Author biography
Stoica Cristinel Popa (First/Given Names: Stoica
Cristinel, Last/Family Name: Popa) was born in the Danube
port of Braila in Romania in 1988. After spending his early
childhood with his grandparents in the village of Vulturu in
Vrancea County, he returned to Braila to attend primary
school at Mihai Eminescu General School. At the end of the
fourth grade he was selected to enter middle school in a
high achiever’s class at Nicolae Iorga Theoretical High
School. After middle school, he attended the first three years
of high school in the same institution before transferring to
Gheorghe Munteanu Murgoci National College in the 12th
grade. At the baccalaureate exam his grade was 9.89 on a
10.00 scale and was ranked fourth in Braila County out of
2978 students who took the exam. His career as an NGO
activist started in 2004, at age 16, when he started
participating in and organizing multiple projects in his
hometown: antiracism camps and programs, antismoking,
anti-STD, anti-drug campaigns, programs for cleaning the
banks of the Danube River, a national project involving the
distribution of aid for people affected by floods, World
Water Day celebrations etc. In 2006, aged 18, Popa founded
and became the president of his own NGO, Euroteens.
Throughout high school, he represented the organization
and Romania's NGO sector with grants and scholarships
from the European Commission at international
conferences, trainings and seminars in Bulgaria, Germany,
Turkey, Portugal, the Netherlands, Belgium, Poland and
Moldova. He also sent other young people from Braila to
represent Euroteens and Romania at international projects

in Turkey and Poland. After high school, Popa was admitted
to a number of American universities. He chose to attend
Stanford University in California, where he received a
scholarship for the duration of his studies. With additional
scholarships from Stanford, he studied, volunteered and did
research in Louisiana, Mexico, Russia, Chile, Germany,
Hungary, Moldova and in China at Peking University.
During college, he served as the only international student
on the freshman student council and worked as an
admissions officer for Stanford in Government. In the
summer between his first and second year, he interned at
the Christian Democratic Party (CDU) in Berlin, Germany. A
member of Stanford's Model United Nations team, Stoics
Cristinel Popa represented the university in conferences at
Berkeley, UCLA, Yale and the University of Chicago. In
parallel with his work in campus organizations, Popa also
engaged in research under the supervision of Professor Larry
Diamond, first as a research assistant for Transparent
Democracy, a project meant to promote civic engagement
and transparency in the American electoral process, and
later as primary researcher for his own research project on
Eastern Europe. In 2011, he graduated from Stanford
University with honors in political science. For his honors
thesis, with funding from the university, he wrote a book on
the topic of the possible Romanian-Moldovan reunification.
The same year he started a master's in public policy at
Harvard University in Massachusetts, also on a scholarship.
He had been accepted to a master’s program at Oxford
University in the UK as well. During his time at Harvard,
Popa worked at the Belfer Center for Science and
International Affairs on research projects dealing with
nuclear smuggling in Eastern Europe and traveled with

different programs to Washington D.C., Virginia, France,
Japan, Moldova, Ukraine and Honduras. In addition, he
researched the foreign policy of the European Union under
the supervision of Professor Karl Kaiser. For his master's
thesis, written under the guidance of Professor Matthew
Bunn, he wrote on the anti-corruption reform in the
Republic of Moldova. In his second year at Harvard, Stoica
Cristinel Popa was chosen by his classmates for the class
yearbook as "most likely to be a future president of his
country." In 2013, after graduating from Harvard, Popa
enrolled at the University of Texas at Austin (UT), also on a
scholarship. He chose the University of Texas at Austin for
its strong scholarship on Latin America, an area he wanted
to focus on. In his first year at UT, Popa participated in a
volunteering program on microfinance in Ghana. Over the
summer between his 1st and 2nd year at UT he conducted
field research in Colombia, the result of which was the
master's report he wrote under the supervision of Professor
Terri Givens and which was later published as a book. Later,
he attended a program on nuclear security at Brookhaven
National Laboratory in New York, with funding from the
United States Department of Energy and the National
Nuclear Security Administration (NNSA). Throughout his
two years at UT, Popa was on the university's Model United
Nations team, staffed a couple of conferences in Austin and
went to the University of Pennsylvania for a conference. In
parallel with taking master's classes, Popa was a teaching
assistant for various political science classes. In 2014, he was
awarded the Student Employee Excellence Certification by
the Human Resources Department of the University of Texas
at Austin. A year later, he received a master's diploma from
UT and a certificate in Russian, East European and Eurasian

studies. In May 2015, after 8 years in the USA and other
countries around the world, Stoica Cristinel Popa decided to
return to Romania to follow his greatest passion, working in
the NGO sector in an attempt to improve his country. He
once again became president of his NGO Euroteens, built a
new office for the organization, represented the NGO abroad
and built partnerships for future projects. In July 2015, he
became an authorized translator and interpreter for English
into and from Romanian, based on authorization from the
Ministry of Justice of Romania. In October, he attended a
seminar in Croatia funded by the European Commission.
The same year, he enrolled on a scholarship in a PhD
program in history at "Dunarea de Jos” University of Galati
in Romania. In parallel with doing his PhD, Popa was a
teaching assistant for various classes of history, EU studies,
European history and civilization, geopolitics and
international relations. In 2016, he received training and got
certified to practice in the European Union as a trainer, EU
funding expert and pension administrator. In September, he
attended a learning mobility project in the United Kingdom
funded by the European Commission. Also in 2016, Popa was
chosen as a finalist for the Ten Outstanding Young Persons
from Romania award by Junior Chamber International.
Throughout his career, Stoica Cristinel Popa was a presenter
and invited guest at many events and academic conferences.
