Summary Nothing Happens Here . Living Conditions in Rural Peripheries The book focuses on spatialised forms of social inequalities. In particular, it explores the various forms of disadvantage associated with living in rural peripheries. Rural peripheries are relatively sparsely populated places, with poor transport connections to large cities, which don't profit from the pop ulation growth typical of the suburban and peri-urban countryside. At the same time, rural peripheries are affected by a range of social problems. The individual chapters of this book try from different perspectives to find an swers to the question whether people living in rural peripheries face specific challenges and whether the environment in which they live arts as a catalyst for various forms of deprivation and is a barrier to taking advantage of the same opportunities others have. The book shows that rural peripheries represent a diverse residential context whose living conditions are perceived differently by different popu lation groups. An appropriate framework for describing the life experiences of peripheral residents is the concept of a limited structure of opportunities. Places with a limited structure of opportunities are territories that are un der-equipped with various types of important resources and institutions. Di verse opportunities relate to job offers, education, and public and private ser vices, including health, leisure activities, and transport options. Because of the difficulty accessing opportunities, many inhabitants feel that they have to try harder than others to
enjoy the activities and get the opportunities that are common in society. The Czech peripheries, however, at least for the time being, do not represent a spatial trap for the majority of the population. Such traps are typical of poverty and deprivation and the inability to get out of those situations easily. Rural peripheries as a whole are socially too heter ogeneous to reproduce poverty and social exclusion to a greater extent, cre ating social and spatial traps for their inhabitants. 237
In the first chapter a range of theoretical perspectives related to spatialised forms of social inequalities are presented, thus offering a conceptual background for the empirically oriented contributions that follow. The second chapter sets out to define peripheral rural places represent ing rural areas characterised by deteriorating living conditions or by an in creased level of different forms of social disadvantage. Although Czech rural areas have seen their population growth stimulated by urban-to-rural mi gration in the past 15 years, changes in the regional economy, rural services, and population mobility have led to new regional differences. The empirical delimitation of the rural peripheries used here is based on existing statistical data collected by the Czech Statistical Office and state administrative bodies. The data are analysed using a combination of statistical methods and a mod elling of the transport accessibility of services in the regions. The results in dicate that several different types of peripheral areas can be distinguished in the countryside: peripheries characterised by low qualifications, lower living standards, and the absence of a middle class; peripheries with an increased risk of social exclusion; peripheries with poor accessibility; and peripher ies facing demographic challenges. Different types of peripheries differ from each other by the intensity with which different problems manifest them selves in the regions. Individual types of peripheries overlap only to a lim ited extent. The third chapter focuses on the issue of spatial
differentiation of income from employment. Its aim is to show whether there are localities and regions in the Czech Republic with above-average and below-average incomes, what size of income differences exist between these areas, and how these differ ences can be explained. It also explicitly addresses the question of the income situation in rural peripheries. The results show that there are indeed sig nificant spatial inequalities in wage levels in the Czech Republic. These dif ferences, however, can be hardly captured in a commonly used comparison of NUTS3 regions. A detailed spatial view shows the existence of relatively large areas with significantly below-average wages. These territories occur in almost all NUTS3 regions and largely overlap with areas we have identified as peripheries with lower qualifications and lower living standards. Low in comes in these areas are partly due to the lower education levels of the pop ulation. The limited job offers as well as lower pay for the same type of work compared to other regions have also been demonstrated to have a negative impact. Chapter four examines regional differences in the supply of and demand for secondary school education in Czechia. It shows that spatial disparities are most visible in the case of secondary general schools (gymnázium) de- 238
signed to prepare students for study at universities the supply and demand for which is concentrated in the largest metropolitan areas. The educational outcomes of graduates of secondary schools, as measured by their scores in state school-leaving examinations, depend mainly on the type of secondary school attended - students of secondary general schools score better than students of secondary technical schools and much better than students of secondary vocational schools. Regional inequalities in educational outcomes are substantial, mainly due to the different composition of individual school types in various regions. However, regional differences in educational out comes are relatively low when the results of students from the same type of school are compared. Chapter five deals with the impact that childhood place of residence has on vertical social mobility. Specifically it focuses on the peripherality of place of residence as one of the factors explaining unequal social mobilities. The results show that the effect of the place where a person grew up has a mod est and time-varying effect on the level of education and social status he or she attains. While the level of education and socioeconomic status can be predominantly predicted on the basis of family background, the level of centrality-peripherality of the place of residence also affects educational attain ment and socioeconomic status at the beginning of a career. However, these effects do not apply to the entire generation born after 1976; the influence of place of residence was revealed only in the cohort of
adolescents born in the 1990s, while for the period after 2000 there are no differences according to the type of settlement. This trend can be explained by demographic de velopment combined with the gradual introduction of educational reforms in the Czech Republic, as well as the emergence of opportunities in the la bour market, which initially benefited mainly the inhabitants of large urban settlements. In chapter six, the spatial differentiation of satisfaction with different as pects of life is presented. The results show that the satisfaction of people liv ing in rural peripheries is actually lower than in cities, but also lower than in other rural places. People are less satisfied with the local infrastructure and feel less safe. They also rate relationships between people in the locality as worse. However, the results of the analysis do not indicate any increased ten dencies towards outmigration from rural peripheries. One of the surprising findings was the overall very high level of satisfaction in suburban places. Chapter seven is a qualitative study of precarious work and working con ditions in rural peripheries. Based on a series of qualitative interviews, the chapter shows that people with lower education living in peripheral regions have quite a lot of experience with various forms of precarious or semi-le- 239
gal work. The limited supply of job opportunities in the region and, in par ticular, the constrained access to jobs due to the fact that commuting is time-consuming and costly, reduces job choices for people living in periph eral regions. Accessibility constraints combined with additional individual disadvantages, such as low education, dependence on public transport, and the need to harmonise work and family life, increase the readiness to accept precarious working conditions and flexible working hours. The analysis also uncovered a range of household economic strategies. Combinations of differ ent income sources including state employment schemes, social benefits, and untaxed earnings turned out to be a common strategy for coping with exist ing economic uncertainties. The eighth chapter focuses on family life in rural peripheries by assess ing the constraints and specific opportunities for family life and childcare. Family life is associated with the need to coordinate the time-space activi ties of individual family members. Children are dependent on parental sup port in a number of their activities. Achieving this coordination in rural peripheries may not be a simple task for families and their members. Gen erally speaking, the limited supply of work and especially the type of work most easily accessible in the periphery, together with the complicated trans port situation, the underdeveloped availability of alternative ways of pro viding childcare, and the small variety of schools and activities available for children all reduce options in choosing schools and
out-of-school activities, and complicates the effort to reconcile care and employment, especially for women. However, these constraints are experienced in a highly individual ised way. The ability to adapt to the residential context depends on the re sources available to the family and the ambitions and aspirations of individ ual family members. The results of the analysis also point to the fact that the economic resources of individual households play an important but not de cisive role. Other very important resources include spatial mobility options, parents' time flexibility, and social support. In chapter nine the authors seek to identify the mechanisms that may be driving the emergence of new segregated localities that tend to be inhabited predominantly by members of the Czech Roma minority in rural and periph eral locations. While most of the segregated locations continue to be found in urban environments, the comparison of the two countiy-wide mappings conducted in 2006 and 2015 indicated that the share of rural locations has been growing. The authors first introduce three hypotheses as alternative explanations for this development and then conclude that the emergence of such localities in rural areas is in reality a combination of factors. While the often debated movement of poor people from economically stronger cities 240
has a place in this story, similar importance should be given to the segrega tion processes that occur within disadvantaged rural regions. The last fac tor mentioned by the authors is the deepening of knowledge about socially excluded localities as a result of the concept's introduction into Czech pub lic policy. While the data seem to indicate that many of the places are rather new, a closer look reveals that many had existed since the beginning of the millennium but had not yet been identified as such by researchers and pub lic authorities. 241 |
