Political, social and economic changes and commercialization of investment processes in Po-
land after 1989, as well as the country’s accession to the European Union in 2004 under the
Accession Treaty signed on 16 April 2003 in Athens, contributed to dynamic transformation of
areas constituting Polish metropolitan areas. Urbanization of Polish municipalities has exert-
ed a substantial influence on functional-spatial land development and general development of
areas within the influence of the central city, thus constituting a metropolitan area. As a quali-
tatively new urbanization stage, it is considerably different from previous processes related to
directive economy of the previous political regime.
“Metropolization is one of the most important indicators of the modern model of devel-
opment”1.
The following publication presents results of research on transformation of municipalities of
the Poznan Metropolitan Area and is a follow-up to the research on the example of the Poznan
Agglomeration municipalities2. Territorial extension of the range of analysis results from pro-
cesses of land metropolization, irrespective of the fact whether it is an independent phenom-
enon or it constitutes the next urbanization stage related to a rapid increase of importance of
large city structures in the contemporary market economy.
The National Spatial Development Concept 2030, accepted by the council of Ministers on
13 December 2011 (Polish name: KPZK, drawn up on the basis of the Act of 27 March 2003 on
Spatial Planning and Management, Journal of Laws 2003 no. 80, item 133 as amended), is cru-
cial to the publication and is also the most vital strategic document on functional-spatial de-
velopment for Poland. Implementation of the assumptions included in the document must com-
ply with the rule of sustainable development, i.e. be accompanied by preservation of environ-
mental, historical and social values, as well as traditions and tangible cultural heritage of the
past. The assumptions should be put into practice through goals such as: strengthening the

importance of the main Polish urban centres in the European system, improvement of the in-
ternal coherence of the country, development of public transport network and communication
technology infrastructure, improvement of resilience of spatial structure in case of natural dis-
asters, and enhancement of defence capabilities of the country.
In the author’s opinion, the results ofthe research on the transformation of municipalities
of the metropolitan area presented here promote assumptions and aims ofthe policy of land
development included in KPZK 2030.
The publication focuses on mutual relations among the municipalities as well as between
the municipalities and the central city, categorizing municipalities into zones I, II and III, which,
along with the central city, constitute the metropolitan area.
The aim of the research is to analyze and define transformation processes of municipali-
ties of a metropolitan area in the context of Poland integrating into the European Union. Due
to actual relations between the municipalities and the central city, the result ofthe following
publication is determination of different borders of those municipalities which show a particu-
larly important connection with the central city. In addition, the results presented here are to
determine and present desired potential transformation trends of municipalities in zones I, II
and III, which constitute zones of influence ofthe central city.
Research carried out in municipalities ofthe Poznan Metropolitan Area rendered it possi-
ble to determine the scope ofthe assumed research in terms of content and territory. The time
range included the transformation period; the analysis comprises years 2000-2010 in an area
chosen forthe needs ofthe publication.
It is expected that the research presented here will result in determination of directions of
analytical and spatial planning actions and preservation of spatial order in the examined area.
Another aim ofthe publication is to promote balance between the development ofthe city and
the municipalities, as well as protection of natural and social environment and tangible cul-
tural heritage.
Compatibility of self-governmental authorities and local communities of individual munici-
palities in the field of spatial planning and implementation in terms of determining areas suit-
able for the development of metropolitan functions, as well as coordination of revitalization
ventures in areas valuable forthe identity ofthe examined zones are supposed to strengthen
the position of Polish metropolitan areas in the European functional-spatial structure.
The increasing level of ecological education and awareness of municipality dwellers, re-
quirements related to Poland’s participation in the EU, and popularity of migration give rise
to examination of transformation processes, mainly to sustain the development of municipali-
ties of a metropolitan area.
Coherent functional-spatial policy and coordination of actions of all administrative units
aim to determine areas which are most suitable for transformations. Sustainable development
of individual municipalities of a metropolitan area promotes complementary transformation
at all levels.
The publication Includes analysis of 45 municipalities determined by Wielkopolska Spa-
tial Planning Office (WBPP) in 2006 as Poznan Metropolitan Area (POM). The results ofthe re-
search revealed that not all of them show desired strong bonds with the central city of Poznan.
The city and municipality of Gniezno along with municipalities ofEubowo and Czerniejewo con-
stitute a strong functional-spatial structure. The area shows features characteristic of an ag-
glomeration and, in the author’s opinion, constitute a self-contained system. Municipalities
of Wqgrowiec and Rogozno in the north and Koscian in the south ofthe examined area do not
show intense relations with the core of POM.
In contrast, municipalities situated In the west-east zone along the A2 motorway, shaped by
transport network and communication technology system, show intense connections with the
central city. The linear development of POM results from the influence of Berlin. Municipality
of Kuslin, though within this influence, was not included within the examined borders of POM.

SUMMARY
Metropolization process, i.e. the influence of the central city on its municipalities, a dynam-
ic process related to numerous factors and both internal and external conditions; it undergoes
modification in space and time; thus, examination of transformation processes of municipali-
ties within the influence of the central city should be carried out periodically and result in veri-
fication of delimitation of the metropolitan area.
