About the Authors
Sergi Kapanadze (Ph.D.) is an MP and the Vice-Speaker of Georgia's Parliament as
well as a Professor of International Relations at Tbilisi State University and Caucasus
University. He was a member of the OSCE's Panel of Eminent Persons on European
Security in 2015-2016. He is the founder and former director of the think tank
Georgia's Reforms Associates (GRASS) and a former Dean of the School of
Governance at the Caucasus University. He was Deputy Foreign Minister (2011-2012)
and Director of the Department of International Organizations at Georgia's Ministry
of Foreign Affairs of (2008-2011). Dr. Kapanadze received a Master of International
Relations and European Studies from the Central European University in Budapest
and a Doctor of International Relations from Tbilisi State University.
Ulrich Kühn (Ph.D.) is a Stanton Nuclear Security Fellow at the Carnegie
Endowment for International Peace in Washington, D.C., a non-resident Fellow with
the Institute for Peace Research and Security Policy at the University of Hamburg
(IFSH) and the founder of the trilateral German-Russian-American Deep Cuts
Commission. Previously, he served as a Political Desk Officer for Disarmament,
Arms Control, and Non-Proliferation of the German Federal Foreign Office. In 2011
he was awarded a United Nations Fellowship on Disarmament. Dr. Kühn holds the
Chair of the Working Group on Non-Proliferation and Arms Control of the European
Initiative for Security Studies (EISS) and is an alumnus of the ZEIT Foundation
Ebelin und Gerd Bucerius. He has published on arms control, international security
institutions and Euro-Atlantic security.
Wolfgang Richter (Colonel ret.) is a Senior Associate in the International Security
Division of the German Institute for International and Security Affairs (Stiftung
Wissenschaft und Politik, SWP) in Berlin. His research focuses on the future of arms
control in Europe as well as security cooperation and unresolved conflicts in the
OSCE area. His previous assignments have included roles as Head of the military
section of the Permanent Representation of Germany to the Conference on
Disarmament, Geneva, and to Disarmament Fora of the United Nations, New York
(1995-1999); Head of the global and European arms control department of the Federal
Armed Forces Centre for Verification Tasks (1999-2005); and Head of the military
section of the Permanent Representation of Germany to the OSCE, Vienna.
Wolfgang Zellner (Ph.D.) is Acting Co-Director of the Institute for Peace Research
and Security Policy at the University of Hamburg and Head of the Centre for OSCE
Research. In 2016, he led the multi-stakeholder project, "European Security:
Challenges at the Societal Level". He is a former Adviser to Katrin Fuchs, Member of
the German Bundestag (Member of the Defense Committee, the Foreign Relations
Committee, the Sub-Committee on Disarmament and Arms Control). He received his
Ph.D. from the Free University of Berlin. Dr. Zellner is a member of the editorial
board of Security and Human Rights. He has extensive research experience in the
field of European security issues, the OSCE, conventional arms control in Europe,
ethno-political conflicts, and transnational threats and risks.
