The Muslim Seminary in Medgidia
Documents and Memory
Abstract
The book discusses the post-communist history of one of the key institutions for the
Muslim community living in Dobruja, namely the Muslim Seminary in Medgidia. Aiming
to restore the history of this educational institution, we focused on presenting documents
and images preserved to this day, on interviews with the members of the community,
and, not least, we dedicated significant space in the book to an interpretation of these
sources, in the form of three studies, covering three main timeframes in the development
of the Seminary: the pre-World War I and the interwar eras, the communist era, and the
post-communist era.
In the first study, Metin Omer traces the history of the Muslim Seminary, the emblem֊
atic school of the Romanian Muslim community, from 1889 until 1948.
Starting from the premise that the Seminary was an incubator of ideas, which sub-
sequently spread in the larger Muslim community, the study discusses how the views
debated by the members of the institution and the changes adopted here reflected on the
developments within the Turk and Tatar communities. Likewise, the author considered
the effects that the changes undergone by the Romanian Muslims have had on this edu-
cational institution. Thus, this paper reflects the way in which the Muslim Seminary was
integrated in the structures of the Romanian state caught up in its own nation-building
process, without however losing focus of the relationship between Dobruja’s Muslim
community and the Ottoman Empire, at first, and with the Turkish Republic later on, and
trying to assess the significance of this relationship.
After a brief overview of the history of the Seminary, Omer focuses on some aspects
regarding the students, the teachers, and the taught subjects. Our approach relied on a
wide range of bibliographical sources. Among them, essential to our research were the
archival documents that have been transcribed and included in this volume.
Manuela Marin's paper discusses the institutional development of the Medgidia Mus-
lim Seminary during communism until 1967 when its activities were suspended. The
main argument of the paper is that the temporary closure of the Muslim Seminary was
the result of the social and economic changes brought about by the communist regime.
These transformations radically changed the traditional way of life of the Turkish and
Tatar populations and also the place of religion and the role it played in their everyday
lives between 1948 and 1967. Thus, after a few introductory remarks on the fate of the
two minorities in the early communist period, Manuela Marin discusses the main aspects
of the institutional development of the Muslim Seminar, the everyday life of the seminar-
ians, and also the number and life of graduates who opted to become imams.
Finally, by combining archival documents and interviews conducted with both people
in official positions and ordinary members of the Muslim community, Adriana Cupcea’s

study retraces the post-communist history of the Medgidia Muslim Seminary from a two-
fold perspective: first, the administrative, official perspective and second, the community
perspective. Part of this paper is dedicated to an analysis of the history of the Muslim
community’s history and religious identity throughout communism, which could at first
seem to fall off the stated aim. In so doing, it shows that the wearing out of the ethnic
identity as a result of fifty years of communist policies led to the Turks’ and Tatars’ as-
suming the only possible stance that could differentiate them from the majority, and a
self-censured one at that, the one stance that could allow them specific forms of expres-
sion, whether individual or collective, namely the stance of a religious community follow-
ing Islam. Drawing on the results of field surveys conducted in 2013-2015, I argue that,
regardless of the Dobruja Muslims’ degree of religiosity, Islam remained a strong identity
marker and it was this very religious attitude that ensured the survival of several social
and cultural elements, representative of both the Turks’ and the Tatars’ ethnic particular-
isms. An understanding of the prominence of the Seminary in post-communism and of
the rationales behind the community’s efforts to reopen the institution would have been
impossible without the aforementioned analysis.
Further, Cupcea’s study discusses the post-communist (post-1990) stretch of the his-
tory of the “Kemal Atatürk” National College from the same two-fold perspective, i.e. the
official perspective and that of the members of the community. The approach draws on
Brubaker’s triangular relationship of the national minority, the nation state in which the
minority lives, and the homeland to which the ethnic group belongs based on its ethno-
cultural affinities. Furthermore, the study discusses this triad as a relationship among
interconnected fields (Brubaker 1995:118), in an attempt to shed light on the interplay
among the Islamic Turkish and Tatar communities, Turkey, homeland to the ethnic Turks
and protector to the Tatars, and Romania, the host country, in the particular case of the
post-communist history of this teaching institution.
