the property of private pharmacies which used to belong to Jews. During the years of the German-Soviet war, on the territories constituting the Reichskommissariat Ukraine there was an urgent issue of providing a system of 4
medical care for the residential population with professional medical staff. In order to settle the problem of medical staff shortage, the German authorities resumed educational process in three medical higher schools (Vinnytsia, Kyiv and Dnipropetrovsk). In addition, with the help of the local auxiliary administration the Nazi authorities opened medical schools, and introduced short-term professional courses, which were to contribute to complementing middle medical staff. The occupation administration considered the issue of medical staff training not in the interests of the residential population, but solely in terms of the tasks that faced it. The Germans considered the situation on the territory of Reichskommissariat Ukraine only from the point of view of the successful implementation of their own military and economic plans. Taking into account the interest of the Nazis in preventing rise and spread of epidemics among the population and quartered Wehrmacht units, the occupation authorities resorted to a number of preventive measures. Actually, this pragmatic approach explains the Nazis’ policy towards the stabilization of the sanitary and epidemiological situation. In the years of the temporary stay of Nazi authorities on the territories that formed the RKU, much attention was paid to the sanitary treatment of captive Red Army soldiers, who were partially released from the camps and who were the main threat of spreading of infectious diseases that had caught in the barracks. One of the infectious diseases, that appeared more often than in the pre-occupation period, was
typhus. For infected patients, the Germans introduced free treatment, disinfection of things and sanitary treatment of dwellings. During the years of occupation, the situation with venereal diseases was sharply aggravated in comparison with the prewar years. This is partly explained with the disordered sexual intercourse of the Wehrmacht soldiers and local women who began to use the factor of the Nazis’ presence as a peculiar survival strategy in the difficult conditions of occupation. Additional factors that significantly influenced the dynamics of the venereal situation on the territory of the Reichskommissariat Ukraine were the chaotic and uncontrolled proliferation of prostitution, sexual violence by German soldiers and representatives of the Nazi administration over women. Due to the existing problems in the functioning of medical institutions during the occupation, humanitarian organizations (mutual aid committees, Ukrainian Red Cross and charitable institutions) launched active work on the Reichskommissariat territory. This auxiliary link during the years of the German-Soviet war began to play a significant role in the guardianship of the socially vulnerable groups of the population. One of the types of the work undertaken by the organizations was the medical care for socially vulnerable 5
(disabled, pensioners, children, orphans, the poor and prisoners of war).The important results of the work included reducing mortality among prisoners of war - as a result of the situational cooperation between humanitarian organizations and the Nazi camps leaderships. During the German-Soviet war and the temporary stay of the Nazis on the territories that formed the Reichskommissariat Ukraine, the medical and sanitary network was hit hard. High indices of destruction of the medical educational institutions, pharmacy network, sanitation service, and water supply systems also influenced the general deterioration of the republic inhabitants’ health, especially in the difficult restoration period of the UkrSSR health care system in the post-war years. The practical significance of the gained results consists in the possibility to use them for further scientific research, in the preparation of generalizing works on the history of the Second World War, in the writing of articles, the development of lecture courses, the creation of textbooks on modern history of Ukraine and historical area studies for pupils and students. The research materials will contribute to expanding a new theoretical concept of the history of the Second World War on the territory of Ukraine, bringing it closer to a real reproduction of the multifaceted life of Ukrainian society during the occupation period. The thesis conclusions should fill the gap that was formed in the minds of Ukrainian society regarding the Nazi policy in the field of health care for the population of the occupied territories. 6
