SUMMARY
The monograph is dedicated to the Czechoslovak dissidence during the late
period of Communist dictatorship and its legacy as reflected in the liberal de-
mocratic transformation of the 1990s.
Its thematic coverage and contents are broader, defined by the chronologi-
cal milestones of the “restoration of order” after August 1968, the fall of the
Communist regime in November 1989, and the civic unrest in 1999 and 2000.
Its different chapters examine the dissent from various research angles and
theoretical starting points, and cover different periods of time. We deal with
the dissent’s free philosophical thinking and ideological profiling, its politi-
cal strategy and social resonance, opinion profiling of dissidents during the
turbulent transition toward democracy, and other phenomena. In doing so,
we use intellectual history and history of political thought, as well as critical
views of the late modern society, as our starting points, and also offer micro-
historical and biographical insights.
Michal Kopecek, the author of the opening chapter, focused his attention of
legalism as the key political strategy employed by dissidents in Czechoslovakia
and Poland in their struggle for a change of the public access to rights, in par-
ticular civic ones. He first characterizes “legalistic beginnings” of the dissident
movement and explains the notion of “socialist legality” as one of the princi-
pal tools of the “normalization of rule” in the late socialism period. One of the
principal objectives is to show the close connection between the dissident’s
legalism and official legal political structures and practices. In other words,
he strives to unveil the rivalry, but also mutual compatibility, between the
legalism of dissidents and the “socialist legality” of the Communist regime.
Furthermore, the chapter deals with sources of legality and of the doctrine
of human rights in the Czech and Polish dissident movements, namely long
domestic traditions of human right activism, but also various legalistic pro-
cedures and approaches related both to the history of socialist state societies
themselves (especially during the period of reforms in the 1960s) and to the
older political and cultural struggle for rights and democracy. It shows the di-
versity of sources and practices of the dissidents’ legalism, which were largely
related to different genealogies and structures of the political opposition in
Czechoslovakia and Poland in the second half of the 1970s.
In her chapter, Kristina Andelova draws from the fact that the defeat of the
Prague Spring in 1968 by the occupational forces of the Warsaw Pact came
at the time when the political values which the post-war arrangement of

Europe had been based on were undergoing a dramatic change. One of the
most prominent intellectual features of the 1970s was a weakening of the
popularity of Marxism among critical intellectuals, both in the West and in
the East. In Czechoslovakia, the discrediting of the Soviet version of Marxism
resulted, inter alia, in an inclusion of anti-totalitarian language into the po-
litical argumentation of former reformist Communists who paradoxically
accepted the rhetoric used mainly by the anti-Communist opposition. Still,
the Marxism did experience its “swan song” in the form of election successes
of some Western European Communist parties in the 1970s. The policy of
“non-Soviet Marxism” represented the strongest reference frame for leaders
of the Czechoslovak Socialist opposition grouped around the “Listy” exile
magazine in Rome. In Euro-Communism, they were finding features similar
to those of their project of democratic socialism, namely the dissociation
from the dominance of Soviet Union and the doctrine of Marxism-Leninism.
Although Euro-Communism had given up constitutive notions of Marxism-
Leninism, in particular the principles of the “dictatorship of proletariat” and
“democratic centralism”, and abandoned the Leninist revolutionary model
of transformation of society, it was accepted as a new opposition project
of democratization of the Czechoslovak society only by a narrow group of
the former reformist Communists. The Charter 77 movement, and mainly
its non-Communist part, regarded Euro-Communism with mistrust, and
Euro-Communism thus ultimately remained a marginal matter. It was an
“anti-political” version of resistance which asserted itself within the Charter
movement and which emphasized the “pre-political” level of the dialogue.
The 1970s therefore represent the key period for understanding the signifi-
cant weakening of the socialist policy within the Czech opposition, as well as
the rejection of the policy of socialism and Marxism in 1989.
Tomás Vilimek’s chapter presents the outcome of fundamental archival
research of possibilities and limits of the Charter 77’s penetration into and
resonation in the Czechoslovak society during the so-called normalization
period. It focuses on so-called ordinary people, for whom the civic initiative
was a distant, more or less ungraspable, and partly unquestionably elitist
symbol of anti-regime defiance, which might be essentially perceived as com-
mendable, but which most of the society could not follow. Tomás Vilimek
identified the period during which the Charter 77 was being received most
intensively, and also analyzed key information sources, including the regime’s
propaganda, listening to foreign radio stations, “popular grapevine”, and
also accidental, sometimes fateful encounters with the Charter 77. Reactions
of the Czechoslovak society to the Charter 77 are a remarkable mixture of

interest, admiration, hidden sympathies, fear, indifference, and misunder-
standing. At the same time, it is obvious that obtaining at least basic informa-
tion about the Charter 77 was easier than some contemporaries claim. This
fact is corroborated by ample anti-regime documents whose authors were
active mainly in 1977 and 1978, and a high incidence of the Charter’s symbols
during the last two years of the existence of the Communist regime. In this
respect, the Charter 77 was most frequently associated with notions such as
freedom, truth, democracy, and human rights. The chapter is concluded by
an analysis of the social resonation of the Charter 77 after November 1989,
which is based on sociological and oral history surveys.
Tomas Hermann’s chapter focuses on independent culture and science
during the so-called normalization period using the example of free philo-
sophical creations, their conditions, forms, and contributions. He does not
perceive the dissent and philosophy exclusively as strictly defined areas of
public activities of professional specialization, but rather as two interacting
centers of activities outside official political or academic structures. He draws
from the fact that one of the principal characteristics of the consolidation
process in Czechoslovakia was an utter decimation of intellectual elites of the
society which affected the whole area of humanistic education. Its bearers
in different disciplines were looking for various forms of continuity, com-
munication, evolution and education, which also constituted a significant
intellectual background of the dissent movement which was being formed
at that time. Its classical form in the Charter movement then co-created the
environment allowing free creation, which overlapped from the dissent into
other spheres of the society. The specific place of Czech philosophy in relation
to the dissent is defined by the exceptional role of Jan Patocka and his philo-
sophical followers not only in the profiling of the Charter 77 movement in
its beginnings, but also during a longer period preceding them, as well as by
the establishment of two foundations (French and British) of Jan Hus, which
was primarily initiated by outstanding philosophers among dissidents. Multi-
faceted forms of support of these two foundations, the core of which contin-
ued to be philosophical creation and education, were broadly overlapping
into other areas of independent science and culture throughout the 1980s
until the fall of the regime. The author answers the essential question about
real forms of philosophical work at that time and its contributions in terms of
research and thoughts over a longer period using portraits of three selected
philosophers and their significant works - Pavel Kouba, Stanislav Sousedik
and Zdenek Vasicek. Each of them - apart from having his own personal
traits and motivations - represents a different philosophical orientation and

perception of philosophy in general, a different environment of research and
studies, different personal relations, a different distance to and a different
relationship with the dissent, as well as different forms of results which sub-
sequently found their use during the 1990s and later on.
Tomás Zahradnicek’s chapter on dissidents at the political crossroads
of 1992 analyzes the second free parliamentary elections as a milestone in
the political development of the Czechoslovak federation and their role in
the formation of the political system in the Czech and Slovak Republics. He
recalls the period interpretation of the outcome of the elections, namely the
“expulsion of dissidents from ministries”, and argues with it by presenting
an analysis of journeys of Czech and Slovak dissidents through politics since
November 17,1989. He shows that only a part of the former dissidents, who
had made their way to top positions among the first when taking over power
from the last Communist government in the winter of 1989/1999 and had in
fact been ruling the country as powerful top executives during the impromptu
search for “middle courses” in the polarizing society, viewed themselves as
defeated in the summer of 1992. Three examples from the dissident’s com-
munity are used to demonstrate the increase of criticism of the post-coup rule
in key disputes of that period: Jaroslav Sabata as a “68-er”, Roman Kalisky
as a Slovak separatist, and Madia Vaculíková as a follower of neo-liberals
serve as examples of those personalities in the dissident’s community who
welcomed the year 1992 as a desirable end of post-coup improvisations and
a necessary restriction of the personal power of former leaders of the Civic
Forum. At the same time, the study shows that the 1992 elections did not put
an end to their political careers; on the contrary, the former dissidents still
had a larger part of their careers ahead of them, but without the revolution-
ary scope of the personal power far exceeding that of supreme constitutional
representatives.
The final chapter by Jifi Suk on the dissent as a moral challenge and politi-
cal reality attempts, as a follow-up of sorts to previous chapters, to character-
ize and evaluate what was the most significant dissent-related factor affecting
the post-November parliamentary democracy - with a view to the Charter 77
profiling itself as a moral civic opposition movement. In his opinion, the fac-
tor is a concept of politics as practiced morality and civic involvement ex-
tending beyond the institutional and party boundaries. It is well known that
it is most significantly associated with Vaclav Havel in his dissident’s and
president’s roles, and was affected by the late thoughts of philosopher and
Charter 77 spokesman Jan Patocka. In general, this concept can be charac-
terized as a principled dissociation from power as an impersonal, technical,

and bureaucratic mechanism. This dissociation is made up for by an idea of
an active civic society which represents a counterweight to politics that is
primarily perceived as a conflict of (economic) interests. It certainly was not
the only concept produced by the spirit of the Czech dissent, but its signifi-
cance is underlined by the fact that it asserted itself in the Civic Forum, the
transient democratization formation, after the fall of the Communist regime.
And, after the Civic Forum’s disintegration and the finalization of the party
system between 1992 and 1996, it was transformed into an (anti)political
factor in turbulences accompanying critical moments of the transformation
process, demonstrating itself in mass protests against dominant parties and
their leaders in the last years of the twentieth century. The non-productive
polarization of the “civic” and the “political” spheres maybe viewed as one of
the pivotal axes of political clashes during the late 1990s, in which the anti-
political factor of the dissident’s legacy, however, was unable to successfully
adapt itself to practices of the system of parliamentary democracy laden with
a number of historical burdens and period problems.
