The Bulgarian disaster 1913

SUMMARY
The Second Balkan War was a turning point in the relations among the Bal-
kan states and, at the same time, an introduction to World War I. Through its
battles and diplomatic skirmishes Bulgaria suffered a national catastrophe
which predetermined its overall development for decades on end. The task of a scholar
in approaching the historical truth is hampered by the accumulated partialities and
contradictions in the arguments of participants, publicists and historians from various
countries and parties. Therefore, the book was written mainly on the basis of docu-
ments from various origin which allows to compare the events from different view-
points. The personal stand is not the result of a deliberate opposing to alien views but is
based on a multi-factoral and multidirectional analysis of objective conditions, proven
facts and backstage motives.
The London Peace Treaty (May 17, 1913) did not provide for the distribution of
the liberated lands among the victors from the Balkan Union. Since Bulgaria endured
the vast bulk of the war against the Ottoman Empire, it insisted on a division according
to the nationality of the population, the victims lost, and the pre-war proportionality.
On May 19, 1913, Serbia and Greece signed an allied treaty for upholding the ancient
conqueror’s law “as far as the soldiers reached”. Instead of committing the arbitration
strictly according to the treaty, the Russian Emperor Nikolaj II defended the Serbian
claims for compensations outside the so-called “contested zone”. The Greek army took
the territory north and east to Salonika which was liberated from the Bulgarian sol-
diers. The conquerors led an undeclared war against the suffering Bulgarians in Mace-
donia, by either defeating or driving away their leaders. Being sensitive to every news
of cruelty to their compatriots, the public opinion in Bulgaria glowed with indignation
and claimed immediate liberation.
The progressive-populist government of Stoyan Danev threatened war, although
it had no plans of leading one. Despite certain disagreements, its ranks were domi-
nated by the opinion that they should go to the conference of the four Balkan prime-
ministers in Peterburgh and to listen to the supreme judge .The Headquarters, however,
began to lose patience and posed indisputable terms for “either demobilization or war”.
Tsar Ferdinand supported the generals in their ambition to punish the “unloyal allies”
through their pushing away from the non-contested Bulgarian zone and pressing for
faster arbitration according to the “issue of the treaty”.
Being firmly resolved not to start a new war on the Balkans, Bulgarian govem-

ment did not prepare the diplomacy of the military actions. The war was lost politi-
cally even before its beginning. The anti-Bulgarian coalition was simply waiting for
a chance to stop Buglaria from strengthening its positions of a powerful factor in the
middle of the Balkan Peninsula. The inobservance of the eternal rule “to govern means
to foresee” took its next victim. The uncertain and false relations among the Palace,
the government and the General Headquarters resulted in a lack of coordination and
completion of the political strategy. The government did not possess the necessary self-
command, perseverance and ability to achieve the possible compromises. The General
Headquarters fled from its control and, relying on support from the Head of the State,
faced it with a fait accompli.
The military demonstration at the night of 16 and 17 June in Macedonia, placed
the accusation into aggression into the hands of Buglaria’s enemies, despite the peace-
ful will of the Great Powers. They would not miss the exclusive chance for clearing new
and old debts. When Danev’s government learned the news about the attack against the
Serbian and Greek armies in Macedonia and prevented the march of the two Bulgarian
armies, not only refused the ex-allies of Buglaria to accept the suggestion of stopping
the fire, but declared war to it. After the self-induced interference of the Headquarters
into the foreign policy, the stumbling of the military strategy by the incompetent gov-
ernment, led to another rude mistake and hence to a loss of the strategic initiative.
Bulgarian Headquarters hasted to win a decisive victory over the main Serbian
and Greek forces in Macedonia without defending its back from the invasion of the
armies of the other neighbouring states. In fact, it was namely they that predetermined
the outcome of the war. Striving to tear also Southern Dobroudja from Bulgaria and to
do away with it as a dangerous enemy, on June 27, 1913, the Rumanian managing bod-
ies ordered its army to attack the back of the fighting Buglarian army. The violation of
the Peterburgh protocol was overlooked by its guarantees - the Great Powers. That was
the excusing issue for the Ottoman Empire to tear off the London Treaty and to attack
three days later towards Lozengrad and Odrin, putting Bulgarian villages and towns to
fire and sword. Being surrounded by fronts, Bulgarian foreign policy sought the help of
the Entente and the Triple Alliance, but did not succeed in overcoming its international
isolation. While the Entente, and especially Russia, suspected it in secret plotting with
Austro-Hungary against Serbia, the Triple Alliance, and above all Germany, suspected
its relations with the recent supporter of the Balkan Union — Russia. Event the be-
nevolent Habsburgh monarchy did not promise anything more than diplomatic help,
limited because of its allied relations with Rumania.
Being defeated in its Rusophile policy, Danev’s government resigned and on July
4, 1913 Vasil Radoslavov’s Liberal cabinet was formed which took to save whatever
was there to be saved. The first hard problem was the tearing of the enemy circle
through conciliating with Rumania at the price of Southern Dobroudja. The politicians
in Bucharest, however, dit not intend to act separately from their allies and rejected all
attempts at separate peace by imposing their city for hosting a common peace confer-
ence. Rumania was supported by both imperialistic groupings - the Entente, in order
to tear it apart from the Triple Alliance, and the latter - to hold it.
The uncertainty of the Bulgarian rear had a very negative impact both on the
scope of the military actions and on the soldiers’ spirit. The First and Third Armies
withdrew from the Serbian territory because of the threat from Rumanian invasion and
in order to calm down the wrath of Nikolaj II. The Second Army took over the attacks
of the whole Greek Army and retreated from Southern Macedonia. The main Fourth
Army was pushed and puller to and fro but finally stopped the Serbian-Montenegrian
invasion on the Kaliman Plateau. The Fifth Army led battles with changing success,
since it depended on the behaviour of the neighbouring armies.
The Rumanian Army occupied Southern Bulgaria, ceased the railway communi-
cations and supplies and stopped in front of Sofia’s gates wothout whatever resistance
on the part of the covering subdivisions which were acting on the governmental order
for nonopposition. The Tsar and the Government decided to send a delegation to ne-
gotiate for peace in Bucharest. The counter-attack of the Bulgarian Army towards the
valleys of the rivers Struma and Mesta encountered the Greek Army with the danger
of surrounding, due to which the Greek King parted with the dream of entering trium-
phantly the capital of Bulgaria and was compelled to accept the signing of the truce.
The success of Bulgarian arms could not be elaborated further on because of the threat
from Rumania and the Ottoman Empire.
The Peace Conference in Bucharest can be estimated as an international trial
against Bulgaria, whose severe sentence was known well in advance. Radoslavov’s
government did not manage to win the support of Rumania at the price of Southern
Dobroudja, because it did not want to have a rivaling Balkan state next to itself. The
hosting country of the Conference became the spokesman for the territorial claims
of their allies. They posed an ultimatum to the Bulgarian delegates and forced them
to sign the treaty which was dictated to them on July 28, 1913. Rumania annexed
Southern Dobroudja as well, while Serbia and Greece divided Macedonia, though with
predominantly Bulgarian population, thus leaving to Bulgaria only one-ninth of it. Al-
though on a different scale, Austro-Hungary and Russia admitted the Bulgarians the
right to a revising of the rude dictate. Flowever, on the whole, “the European concert”
did not accept the idea of re-considering and certifying of the treaty by a conference of
the Great Powers. “The Big War” was already too close to be easily provoked by some
Balkan complications.
Bulgarian government was assured by the Great Powers, and especially by Rus-
sia, that if it signed the peace treaty with Rumania, Serbia, Greece and Montenegro,
it could save Eastern Thrace. Therefore, it did not agree to directly negotiate with the
Porte, pointing out the fact that the problem of the Midia-Enos border was provided for
by the London Treaty which was approved by “the European concert”. However, upon
the signing of the peace treaty in Bucharest, the Great States forgot about their promise
in order to avoid superfluous conflicts among themselves. Germany strongly objected
to the organizing of a marine demonstration in front of the Dardanelles, and the other
Powers would not undertake decisive actions.
The bilateral peace conference in Constantinople went under the threat of a Turk-
ish invasion in Western Thrace and the Rhodopes. The delegates of the Great Pow-
ers advised to concessions and reconciliation. Furthermore, by force of the Bucharest
Treaty, Bulgarian Army was demobilized. The efforts of the Bulgarian delegation to
keep at least Lozengrad for the sacrificing of Odrin were in vain. The Midia-Enos bor-
der was completely deleted. With a few exceptions, Eastern Thrace was lost, only the
outlet to the Aegean Sea through Western Thrace was retained. The Peace Treaty with
the Ottoman Empire, signed on September 16, 1913, put an end to the Second Balkan

War. Exactly one year after the exuberant joint mobilization for war against the Otto-
man Empire, Bulgaria was caught up in a total despair.
The famous “equillibrium on the Balkans” became the motif, if not the reason,
for another bigger war. The Great Powers from the two imperialistic blocks managed
to avoid the preliminary crash in the summer of 1913, but were unable to prevent the
burst of a world fire in the summer of 1914. The cord of the bomb in Sarajevo was
burned with the fire of a brand which was dug up from the glowing hearth of the Sec-
ond Balkan War.
