ANNOTATION
Monetary reforms are traditionally and fairly relied on by historians and
economists among those events that can have a strong and diverse impact
on the development of national economies; it is important that the nature
and strength of this impact can be completely different. Monetary reform,
planned rationally and timely and implemented correctly, will be highly like-
ly to stimulate the country’s socio-economic development. The reform that
is untimely, ill-conceived, as well as the one that is tailored according to
“foreign patterns”, without taking into account the national specifics and
features of the current moment, can affect the economic development of
society and the state in the most negative way.
Let us note one more important circumstance: the impact of monetary
reforms is not limited strictly to a purely economic sphere: affecting all as-
pects of everyday human existence, they inevitably affect the mentality and
behavior of people, and the level of people’s trust in state authorities, and
in general the socio-political climate in the country, being, thus, one of the
most significant factors of success - or failure of the country. The analysis
of monetary reforms that took place in history is not accidentally recognized
as an important and relevant research task.
In the history of the Russian centralized state there were more than a
dozen monetary reforms that had a strong impact on the country’s social
and economic life. A special niche in the series of monetary reforms is
occupied by reforms carried out under difficult conditions of the postwar
period.
Called in a short time to solve specific tasks for the normalization of
unbalanced money circulation, and also contribute to the restoration of the
national economy destroyed by the war as a whole, they play a critical role
in the development of the national economy. The group of the “special”

reforms include the post-war monetary reform in the USSR in 1947, which
is the subject of this monograph.
In studying the monetary reform, the authors of the monograph resorted
to a logically verified scheme, within which all stages of the “life of the
monetary reform are consistently considered — from its preparation and
practical implementation to its immediate and remote results. However, the
authors did not confine themselves to specific historical and economic issues
only; many other important aspects of the reform are being investigated,
including methodological methods for analyzing monetary reforms. Let us
dwell on the key plots of the collective monograph in more detail.
The monograph starts with an introduction that offers the reader basic
guidelines for the monetary reform of 1947; it is important that the reform
of 1947 is given not in isolation but in the general historical series of all
major monetary reforms in Russian history, starting with the monetary reform
of Elena Glinskaya at the beginning of the 16th century and ending with
monetary reforms of the late twentieth and early twenty-first centuries. His-
torical genetic and historical comparative approaches to the problem make
it possible to see monetary policy in Russia in development and diversity,
making an analysis of the post-war monetary reform in the USSR more
accurate and balanced.
The authors begin with a detailed analysis of the 1947 reform by exam-
ining its causes and prerequisites, both domestic and international. The
problem of counterfeit money is also discussed in detail, without investiga-
tion of this problem the analysis of the prerequisites of reform can not be
considered complete. The study carried out by the authors leads them to
the conclusion that the monetary reform in the USSR was natural and in-
evitable: it had been predetermined by the long-term functioning of the
country in the conditions of the mobilization economy; the Soviet Union’s
exit from the post-war crisis without the introduction of such a reform
seemed almost impossible.
Further, the authors of the monograph concentrate their attention on the
question of preparing the reform. The next part of the monograph is devot-
ed to those people who developed this reform of fundamental importance.
The authors investigate under what circumstances the main conceptual
provisions, principles and methods of the future monetary reform were for-
mulated, how the “developers” of the reform defended their point of view,
how they coordinated their positions, and whose opinion and why turned
out to be decisive finally. Regular attention was paid to the consideration of
practical measures, which were preparing the ground for the successful
implementation of the reform; one of such measures was the intensification
of commercial trade.

This section of the monograph is all the more important that the leading
authors of the post-war monetary reform were professors and scholars of the
Financial University, as well as its graduates; the USSR Finance Minister
A.G. Zverev was among them. The fact that at the beginning of the 21st
century the Financial University1 is one of the leading educational centers
of the country, is largely due to their merits.
An equally valuable material is presented in the next part of collective
scientific work: the section is devoted to the peculiarities of carrying out the
monetary reform in life, the reaction to it from citizens, and the role of re-
form in restoring the national economy.
A panorama of the USSR’ economy in the years of the Great Patriotic
War and in the post-war period unfolds before the reader; all stages of
preparation and implementation of the monetary reform are outlined; con-
vincingly, with the use of statistical data, the overall positive impact of the
reform on the national economy as a whole system is shown.
The materials of the next, fourth part of the monograph, which is devot-
ed to the problem of the mixed nature of the Soviet economy and the mu-
tual influence of the mixed — to some extend — socialist economy and the
post-war monetary reform, are of clear scientific novelty. The authors of the
monograph, applying the principles of a sociological approach to this prob-
lem, analyze the behavior of various social groups of Soviet people, includ-
ing self-employed, tracing how the behavior has changed in time - from the
stage of waiting for the monetary reform to its full completion and realizing
its results. The authors consider different types of economic psychology and
behavioral tactics with regard to the monetary reform on the part of the
townspeople and the villagers, showing which groups of the population have
won and which have lost from it.
Among those who benefited because of the monetary reform, there were
“businessmen of the shadow market” also. The materials of the monograph
show that the “black market”, being one of the factors influencing the prac-
tical implementation of the post-war monetary reform, was itself influenced
by it; however, it was not eradicated, and in some respects, it even strength-
ened and expanded. An analysis of the multistructural nature of the econo-
my that existed in the post-war USSR, as well as the study of the “black”
market, its causes, scale, impact on the everyday life of citizens, can large-
ly correct the traditional view on the life of Soviet society, wide-spread in
scientific and journalistic literature, making it more accurate and close to
what was in reality.

The large-scale use of archival documents will allow the reader to feel
the atmosphere of that post-war period; some archival documents the read-
er can also find in Appendix 2 to the monograph.
The real picture of how exactly the monetary reform was implemented
and how it was perceived by the population of the country, is supplement-
ed by a comprehensive analysis of the directions and the research methods
used by the professional scientific community in order to investigate the
monetary reform of 1947. The reader is invited to get acquainted with the
main scientific paradigms of the post-war soviet monetary reform and the
research and common “stereotypes” that have been developed in its relation.
The estimates given to the reform in the domestic and foreign historiography
on its key parameters by the research community are summarized and crit-
ically reviewed. Modern methods of studying of monetary reform, carried out
on the base of the mathematical methods, are also worth of noting. The
analysis of monetary reform on the base of the mathematical apparatus
based on the theory of catastrophes gave generally convincing results, albe-
it a bit unexpected.
The readers looking forward to the future will certainly be interested in the
materials of the final section of the monograph. Starting from the experience
of monetary reforms in the past and analyzing the current monetary systems
in the country and the world, the authors of the monograph try to foresee the
main directions in the development of future monetary systems, determine
the main vector of their possible evolution, and see the contours of monetary
systems in the emerging digital economy. Indeed, the money economy of the
country has come a long way, and the post-war monetary reform in the USSR
in the year 1947 was an important milestone on this path.
