(1916-1917)

Romania’s entry into World Word I on the 15/28th of August 1916
was hailed with great enthusiasm. The mobilisation of the Romanian army
and the crossing of the Carpathian Mountains were accompanied by
important demonstrations in many towns and cities, especially Bucharest
and Iasi.
The successes obtained in Transylvania could not be consolidated.
Caught between two fronts, the Romanian army — feebly prepared and
equipped and insufficiently supported by the Allied troops — was obliged to
withdraw gradually, after its heroic resistance in the gorges of the
Carpathians and in the inner zone. During the almost five months of battles,
the army underwent severe losses, but at the end of December and the
beginning of January 1917, the front stabilised in South Moldavia.
As the Central Powers’ troops were advancing and the enemies were
approaching the Capital, travels to Moldavia became increasingly numerous
in October — November 1916, which led to the refuge of a large number of
people and institutions. The displacement of the Parliament, of the
Government and of the National Bank’s thesaurus to Iaşi and the settlement
of the Royal Family here occurred shortly before Bucharest was occupied
by the enemies on the 23rd of November / 6th of December 1916.
The Romanian State was reduced to a third of the surface of the
Kingdom, not to mention the fact that Moldavia was a feebly developed
province and had fewer resources than the occupied territory. The
population of Iaşi was now more than four times more numerous, and the
city could not cope with such a surplus of population, given that its urban
planning was not very developed. Under these serious circumstances, Iaşi
became the Capital of the State and, as they said, “the centre of
reconstruction and resistance right to the end”, from the autumn of 1916
until the summer of 1917.

Abstract
Before tackling this chapter in Romania’s history, it would be useful
to retrace the development of the city of Iaşi from the Union in 1859, the
loss of its status as Capital of the Principality of Moldavia in 1862, to the
outbreak of WWI.
Iaşi, despite its decisive role in the Union of the Principalities, was
obliged to cede its status as a Capital in favour of Bucharest because a
single Romania also meant a single Capital. As it was noticed shortly after
that, the city of Iaşi was meant to lose; someone even spoke of “the sacrifice
made on the altar of the nation”. Most proposals to return to it a part of its
old position proved ineffective. The size of the sacrifice was more obvious
on economic and infrastructural level, as over the years, compared to other
Romanian regions, modest results were achieved in the former Capital and
in the entire Moldavia.
The city of Iaşi managed to maintain and strengthen its cultural and
scientific prestige through the activity of some important institutions (the
University, in the first place), the assertion of some new leading societies
and periodicals in the movement of ideas and in the social and political life
of the country. Consequently, Iaşi continued to be considered the Capital of
cultural achievements.
Through the numerous visits he made to the city, the then ruler, King
Charles I, paid increasing attention to Iasi, which he named “our second
Capital”. Beyond political and courteous statements, it is hard to estimate
what Iaşi obtained in this capacity. The modernisation process gave more
obvious results towards the end of the 19th century and the beginning of the
20th, through the building of important educational and cultural institutions
such as “C. Negruzzi” Boarding High-school, the University Palace of
Copou, the National Theatre, the beginning of the construction of the
Administrative Palace, etc.
Certain consequences of this specific evolution of the city, after the
loss of its status as a Capital, could be seen during the War, whereas others
lingered on during the interwar period, and even nowadays.
The settlement of the Capital in Iaşi, when the army was defeated
during the 1916 campaign, as well as the huge refuge to Moldavia,
encountered the serious consequences of overpopulation, the shortage of
food and fuel during a harsh winter, and the outbreak of a horrifying
epidemic exanthema.
The diaries of some outstanding public personalities, Queen Mary,
Nicolae Iorga, I. G. Duca, C. Argetoianu, the local journalist N. A. Bogdan,

contain detailed references to the hardships that often seemed
insurmountable, with respect to hosting refugees (civilians, soldiers, central
institutions, foreign missions, the Russian troops, etc.), preparing hospitals
to receive persons who had been wounded in the war and people suffering
from exanthema, a disease that took a heavy toll. People from all social
categories, among which intellectuals, supported by the foreign military
missions and, first of all, by the French Military Mission, joined forces in a
large collective effort. One of the leading personalities in this operation was
Queen Mary, who deployed tremendous efforts and energy in order to
alleviate the sufferance of the wounded and of the sick, and to give them
confidence in victory.
The opening of the parliamentary session by King Ferdinand on the
9th of December 1916, in the Hall of the National Theatre in Iaşi, the
creation of the Ion I. C. Bratianu - Take Ionescu collaboration government,
the speech given by N. Iorga during the session of the Chamber on the 14th
of December 1916, expressed resolutely the decision to organize resistance
in Moldavia by an exemplary mobilisation. This idea - also supported by
the Russian military authorities — of an evacuation to Russia to reconstruct
the governing authorities of the Romanian state, the army and some
important institutions and enterprises, was rejected.
The press - through newspapers such as România [.Romania],
Neamul românesc [The Romanian Nation], Acţiunea română [The Romanian
Action], Mişcarea [The Movement], Opinia [The Opinion] - fought against
defeatism by the daily support of the conjunction of energies around the
Throne and the Government. The return of Romanian battalions of
volunteers from Russia, in June 1917, enthusiastically welcomed by the
governing authorities of the State and the population of Iaşi, had a
tremendous echo. The press highlighted the significance of the moment as a
préfiguration - in Iaşi- of the union of Transylvania and Bukovina with the
Country.
The June 1917 modification of the Constitution by introducing the
principle of expropriation of the great owners in order to put peasantry in
possession of land and that of the extension of the right to vote was the
expression of the understanding of the indissoluble relation between the
national issue and the reforms in question.
The regeneration of the army in Moldavia was achieved as the
consequences provoked by the withdrawal and the evacuation of the
governing structures to Iaşi, with inherent organisational imperfections,
were overcome. As early as December 1916, immediately after their arrival

to Iaşi, the Government and the General Major State of the Army, headed by
the newly appointed General C. Prezan, adopted efficient measures for the
reorganisation of the Army, and the establishment of the areas where units
and great units were to be concentrated. From December 1916 until March
1917, important structures of the government and of the army were
displaced to Iaşi: The Ministry of War, the Great Major State - the
sedentary part, the Pyrotechnics, the Arsenal as well as other military
directorates and structures.
The relations between the City Council and these military structures
revealed many difficulties, as a result of the - often direct - involvement of
soldiers in the food and fuel supply of the army and of the city’s inhabitants.
The University of Iaşi contributed directly to the war effort through
the participation of numerous professors and students during the 1916-1918
campaigns, among whom were outstanding personalities of the Romanian
science and culture. Some participated directly in the military operations,
some others were a part of the commanding structure of the units whereas
professors and students of the University of Medicine gave medical
assistance to the wounded in the war and to patients with exanthema in the
hospitals of Iaşi and in those situated near the fronts. The University Palace
of Copou hosted the Senate of Romania, and provided many rooms,
classrooms and laboratories to the Ministry of War, its directorates and
services, to be used according to their needs. It is also here that structures
belonging to the Ministry of Public Instruction and Cults, the Red Cross, the
Scouts, the Post Censorship were headquartered.
In the early summer of 1917, Iaşi was largely unburdened of the
military units that had gone to the North of Moldavia; the governing
structures of the State and of the Romanian Army, King Ferdinand and the
General Major State, continued to operate here.
The victories of the Romanian Army at Mărăşti, Mărăşesti and Oituz
(July — August 1917) were of vital importance, annihilating the enemy’s
plans to occupy the whole territory of the Romanian State. At the same time,
the glorious 1917 epic had a crucial importance for the achievement of the
national ideal, maintaining the nucleus around which the national liberation
forces continued to gravitate in the Romanian provinces that were under
foreign occupation.
Through a large-scale involvement, the city of Iaşi accomplished its
mission to be “the capital of resistance right to the end”. Shortly after that,
the Romanian State and its capital had to face new menaces, as a result of

Soviet Russia’s withdrawal from the war and of the disorganisation of the
Russian troops that were under the influence of Bolshevik propaganda.
A set of documents contains, first of all, the speeches given by King
Ferdinand, the great historian N. Iorga and the political leaders Ion I. C.
Bratianu and Take Ionescu from the tribune of the Chamber of Deputies in
December 1916. An important number of documents come from the Iasi
Departmental Service of the National Archives, most of which belong to the
Iasi City Hall Fund. They provide a concrete support to the debate, an often
particular illustration of the failures and the achievements from the autumn
of 1916 to the days of the decisive victory in July ֊ August 1917.
100 years after the transfer of the Capital to Iasi, the publication of
this book represents the accomplishment of a duty towards our ancestors, a
token of gratitude for the acts and the sacrifices made by the inhabitants of
the city at that time, which became “the centre of resistance right to the
end”, and of the full confidence in accomplishing the dream of a Great
Romania.
