Abstract
First of all, the purpose of this book is to present integration dilemmas
in the European Union from the theoretical perspective, i.e. to indicate the
suitable academic approaches to study the selected problems which emerge
during the integration process in Europe, and to present the main lines of
discourse on the EU’s axiological basis of development. A second goal to be
achieved is to discuss the dilemmas related to the integration of Poland with
the EU and to the systemic changes in the country implemented after 2015 in
compliance with EU standards. The book is complemented with articles about
the future challenges, in the presence of which the EU cannot remain indif-
ferent: changes visible in the international and socio-economic environment.
Particular articles focus on four groups of issues.
The articles in the first part of the publication, which discuss the axi-
ological and methodological dilemmas of the study of European integration,
concern:
- the role of the Enlightenment in the history of Europe and the influence
of this period on the development of philosophy, political thought and the
forthcoming socio-political processes in the Old Continent, i.e. revolutions,
development of totalitarian regimes of Communism and Nazism (Michal
Gierycz and Piotr Mazurkiewicz);
- determination of research theories which are most effective in the process
of identifying a potentially possible final result of European integration
(Janusz Ruszkowski),
- adequacy of the neo-functional perception of crises as the driving force of
the European integration process (Tomasz G. Grosse).
- attempts to confront the scientific achievements of economics and political
science in the analysis of the integration process in the European Union
(Wieslaw Bokajlo).
The given papers confront the reader with the moral problems of democ-
racy shaping in the conditions of common secularization of Europe, and with
the usefulness of Europeanist theories for the purpose of explaining the fi-
nalité politique of the European integration process, and sometimes mutu-
ally exclusive scenarios of the development of the EU. Moreover, this part
of the publication discusses the new integration model, defined by Tomasz
G. Grosse as the “asymmetric confederation”. The model leads to a new hi-

erarchical system in which intergovernmental organs gain domination within
the EU structures. At the same time, it is characterised by an increase in the
formal and informal political power of selected state actors, and the progress
in the process of political segmentation for various integration circles.
The second part of the book, devoted to Poland in the integration proc-
ess, focus on two issues. The first problem is the party discourse conducted
in 2004—2014 regarding the accession of Poland to the European Union and
the legitimacy of the presence of the Polish state in the EU. The author of
the article - Natasza Styczynska - analyzes this discourse mainly from the
perspective of the views presented by eurosceptic parties. The author of the
next article - Alfred Lutrzykowski - discusses achievements, weaknesses and
dysfunctions, as well as the challenges of local self-government in Poland in
the context of the country’s integration with EU structures.
In the third part of the publication, which analyzes political changes in
Poland, the authors dispute over the political changes in Poland and their con-
sequences for the shape of Polish democracy implemented since 2015 under
the rule of Law and Justice. The main axis of analysis is:
- to define the essence of democracy and examine the changes taking place
in the political system of Poland after 2015 through classic, generally rec-
ognized in literature determinants of the democratic system (Jaroslaw Szy-
manek),
- to define the concept of democracy and a hybrid dictatorship, and to exam-
ine the legitimacy of their application to assess actions taken by the Law
and Justice government after 2015 (Marek Migalski),
- to present the process of the Europeanization of the Polish political order
and to define the political basis of the Polish state in the conditions of Po-
land’s membership in the European Union (Tomasz Slomka). The authors
present different attitudes toward the assessment of law-abidingness in the
state after introducing the changes in the way the Constitutional Tribunal,
the National Council of the Judiciary of Poland, Supreme Court of Poland,
public media and public service function.
In the last part of the book, the authors (Joanna Jancz, Adam Jaskulski and
Jadwiga Nadolska) analyze the external and internal determinants of the Euro-
pean integration process. The first group, i.e. exogenous factors, includes such
processes as globalization and competitiveness, the financial-economic crisis,
immigration, and the Russian-Ukrainian conflict. The second group - endog-
enous factors - describes euroscepticism and changes taking place in the labour
market in Europe, and more broadly in the European social model at the turn of
the 20th and 21st century. All these occurrences show clearly that the EU needs
to modify the existing approaches in the implemented sectoral policies.
