SUMMARY The aim of our study is to capture how the dispute over the migration crisis , has manifested itself on political banners. It strives in other words, to show how this crisis, which has burst with unprecedented strength in the public space in recent years, is being represented through individual slogans, visual images, symbols and metaphors. We will focus on how demonstrators frame the migration crisis, from what position they express themselves, who they oppose and on the values they represent. We also wish to draw particular attention to the dialogue between the various voices in this dispute, their interaction, the clarification of individual allegations, identities and values. The way in which the dispute over the migration crisis has manifested itself on political banners on the Czech squares can be perceived as a dispute over an event, an identity and over a number of values. Different reactions towards the migration crisis arise primarily from different frames of the wave of migration as an event. Regarding political banners we can trace two basic frames of the recent migrant wave: the first one sees it as an invasion (invasion, Islamisation), the second one as an escape . In the first case, the migratory wave is perceived as both dehumanised and masculinised form of a thread, while the second considers migrants as individual men, women and children fleeing the danger. While the main visual symbol used in anti-immigrant demonstrations has become a drawing of a crossed out mosque, the symbol of Islam as a threat or of a process of Islami sation which
must be stopped, the main visual metaphor held up in demonstra tions organised to support refugees is a picture of a family fleeing. In the case of the migratory wave as defined as an attack, the refusal of mi gration becomes from the perspective of the demonstrators a defence (fight with a Turk, a mediaeval medieval crusade against the enemy, etc.). If, on the other hand, migration is defined as an escape from danger, the action of letting refugees in becomes a gesture of help towards one s neighbour. The dispute over the migration crisis is also a dispute over who we are. The political banners indicate that in the physical public space a number of different identities compete with one another. It might be a threatened, oppressed Czech identity excluding anything different to it (which is reflected in demonstrations in particular in the form of Czech flags) or Europe as a threatened civilisation de-
fending itself against the enemy. These, however, are opposed by a shared hu manity with those who escape as well as by other concepts of the Czech and Eu ropean identities. While Czechs on the anti-immigration rallies declare on banners This is our home , demonstrators supporting the refugees refer to the collective historical experience of us, the Czechs with being a refugee and forced to exile ( Even we used to flee ). The others appearing on political banners participate in constructing and confirming the notion of we . Alongside the Prague Café , NGOs or deceitful media , the others are represented mainly by Islam and the European Union . The others on banners are very often pictured through crossed-out sym bols or in prohibitory signs - be it a crossed-out mosque or crossed-out EU flag. One side of the other is also the imaginary other side in the dispute. One could observe a construction of a type of coherent opposing party both in demonstrations against migration and in demonstrations in support of refugees. Various voices which support the refugees in the public space get the label of a do-gooder , various voices against the immigration get labelled as Nazis . By calling the opponents do-gooders or Nazis , the demonstrators, however, par ticipate in the construction of the opposing party , and actually take part in the process of unification. The demonstrators on the different sides of the dispute clarify the identity between themselves; the identity becomes the subject of the dispute which takes place among others on the political
banners as well. The dispute over migration as perceived through political banners is for the most part a dispute over values where demonstrators argue about what values should be the key ones for society. Another element worth mentioning is that while defending fundamentally different requirements and attitudes, the various opponents in the dispute use the same terms and concepts (democracy, human rights, freedom, European values, etc.) and simply fill these with a different con tent. The nature of the studied material, the political banners, certainly does not allow us to describe the dispute over migration in the public space in depth. This was never, moreover, the aim of the present text. It strives to use the specifics of the political banner as an original source and to show how the dispute over the migration manifested itself through simple slogans, pictures, symbols and metaphors on Czech squares. It attempts to monitor the debate between various voices as perceived on political banners and the negotiating of the meaning which took place during this debate. The aim of this text is to outline, through this par ticular example how a political banner can be used as an original source and to show why it is important to document political banners from demonstrations and even store some of these in museum collections. 144
