SUMMARY
“The long 1 9thcentury” has in many ways changed the Ottoman Empire,
both in political-military and economic-social view. The destruction of the
conservative opposition, starting with the Janissaries in 1826. and the proc-
lamation of the reform, were clear announcement of changes in the social
hierarchy of power based on the material basis.
The situation in the Empire was reflected to all provinces, and also to
Bosnian eyalet, where the market liberalization in the first half of the 19th
century opened the possibility for the tradesmen to strengthen their trading
position and acquire significant financial gain due to proximity of the Aus-
trian Empire and the importance of the road through the Bosnian eyalet to
Istanbul. Even though the year 1851 was marked as the turning point in lib-
eralization of the trade in the Bosnian eyalet, its roots and causes can be also
followed in the previous decades. Loosing protection from the state authori-
ties for esnaf organizations is clearly observable in Sarajevo already during
’40s of 19!h century, and free trade choice of products and quantities thereof
even earlier. Changes in the second half of 19th century also arose from the
proclamation of special laws related to the trade, as well as from establishing
institutions that would follow and realize new decisions in the field.
Establishment of the Trade Court in Sarajevo represented a very im-
portant event in development of the trade. During first years the Trade
Court worked proportionally to the number of tradesmen and problems
that were present, and accordingly made its revenues. Sarajevo traders
used the advantages of lawsuits, if it was necessary, but this court proved
as especially important when declaring bankruptcy.
Parallel to the changes in the legislative system appeared the changes
in the structure of the society. New trading elite appeared at the moment
when the Empire had not anymore the possibility to control tradesmen
outside the esnaf organizations, who by their intelligence and financial re-
lations, transferred the trade from the narrow circles of limited esnaf busi-
ness activities to trade activities founded on capitalist trade development.
Their significance was shown through the fact that they represented the
basic element for development of city’s economy.

Differentiation within the tradesmen structure is visible already in the
first half of the 19th century, when the financial differences amongst its
members is clearly observable. Based on the type of business activities and
wealth, the tradesmen can be divided into three groups: small, medium and
large tradesman. Small tradesmen were usually craftsmen, while the me-
dium tradesmen could characterize the volume of their activities as retail
trade, within the market where they had their shops. Sarajevo trading elite
were large tradesmen, who conducted their business outside the borders
of Bosnian eyalet, but also outside the borders of the Ottoman Empire in
general, to whom the trade was the basic occupation from which they ex-
clusively and constantly increased the trading capital.
The trade between the cities, regions and states was exclusively in the
hands of large tradesmen. Their openness to foreign markets and break-
through, especially in the second half of the 19th century, will separate them
completely from the remaining trading circle, while their financial power
will at the same time influence their social-political reputation.
The Sarajevo trading elite was multi-confessional in composition, and
the original documents clearly indicate that the religious affiliation did
not have any influence on the trading system, type of products or cities in
which the trading business was done.
Establishment of trading houses of Sarajevo trading elite can be fol-
lowed from the beginning of 19th century, when the gradual prosperity of
the trade begins, which in the mid-19th century led to creation of several
very strong trading houses in Sarajevo. The work of these trading houses
can be traced through three generations, where the third one is the one that
divided, collapsed or changed the basic interest.
The trading system did not change significantly during the 19th cen-
tury, exclusively because the institutions of the economic system did not
come to existence. Here we primary think of the banking system. In the
period of second half of 19th century the Sarajevo trading elite worked
mainly according to the system of creditor-debtor relations, but exclusively
because of objective reasons, namely the impossibility of paying the goods
at the time of the order. The claim that this system existed because of the fi-
nancial resources of the Bosnian traders is not sustainable. The area where
the Sarajevo wholesalers conducted their business covered the area of sev-
eral thousand kilometers and without adequate economic system changes
were impossible. Completely same system was vice-versa, if tradesmen
from the Vienna, Trieste or Osijek ordered the goods from Sarajevo trades-
men, the goods would be paid as soon as the first opportunity would arise.
This clearly indicates that the system existed for practical rather than
financial reasons. Religion had absolutely no part in this system. There are

many examples that confirm this conclusion, and one of the most impres-
sive cases is Franjo Dropulic, who requested from Gavro Jelic to help and
give the goods on credit to Hasan Fazlic. Even though Franjo was irregular
payer, his recommendation was sufficient for Fazlic to get what he wanted
and on credit. There are many more similar examples. If a small tradesman
from the Bosnian eyalet / vilayet would purchase the goods on credit, then
the payment would follow at the next purchase or at agreed time, written
on the receipt. Purchase of the goods by these tradesmen did not have
specific time nor did it relate to certain number of times in a year, it solely
depended on needs and quantities of goods that were purchased before.
The payment was done according to the same principle.
The volume of work required also the spacial expansion, so all the Sa-
rajevo merchant elite in the second half of the 19th century had more shops
and storerooms. The rise of commercial houses was clearly noticed through
opening branches, particularly in the very important shopping centers, as well
as using the brand as a unique label for a particular merchant’s house. Assort-
ment with which traded Sarajevo merchant elite was extremely diverse, from
the food, textile, to various types of fur, then iron, tobacco and other possible
items, depending on the demand. The volume of their trade was significant
compared to the overall trade balance Bosnian eyalet / vilayet.
Concrete shifts in building the road network through the Bosnian eya-
let / vilayet were of significant importance for marketing of goods and the
transport. Nevertheless, the Bosnian eyalet / vilayet had only in the period
of Topal Osman- Pasha, in the seventh decade of 19th century, started with
the concrete reconstruction of the road network, aimed at easier transport
of goods. Sarajevo trading elite transported and marketed the goods in sev-
eral directions: through Livno to Split and Italian market, then through
Brod to Austrian centers and to East towards inland of the Ottoman Em-
pire, through Serbia and Bulgaria. The volume of the trade and the direc-
tions used by Sarajevo trading elite for trade is the best illustrated by the
fact that they in the second half of 19th century actively conducted trading
business with more than 80 trading centers.
Basically all trading directions were directed towards big trading cent-
ers like Istanbul, Vienna, Trieste, Leipzig and Pest. Great number of cit-
ies and smaller settlements that were on these roads were of significant
importance for expansion of the trading business of the Sarajevo trading
elite. Sarajevo trading elite had in the second half of the 19th century, be-
sides these centers, attempted to expand its business network to Germany,
France, Britain and Egypt.
The most important direction of trade beyond the borders of the Ot-
toman Empire for the Sarajevo merchant elite led through Brod to Vienna

and Leipzig. Going through the Metkovic was extremely rare, while the
transport of goods to Trieste was across Livno and Split.
Goods that were transported to Istanbul went through Edren, Filiba
(Plovdiv), Samokov and Pazardzik. One of the most important trading
centers for the Sarajevo trading elite, in Rumelia, was Uscup. That was a
city to which the goods were shipped, where the goods were brought and
transported. The Sarajevo trading elite often made agreement on marketing
their goods with tradesman, trading houses or companies that had shops
outside Sarajevo, who would according to that agreement sell their goods.
Traditionally the most important chain in the transport of goods within
the Ottoman Empire and Dalmatia, of not only the Sarajevo trading elite, but
also all tradesmen, during the whole 19th century, were kirijia1. These were
the people who transported goods on horses in caravans or individually.
Besides very bad and unsafe roads, and the fact that kirijia and tradesmen
did not know each other, the cases of misunderstanding or abuse were rare.
The efficiency of conducting trading business directly depended on
the mutual possibility of communication. The Sarajevo trading elite sent
the daily correspondence in several ways: through the official mail, con-
sul’s mail, through small tradesmen, acquaintances, men going on trip and
kirijia. The mail was distributed by settled Ottoman system though tatar2
or kirijia. One elite trading house in Sarajevo received between 20 and 30
business letters in a month, which is eight times more than medium trades-
men. Trading correspondence was written in the certain manner which
showed what the relation between sender and receiver was.
Regardless of the way in which the mail was sent, through an official
mail, consul’s mail or by kirijia, the mail did not only serve to send the let-
ters, it was often used to send various goods, but also the money. The mail
transported by official mailmen was used by the tradesmen mostly to send
letters and money, which was sent by registered mail. If someone would
send the money, in correspondence it would be referred to as sacrament
(ar. emanet). Each additional mention of emanet refered to money and the
confirmation which post issued when taking over the registered post was
called emanet sened. Sarajevo trading elite did not even once in the second
half of 19th century have problem of that the money was lost or did not come
to its destination, even though it was not always sent by registered mail.
Throughout the whole second half of the 19th century the money was sent
twice a month by the mail, while the goods were rarely transported by mail,
because the amount of the goods sent by the trading elite was large, and

it was necessary to hire kirijia for its transport. However, if it was a small
amount, such as special orders for textiles, post could be used for transport.
The development of telegraph traffic was also of great importance for
both administration and military, as well as for trade elite. Traders were the
ones who encouraged establishing telegraph network, for which they were
even willing to bear the costs. In 1860, Sarajevo got its first telegraph line,
which connected it over Novi Pazar with Istanbul. For the purposes of tele-
graph lines was leased, on the same year, the building in Ayas Pasha Street.
Several letters from 1861. show that after the establishment of telegraph
lines Sarajevo merchant elite started using them. However, the telegraph
was more actively used after 1864, according to the available material.
There were several forms of partnership relations used by the Sarajevo
trading elite. The first was that the trade was open and called after both
partners, which was usually the case after inheritance of the trading house,
namely if the owner passed away, and had more than one son. Besides this
relation that can be called family-partner, the trading also practiced classical
partnership relation. Partnership relation that was signed with other trades-
man for certain activities could have been in different legal forms. Usually,
the tradesman in whom the trading house had the confidence would take
their goods and sell it in different trading centers. Their partnership relation
reflected in the fact that the trading house gave the goods, and the share of
the trustworthy tradesman would be his effort and work, and the profit was
divided according to the agreement made before the witnesses. Such an
agreement, sened, contained all the details, from the quantity of the goods,
its value, obligations of both parties and of course the division of the profit,
which was usually 50/50 from the total profit made of sold goods.
Branches that they have opened in the mid-19th century reflect the direc-
tion of business they wanted to strengthen. The first branch was opened by
Despici in Istanbul in the first half of the 19th century. The change in the impor-
tance of the direction of trade has inevitably influenced the selection of centers
where the branches were opening. Next branch was opened in Vienna, first
by Jeftanovici, and also a few years later Hadziristici opened a branch in the
same center. Their Viennese branch has quickly taken the role of mediator be-
tween the Vienna traders and Sarajevo, and as such, regardless of the change of
owner, met the Austro-Hungarian occupation. Sarajevo wholesalers also had
branches around the Bosnian eyalet / vilayet, depending on the volume of
work with their communities and the profitability of opening the same.
The Sarajevo trading elite marketed its goods through the fairs and
panajur (markets). Even though the fairs within the Bosnian eyalet / vilayet
were significant for development of the trade, according to the available
documents, they did not represent a challenge for the Sarajevo trading elite

or a special opportunity to present the products before the small tradesman;
therefore they did not visit these fairs. They found the fairs in Pest and Leip-
zig very significant. Depending on the possibility they participated in these
fairs in person or through an agent from that city, or together with one of the
Sarajevo trading houses. Although a large quantity of goods was sold at these
fairs selling, for Sarajevo merchant elite they represented an opportunity to
meet and expand into bigger markets. The problem of unequal collection of
custom taxes at internal and external customs in the second half of the 19th
century was very much outspread. Internal customs were paid upon entry
or departure from a certain customs area, and external at the border upon
entry to or departure from the Ottoman Empire. Having in mind that Bosnia
was bordering Ottoman province, the customs policy primarily depended on
relation of Ottoman central policy towards neighboring European countries,
which indirectly influenced the trade of the Sarajevo trading elite.
There was a customs office for transit of goods in Sarajevo, and transit
goods were all goods coming in or out the Sarajevo sanjak. The Sarajevo
trading elite paid customs taxes on Sarajevo jumruk during ‘50s of the
19th century regardless from which part of the Ottoman Empire they were
bringing the goods and what kind of goods they were bringing, they were
taking jumrukteskera, in Sarajevo. This receipt, officially called jumruk
teskera, represented a permit to transfer goods over jumruk. The price of
teskera depended on the place from which the goods were transported to or
out, and the total jumruk depended also on the value of declared goods. Sa-
rajevo trading elite usually paid teskera in advance, even though its expiry
date was a year. Regardless of the legislative regulations and of the amount
of the internal customs, in practice the collection of the latter depended
solely on the customs officers. The influence of the Sarajevo tradesmen is
evident from an internal agreement between them and customs officers,
closed in 1852. This situation of private agreements was known to the of-
ficial authorities, therefore in the next few years they passed several special
regulations on the amount and payment of the internal customs. Until the
payment of the internal customs for import or export from the Bosnian
vilayet to Ruinelia, in Novi Pazar was abolished in 1867. Various abuses
and smuggling, also practiced by the Sarajevo trading elite, happened at
the crossings where the customs were paid before. Usually they put de-
clared goods on the top of the bundles or crates, and under they would put
the goods they did not want to declare. Some of the trading houses had
friendly relations with some of the customs officers, which influenced the
deadlines for payment of jumruk and the speed of crossing over.
The most important and most frequent border crossing from Bosnian
eyalet / vilayet in the external customs was in Brod. It is exactly because of
the importance of this crossing that the Sarajevo trading elite had a subsidiary

office there or a trustworthy person who completed all the work for the elite
regarding the jumruk. The work of the jumnik middlemen was faster and
more efficient transport of goods, and for their work they received 2% of the
value of transported goods. Every delay was an additional cost and the trading
houses considered it as incapability of the commission agent. Even besides all
efforts for expeditious transport over the border, the goods were at the border
usually up to 20 days. The amount of the inter-state customs rate was legally
set, but in practice collection of the tax at these crossings, even though signifi-
cantly less, depended on the customs officers. Paid sum was very significant
for the Sarajevo trading elite, because based on it they formed the final price
of the product, which directly influenced the profit they would make.
Even though the Sarajevo trading elite did not complain about the
amount of the inter-state customs, or about the abuse of the latter, they
very frequently used to bribe the customs officers. The trading houses also
attempted to report lower price for the goods they imported to the Bosnian
vilayet. While in export they attempted to report lower quantities in a way
that they bought teskera in bundles, and would use the bundle to some-
times hide even double amount of the goods than it was calculated per a
bundle. The price of jumruk paid at import of goods to Bosnia from Austria
was 6% of the declared value of the goods. As soon as the price of jumruk
would be set, the Sarajevo trading elite would have paid it immediately.
The volume of work of the Sarajevo trading elite also meant additional
manpower working in their trading houses. Several ways of hiring men by
the Sarajevo trading elite was practiced. Often it was by recommendation
of an acquaintance on trading skills of a man, but it also happened that a
man would request in written to be hired by a trading house. Some men
had family relations with the owners of the trading houses, while some
already worked as tradesmen so they established partnership relations with
the trading house in order to complete certain job. These were all the op-
tion through which the Sarajevo trading elite employed. Nonetheless, usu-
ally these men came from rural parts of the Bosnian eyalet, and they would
with or without a written contract, performed tasks set by the owner of the
trading house. Some started to work as little boys, and would usually stay
employed at the same trading house. Obligations of these boys were not
strictly related to the shop, very often they went to do tasks, which were
necessary, in the family houses of their masters. Nevertheless, the men
working for the certain annual wage were obligated to do the jobs entrusted
to them by the owners outside Sarajevo market. They did different jobs
from loading, unloading, purchases for the house, collecting tabs, bringing
goods to different parts of the land, making inventor at the shop as well as
concluding a deal on behalf of the trading house, but only in cases when
they had the permit to do so.

The classic relation was still through a contract with the men, who re-
ceived agreed wage for their efforts. The wage in these contracts was always
determined in advance, and was paid in the currency that was written in the
contract. Sometimes it was a ducat, and sometimes a qirsh. The amount of
the wage of men working for the Sarajevo trading elite was more than dou-
ble the wage paid by other tradesmen. If the man was not satisfied with its
position, or profit of the trading house, he could leave the trading house after
the contract expires and get a job with another. In this situation, the trading
house would provide a letter of recommendation, if it wanted to.
The men, who work at the shops of the Sarajevo trading elite in Sarajevo
or in subsidiary offices, had to justify the confidence for the job that was
entrusted to them. They would have daily correspondence with the owner, if
he was not there, in order to get detailed instructions for their work. The man
would always sign the correspondence with your servant. Payments to the
employee depended on the agreement itself. There was possibility that the
owner of the trading house, instead of a wage, sustains and educates the man
or apprentice, who then would have to do all the jobs ordered by the owner.
The issue of frequent bankruptcies in Sarajevo in the second half of
19th century was one of the problems that influence the general trade sys-
tem, based on the trust and creditor-debtor relation. Even though in the
second half of 19th century none of the Sarajevo elite trading houses did
not announced bankruptcy this phenomenon had indirect consequences to
their work. The latter reflected in two segments: first, in lost trust towards
Bosnian-Sarajevo tradesmen by cheated trading houses in the West Euro-
pean centers, and second was collection of their own debt after a tradesman
announced bankruptcy. The procedure for bankruptcy was regulated by the
law, but the collection of the debt depended on the value of the property
owned by the tradesman who announced bankruptcy. This was usually a
negligible sum in relation to the debts. Different to medium tradesmen,
who usually announced the bankruptcy, the members of the Sarajevo elite,
who with time lost that status, were going sunk much slower and without a
public pomp of publishing the bankruptcy in the newspaper.
Other activities in which the Sarajevo trading elite invested significant
capital were diversified. Sarajevo trading elite had during the second half
of the 19th century, due to non-existence of the banking system, completely
taken over its role. They had even after opening of the first bank and ex-
change office in 1871 in Sarajevo market remained the undisputed saraft
and creditor in Sarajevo until the arrival of Austro-Hungary. The money
that the Sarajevo trading elite borrowed for interest rate was usually in

dukats, and rarely in groshs or forints. The money was given with a written
receipt, temesuc, written in the defter4, or with a written receipt without
any specific mark. Even though the payment of a certain interest rate on
borrowed money was obligatory, it was always agreed in advance and was
not variable. The interest rate amounted from 9% to 12% on the annual
level, which was in the level with legally permitted amount of the interest
rate, and cannot be called usury. Besides the interest rate that was called
fay da, the trading fay da is also mentioned in the documents, thus similar
to the amount in the classic borrowing on interest rate. Small borrowings
were only side job for part of the Sarajevo trading elite, while some trading
houses invested significant part of the capital in the credit financing. Be-
sides these activities, the Sarajevo trading elite also traded with securities,
havala and banknotes, they also ensured the value of the money by buying
and selling through agio,5 but at the same time they bought cifcija6 and
kmet1 settlements. Purchase of small cattle was also one of the additional
activities, and its volume could be classified as significant, having in mind
those farms counted several hundred small animals, whose products were
sold in an organized manner.
Everyday life of the Sarajevo trading elite can be viewed through sev-
eral closely connected segments. First was their engagement in the official
Ottoman institutions in Sarajevo, exclusively as representatives of their re-
ligious groups. Therefore in their structure we find only Orthodox element,
and they as representatives of the ehurch-Orthodox municipality were di-
rectly involved in this segment of public life. Due to their financial base
they were regularly elected to school board of the municipality, whereby
they became the donors for the maintenance of the schools. Closely re-
lated to this engagement was also their relation towards religious institu-
tions. Sarajevo trading elite, regardless of the religious affiliation, was God
fearing, and their relation towards the religion was reflected through their
constant financial support to the religious institutions. Religiousness of Sa-
rajevo merchant elite can be seen through performing pilgrimage, one of
the most important evidences of piety.
Their social affairs are a reflection of their financial resources and an
engagement in official institutions. Social life can be viewed through two
aspects: traditional, exercised by whole population of Sarajevo and sociali-
zation of selected persons, amongst other Ottoman officials, foreign con-

suls present in Sarajevo and a part of Sarajevo trading elite. At these social
gatherings, besides parties and celebrations, tradesmen were able to lobby
for the issue important to them in the trade to the high officials of Ottoman
government. This also provided a possibility to make friendship with them
and to use it later on if a problem in their business life would arise.
According to the changes in the social position, Sarajevo trading elite
attempted to visualy change some of the features that made them equal
to the rest of the citizens. They used clothes purchased from the Austrian
Empire, and horse carts to show and accentuate their acquired status and
the money they had at their disposal.
In the second half of the 19th century the private life was also signifi-
cantly changed, and this primarily refers to the private space i.e. family
residences, which portrayed the status of its owner by appearance and ac-
cessories. Besides this, in this period a part of the Sarajevo trading elite
started to use private space as business space.
Precedent significance in entering into marriage of Sarajevo trading
elite was the family with which they were friends, and its possible influ-
ence on business prosperity. Nevertheless in this period the manner of en-
tering into a marriage bypassed traditional manner, through a matchmaker,
and became exclusively decision of two persons willing to enter into the
marriage, even though the selection of person to marry was made usually
from the same social layer.
The mutual relation within a family depended on the family, and it can
be basically differentiated according to the rights, obligations and the life
style through the prism of gender differences. Nevertheless, every family
and relations within the family were specific and in its own way complete-
ly unique. Every generation brought some changes with it, which can be
observed in the private relations of the partners, parents and close relatives,
as well as the Sarajevo trading elite in the second half of the 19th century.
The changes that were taking place in all aspects of life affected also
the health culture. According to their possibilities, wealthy merchants
started practicing visits to resorts and other spas and, following the ad-
ministrative elite, private visits to the doctor. Relation with death has not
changed and understanding of the disease and acceptance of death through
religion remained dominant. Although privately there were not big words
and mourning no matter who died, publicly, however, began to appear
verses inspired by the other types of elite. This way news of the death of a
family member became another opportunity for public recognition of trad-
ing houses and an indication of status and power they had acquired.
