De Gaulle and Poland
- exceptional relations?
Summary
General Charles de Gaulle was one of the greatest statesmen of the twentieth century.
He served France throughout his entire life: first as a military man and then as the politi-
cal leader. He was convinced that France cannot be France without greatness. He served
and was wounded in the First World War. In the interwar period, he gradually climbed
the ranks of his military career. His life changed radically when in 1940 he rejected the
policy of capitulation pursued by the then French government and decided to fight fur-
ther, creating Free France. He became a politician, a leader of the state and the nation.
After the liberation of France, he chaired the government until early 1946. He returned
to power in dramatic circumstances in 1958. His rule, which lasted until 1969, has left
a lasting mark not only on France.
Although de Gaulle put France and its interests first, he was not indifferent to the
fate of other countries or nations. He could understand and appreciate their grandeur,
as well as indicate their flaws and weaknesses. Occasionally superficial, stereotypical
and simplifying, his statements nevertheless often contained deeper reflection resulting
primarily from his knowledge of history. De Gaulle made frequent efforts to demon-
strate to various nations how special and unique they were to him. He would praise their
glory, courage, power, impressive achievements and grand history.
De Gaulle expressed interest in Poland and its problems since his youthful years.
Still a student, he described the Poles’ aspirations to regain independence, while ap-
preciating their efforts and perseverance in the fight for Polish sovereignty. He came to
know Polish matters best between 1919 and 1921, while serving in Poland as a mem-
ber of the French Military Mission. Apart from his youthful excursions on the Rhine
and the period of imprisonment in Germany during the First World War, it was his
first such a long stay outside of France. Many descriptions and assessments of various
aspects of Polish reality have survived from that period. Mostly interested in military
issues, de Gaulle was also a keen observer of everyday life in a state that had just won
its independence and struggled with several problems. When he first got to know Po-
land in 1919, it was a poor country, devastated, internally tom, threatened by enemies,
but also capable of the greatest sacrifices and able to defend its independence. Even
235
if his opinions of Poland were occasionally very severe, he nevertheless advocated its
close relations with France. With time, however, he lost his interest in Poland and his
scarce statements only indicated that he ceased to perceive Poland as a valuable and
loyal ally.
De Gaulle had to grapple with Poland’s problems again during the Second World
War. As the leader of Free France, he attempted to develop relations with the Polish
government in London and support its efforts to represent Polish interests in the inter-
national arena as far as his limited possibilities allowed him. However, it soon turned
out that too far-reaching support for the Polish émigré government was not necessarily
consistent with the interest of France. The new Polish reality, resulting from actions
taken by the Soviet Union, forced him to make a choice. This was particularly evident
during his talks with Stalin in December 1944, when his goal was to conclude a two-
sided alliance against the eternal enemy of France, i.e., Germany. In return for signing
the agreement, de Gaulle agreed to establish relations with the Lublin Committee, al-
though he swore, even after years, that it was not official. Despite apart alarming signs
of the soviétisation in Poland, he decided to recognise the Provisional Government of
National Unity, which emerged following the Yalta arrangements that he condemned so
much. It was the pragmatism that triumphed in him; the conviction that one should deal
with those who really exercise power. Some condemned him for this, accusing him of
excessive indulgence and submission to the communist reign in Poland, while others
accepted the act with understanding.
And finally, there came the third moment when Polish affairs became particularly
close to de Gaulle’s heart. This happened after 1958, when as president of the Fifth
Republic he took steps to build a Europe of nations from the Atlantic to the Urals. In
this Europe, an important role was to be played by Poland, which he visited in 1967.
It was also a kind of sentimental journey, a return to the times when he served Poland
within the French Military Mission. The visit turned out to be his personal triumph. He
was greeted by the crowds of Poles all over Poland, which for him was the evidence
of strong ties connecting the two countries, as well as confirmation that Poland had its
place in Europe from the Atlantic to the Urals. During the talks, he encouraged the then
Polish authorities, headed by Gomulka, to follow the example of France and decide on
a more open and independent national policy. He hoped that it would bring results in the
long term within the framework of a common Europe. For a moment, the Poles felt that
they occupied a special place in the politics of the President of France. His arrival gave
the Poles a feeling of considerable hope that the West would re-appear in Poland, that
France’s influence would increase and become a counterweight to the USSR. However,
the communist authorities ignored the invitation of the French president to cooperate
within Europe from the Atlantic to the Urals. De Gaulle trusted, however, that the seed
of freedom sown by him would eventually yield fruit.
General de Gaulle had and still has many supporters in Poland. They think that he
treated Polish affairs in a special and unique way. If, however, by uniqueness we were to
— 236 —
understand putting Poland on a pedestal or treating its interests as a priority, it was not
so. However, most certainly the Polish affairs were neither unfamiliar nor indifferent
to de Gaulle, a fact he often expressed. This was particularly evident in the approach
to the issue of the western border of Poland. From 1944, as the only western leader, he
consistently made it clear that the Polish-German border on the Oder and Neisse was
inviolable, even if such stance repeatedly brought him into conflict with the closest ally
of France - the Federal Republic of Germany. This support was particularly visible in
1967, during his memorable trip to Poland, which made the history of post-war Poland
and takes a prominent place in the biography of the French leader.
