The politico-economic reforms launched during the late twentieth
century in post-Soviet Russia have led to contradictory and ambiguous re-
sults; the condition of the economic environment and the quality of gov-
ernance in the country have been subjected to serious criticism. What were
the causes of these developments? Were they unavoidable for Russia due
to the specific factors of the country’s previous experience? Or were they
an intended result of actions taken by the leaders of the country during the
last few decades? The authors of this book do not share either the deter-
ministic approach, which implies that Russia is bound to fail because of the
nature of its economic and political evolution, or the voluntarist approach,
which implies that these failures were caused only by the incompetence
and/or malicious intentions of its leaders. Instead of these views, which,
while popular among analysts and journalists, are superficial and often in-
conclusive, the book offers a different approach to the analysis of political
and economic processes in modem Russia. It is based on four Ts—Ideas,
Interests, Institutions and Illusions.
Economic reforms in Russia as well as in other countries during vari-
ous historical periods have taken the form of complex trajectories, includ-
ing both advances and setbacks; these may be caused by both the actions
of political leaders and by objective conditions. While reforms are being
conducted, we observe the interplay of new radical ideas, promoted by in-
tellectual and political elites, of economic interests expressed by different
powerful groups, and of institutions (“rules of the game”) emerging under
the influence of these ideas and interests. Such interplay has a non-linear
nature: the combination of ideas prevailing among the elites and in wid-
er society, and the key interest groups formed under the influence of the

country’s historical development, can change in the process of social and
economic transformations. Economic development is also affected by the
illusions experienced by a society which may not be content with the way
its economy is developing, with its real income trends and with changes to
the country’s place in the modem world.
The dynamics of transformations in post-Soviet Russia show the diffi-
culties that occur with the combination of ideas, interests, institutions and
illusions that determine the character and focus of reforms. On the one
hand, Russia inherited from the past a contradictory complex of ideas held
by different elite segments, an inefficient economy, outdated institutions
that restrained Russia’s development, and the unfulfilled expectations of its
citizens. On the other hand, during the economic reforms which began in
the late 1980s and continued after the collapse of the Soviet Union, the key
role was played by interest groups of rent-seekers, which contributed to the
creation of new institutions that maintained bad governance.
In the wake of the Russian reforms, the ideas within Russian society
underwent a series of reconfigurations and in many respects became an in-
strument for supporting its array of illusions. Against this background, fur-
ther changes in Russia were cut short: the elites wished to preserve the new
status quo and prevent impairment of their interests. In addition, a con-
siderable part of society accepted the illusions relating to “a good Soviet
Union” as a normative ideal for the country. In the 2010s, these tendencies
have aggravated Russia’s development problems, namely the slowdown
in economic growth and increasing isolationism in foreign policy. Com-
paring the situation in modem Russia with the trends in the economies
of other countries, we come to the conclusion that Russian institutions,
instead of promoting economic development, serve the interests of rent-
seeking groups.
The current situation in Russia is considered by the authors to be an in-
stitutional dead end with no easy way out. The rebuilding of the institutions
that formed in the 2010s will be made possible to the extent that new ideas
spread, and alignments of interests shift, within Russian society—and this
will involve, among other things, the process of generational change in the
country.
